ZOR Tech Memo Comments (Agency Referrals):

The committee agreed to defer comprehensive term alignment to a future LSDO update, but added the issue to an LSDO update list for tracking.
- Section 124502c Reference: Zoning recommended revising text to refer to A10 zoning district; committee confirmed the inclusion of cluster subdivisions was intentional.
- Base Density Division Option: A comment to place the base density division option after AR1 rather than AR2 was accepted, with minor wording adjustments.

- ADU Written Agreement Language: Zoning proposed clarifying language for written agreements requiring ADUs after 24 units. Committee accepted adding "for any property or properties" but kept original intent language regarding aggregate dwelling units.

Inundation Zone Amendments:
- DGS recommended ensuring applicants have access to emergency action plans and up-to-date inundation zone mapping. Staff noted ongoing efforts to create a digital map layer; committee emphasized the need for public access to the data.
- DTCI requested clarity on whether capital projects are included (confirmed yes).
- Staff proposed moving procedural details to FSM Chapter 5 rather than Chapter 8; committee agreed with that placement.

FSM Chapter 8 Draft Amendments:
- Discussion focused on plat requirements (Section 8103) and locational clearance. Staff noted that locational clearance is an existing process, but the draft section needs refinement to avoid redundancy and clarify when exhibits are required instead of plat notes.
- Jason identified several consistency issues (e.g., septic system terminology). The committee tabled further review of Section 8103 and directed staff to prepare a revised draft for next meeting.

All right. I would like to call to order the July 18, 2024 is still just saying it's manual public review committee meeting. Committee of remote participation policy dated October 6th, 2022 and May 16, 2023 PRC bylaws. He made this request within the time frame required by the policy, and the county attorney has determined that he meets the qualifications to participate remotely as required by law, a physical quorum of the PRC is not heard of me is present uh in the Dolls room and the PRC has made arrangements for his voice to be heard by all persons in the Dolls room. Record shall reflect the member participating remotely, reason and location. Record shall also reflect that we are the members of one four affected groups, our respective declarations of interest are kept on file in the minutes of the facility standards manual public review committee. So it's a few second favor. All right, so uh Kevin is not here today, so I will be today's MC. Um I guess moving forward public comment. Nobody has signed up to speak. Um until Keith gets here, I guess we should wait on the minutes. Uh I think it's supposed to have to build FSI. Yes, okay. So I just wanted to remind everyone that on July 1st we posted the new FSM online that has the Virginia Erosion and Stormwater Management Program amendments that were adopted by the board. And actually, the um that also includes updated chapter 1096 of the codified ordinance. So as you were called 1220 was erosion control, it was it was deleted and incorporated into chapter 1096. So if you're looking for stormwater, that's where you would go. Um so that is up online, and things are going smoothly. Uh Zeb Foltz sent out uh blast to everybody on the tech memo distribution list to try to get word out. And yeah, he attached the red line to that so people could see what change in that sound in the ordinance. So if you got that and you would like to share it, please do so. People know what the changes are there for us. Um so that was just a reminder. That's just something that I want to let you all know. Um, also probably just wanted to add there um as another administrative item on June 13th. We issued those three original zoning orders rewrite tech memos. There was one from uh land engineering, one from land planning, and one from natural resources. Those would go into effect on July 25th, so they're not effective just yet. But that was the work you all did. That actually did happen. So it's just kind of a reminder of another thing happening in July, some new standards that are going in effect in July. I think that is all I have for updates. Um agency referral comments. Um, I guess it will pull up anything that you can proceed them at this point or yes, that's the plan. Um, they were sent the the zoning order's rewrite double in consists of those three tech memos, and they were sent on referral July 1st with a request for comment on July 16th. We did about a two-week referral period. Um, we heard from a lot of agencies, but the comp a lot of them had no comments. So I'm just gonna share the ones that we have comments on. Be aware that I got the comments um from some of these folks yesterday afternoon. So this will be an interactive discussion where we will all just kind of put our heads together, which is what I want anyway. Do you think? Um, but the idea here obviously is that we update the draft or the text and the tech memos as needed. Not that we necessarily would publish new ones. I'm just using that format right now because it's easy. That's what we have. And then once we incorporate the comments, we would like to take this to the board of supervisors in September for a resolution of intent to amend. And then, of course, the steps happen afterwards, which is the planning commission public hearing board hearing. So that's kind of the lay of the land and where we are. Which one to start with? Okay.
