The Loudoun County Board of Supervisors Transportation and Land Use Committee met on April 22, 2026, at 10:00 AM. The committee adopted two consent agenda items and discussed the Algonkian Parkway Multimodal Feasibility Study (Concept C). A motion to not pursue further evaluation of long-term improvements but to implement elements already in the Sidewalk and Trail Program (STP) and Intersection Improvement Program (IIP) passed 4-0-1.

- Algonkian Parkway Multimodal Feasibility Study – Concept C (Algonkian District)
- Staff recommended no further evaluation of Concept C, noting that the 6.7-mile corridor would cost an estimated $105 million (about $15 million per mile). Over half of the trail segments are on privately owned HOA property. Nineteen missing trail segments exist; none rank above 232 in the STP prioritization. One intersection (Algonkian & Cascades Parkway) is now a Rank 5 in the IIP. A 0.8-mile segment lies in Fairfax County. Staff proposed implementing the short- and mid-term safety improvements (estimated at $7.9 million) through the STP and IIP prioritization process, and retaining remaining corridor pieces in the CIP as Projects Identified for Future Development (PIFD) for tracking.
- Vice Chair Turner expressed support for moving corridor improvements into the STP and IIP, emphasizing that this aligns prioritization. Chair Randall agreed, noting the high cost and that focusing on missing segments without trail is preferable to widening existing substandard HOA trails. Supervisor Brisman (district supervisor) advocated for keeping the full Concept C in the CIP’s future years to allow proffer negotiations, grant applications (especially for the Fairfax County segment), and connectivity with the planned Route 7 shared-use path. She highlighted that CTP designation already calls for 10-foot-wide multi-use trails but that most existing trails are narrower and private.
- Chair TeKrony moved to recommend that the Board of Supervisors not pursue further evaluation of long-term improvements under Concept C and instead implement Concept C elements already in the STP and IIP using current prioritization processes. The motion did not include the second part of staff’s recommendation (retaining the remainder in PIFD). Vice Chair Turner seconded.
Key Outcomes
- Motion passed 4-0-1 (Chair TeKrony, Vice Chair Turner, and Supervisors Kirshner and Randall voted aye; Supervisor Brisman opposed). The committee will recommend that the full Board of Supervisors adopt the first part of staff’s recommendation: no further evaluation of Concept C long-term improvements, and implementation of the short- and mid-term safety improvements and the missing trail segments through the STP and IIP prioritization. The remaining corridor components (including the Fairfax County segment) will not be placed in the CIP’s PIFD at this time.
- Supervisor Brisman noted disappointment that the second part was not included, as it would have enabled future proffer negotiations and grant opportunities for cross-county projects.

Vice Chair Turner made this request within the required time frame, and the county attorney determined that his request meets the qualifications to participate remotely.
