The kennel has been operating since 2021; the application seeks retroactive approval. Staff noted discrepancies with conditions recommended by the Planning Commission (which recommended a maximum of 16 dogs, a 60-foot rear setback, and a 1:6 employee-to-dog ratio).
Public testimony was overwhelmingly supportive, with numerous clients praising the facility's care, cleanliness, and positive impact on their dogs. Two adjacent neighbors spoke in favor. A few residents opposed, citing land use compatibility, noise, hours of operation, and concerns about an illegal operation.
Board discussion was extensive. Supervisors Brisman, Turner, and Kirshner expressed support for the applicant's request (25 dogs, reduced setbacks, flexible employee ratio), citing the quality of the operation and the need for such services. Supervisors Crony, Saints, and Glass leaned toward the Planning Commission's recommendation of 16 dogs and stricter conditions. I'm going to call to order the Jan the June 10th, 2026, Loudoun County Board of Supervisors public hearing, and the joint board of supervisors and Virginia Department of Transportation public hearing. The Golden Substation, which is also CPMT, Commission Permit 2025-0005, special exception 2025-0032, special exception 2025-0033 and special exception 2025-0137 to a future planning commission work session. And as such, that will not be in tonight's agenda. This item was double advertised for the May 26, 2026, and the June 10th board public hearing. Also the leggy 2025-0052, RD Hamilton Academy, special exception 2026-0005, special exception 2026-0006, special exception 2026-0007 is also being deferred due to a noticing era of the applicant. If you are um uh providing your comments via phone um and you cannot see the the uh the timer in our room, um I'm gonna ask you if you can hear me if you're on the phone to set your own clock or your own timer, and that's because when you get to one minute and 30 seconds, I don't want to stop you because then that breaks breaks your flow, breaks your thought process. But when you get to two minutes, I will stop you. So if you don't mind setting your own timer, that would be most helpful. It is the secondary road six-year planned construction improvement budgetary priority list. It's a county wide item. Um, although you usually on countywide item motions, I will make the motions. But on this one, if Mr. Kirstner would want to make the motion, I'll let that happen because most of these secondary votes are actually in his district, and so if you want to make the motion, that's fine with me, Mr. Kirstner.
