Unmet Housing Needs Strategic Plan: 3rd Quarter FY 2026 Update (Information Item)
- Staff presented detailed data on attainable housing production, inventory, and pipeline projects. Key statistics: 55 new attainable units achieved in Q3; 1,742 units in pipeline through FY 2029; 3,981 committed attainable rental units as of Jan 1, 2026; 2,539 committed attainable purchase units.
- Net loss of rental units projected due to expiring affordability, but board investments (e.g., $10.5M from FY25 fund balance, $29M in FY27 budget) enable a net gain by 2029.
- Chair Randall raised questions about deeper affordability (60% AMI target), transit-oriented development, parking requirements, senior housing demand, and strategies to preserve homeownership units (e.g., rent-back ideas). Director Keeler responded that the upcoming TOD policy and unmet need evaluation will address many issues.
- Vice Chair Turner inquired about streamlining the 133-action tracking chart. Staff noted that the five-year evaluation will lead to refinements.
Route 50 Safety and Operational Study (Action Item)
- Staff presented findings: crash hotspots, community engagement (focus groups, 193 survey responses), and phased recommendations (short-term safety, mid-term enforcement pull-offs and turn lanes, long-term IIP projects).
- Chair TeKrony moved to endorse the study with the exception of the New Mountain Road left-turn lane (not a crash hotspot) and to keep Snickersville Turnpike and Fleetwood Road/Lena Mill Boulevard improvements in the IIP. Snickersville Turnpike was a crash hotspot; Fleetwood/Lena Mill is a rank 4 IIP intersection.
- Motion passed 4-0-1.
Proposed Rewrite to Chapter 838 – Swimming Pool and Water Recreation Facilities (Action Item)
- Staff outlined key changes: removal of construction standards (aligned with state code), maintaining lifeguard requirements, standardized signage, digital record-keeping, partial closure ability, civil penalties, and fee adjustments.
- Chair TeKrony moved to recommend advertising a public hearing for September 9, 2026, with lifeguard requirements unchanged. Motion passed 4-0-1.
Loudoun County Natural Resources Strategy (Action Item)
- Staff presented the strategy structured around three goal areas: leading by example, planning/protection, and countywide action. It is a non-regulatory, guiding document.
- Chair Randall asked about gap analysis and pollinator habitat conflicts with spotted lanternfly control. Staff noted that detailed implementation will involve subject-matter experts.
- Chair TeKrony moved to adopt the draft strategy and direct staff to finalize the report. Motion passed 4-0-1.

All right. Good evening. I would like to call to order the June seventeenth, twenty twenty six Transportation Linux Committee meeting. This room has hearing a hearing loop. So uh we have a remote participation. Um Chair Vice Turner Chair uh Vice Chair Turner, are you there? I'm here, manager. Oh, great. Okay. Pursuant to Virginia Code Section two point two dash three seven oh eight point three, and the board's rules of order. Vice Chair Turner requested to participate in this meeting by electronic communication. A physical quorum of the Transportation Land use committee is present in the boardroom, and the committee has made arrangements for the voice of Vice Chair Turner to be heard by all persons in the boardroom. Vice Chair Turner made this request within the required time frame, and the county attorney determined that his request meets the qualifications to participate remotely. So all right, with that, let's um start with the Pledge of Allegiance. Oh, we do. I request that all members in attendance adhere to these guidelines to ensure each of you has an opportunity to be heard and to ensure an efficient process. Okay, so with that, we're gonna start with our uh speaker, I think our only speaker is um Miss Sasha Brower. Hi, good afternoon, uh Chair Tacroni and members of the board. Um my name is Sasha Brouwer. Um my day job, I'm a land use and dent attorney with Odin Feldman Pittleman, but um this evening I'm here before you to speak um uh about the housing advisory board, and I'm chair of the housing advisory board, and the annual report is in your meeting packet this evening. Um so just briefly, I wanted to share what we've accomplished over the past year. Um I'm pleased to report that the housing advisory board is more active and engaged than ever. Our membership is robust. We have dedicated, knowledgeable members who show up, dig in and bring both real world expertise and genuine passion for solving our county's housing issues. One of the most meaningful shifts this past year has been in the change in how we work with staff since the new DHCD DHCD director Eric Keeler joined. Uh, we've developed a more informal and collaborative relationship uh between the advisory board and county staff, which allows us to be more effective, and we really appreciate his leadership. Uh the work we're most deeply invested in right now is the evaluation of our county's housing strategic plan, which you all are very familiar with, I know. Um our goal is to streamline the key action items cutting through the noise and really finding the priorities that we need to focus on to accomplish the housing needs of our county. Um so you'll be hearing recommendations, I think later this summer from Urban Institute and Director Keeler. And just know that our advisory board has been deeply involved in those discussions. Um I'm happy to connect with all of you over the summer and fall. I'll reach out to your offices if you would like to chat about the housing advisory board work. I knew Supervisor Glass and Chair Randall, you attend some of those meetings as well, so I appreciate your input. As we move forward, and just to leave you with this, and I know you all are well aware, the cost of living is only increasing in our county, um, and we really need to think about what we can do to help the the people that are um needing the housing um affordable and attainable housing in this county.
