Oh yes, which I think we're not going to have any budget discussions until next time we're not even stuck and guess what happened?

0:14

Um just the circuit courts are five years.

0:18

So that is like blatantly not.

0:21

That's what's the message in the dome.

0:23

Not for that.

0:24

I don't think I'm returned.

0:28

Any government doesn't have any management that does not?

0:35

We're recording that's about because we'll turn to this.

0:46

Which paper is totally.

0:48

So you don't think that occurred.

0:56

Mike makes right.

0:58

And you see everyone is your version of you.

1:00

I don't think challenge.

1:08

Yeah.

1:11

But I mean one, the people will go.

1:14

Oh, this is just a really good thing.

1:16

Yeah.

1:16

Right.

1:16

Yeah.

1:16

But two individuals.

1:18

It's reality.

1:18

I was at the leaf for a time council meeting that night as a resident.

1:22

And I own the top of the budget.

1:26

That's why I sent a note to things first.

1:32

You would have said the same thing because I guess how people thought Hans just doing his own thing.

1:43

I mean, this makes him look things.

1:47

Because I mean people like to add this.

1:49

Okay, I'm gonna call, I'm gonna call the May 7th 2025 zoning ones committee meeting to order.

1:59

Is there any public import?

2:01

Seeing none, any disclosures.

2:05

I just close up on the disclose.

2:10

Are you really gonna start that way?

2:12

Yep.

2:16

Just in here, you did that bridge.

2:17

Yeah.

2:20

It's been up to other new good stuff.

2:22

So um approval of the action report.

2:26

Um Larry did notice we don't have the attendees on the action report for last time, so we will add that.

2:33

So other than that change, does anybody have any comments on the action report or can we get a motion?

2:41

Second.

2:42

All favor?

2:43

I thank you.

2:47

Um I guess I'm throwing into I'm not sure who I'm throwing it to for status updates.

2:56

Um so as far as status updates go, the data center CPAN Zoom, not a lot to update there.

3:03

It's uh we're firmly preparing the private phase two of the data center zone to June 18th of the committee.

3:19

So Judy and I are next.

3:21

Actually, what we'd like to start with, um, you're going to be done.

3:25

Oh, the rewrite still skip that I wanted this to go first though, because I don't know if you wanted to go into details of some of this stuff.

3:33

We well, which one are you talking about?

3:35

Um the clean up the cleanup zone.

3:38

Yeah.

3:38

Okay, does anybody have any questions on the data center standards?

3:46

Rich, can you tell us that you have no questions?

3:49

My only question is were there any questions we can?

3:53

Um, I just noticed not on here, but we guys would also be following is in regards to the seat looking up the climate commission is also working on I don't see this long when you do this we'll follow the question the general plan update.

4:09

Is that what you're talking about?

4:11

Yes, um yeah, it's not a zoning ordinance, and then it's just a CPAN.

4:18

Okay, so I guess the reason why I would bring it up is we had an issue with Mumbai the zoning orders, which I think is important for you guys to also know about.

4:25

We were at the last committee meeting in regards to active recreation in the floodplain, which is really CPAM slash zoning, if you think about it, because one went to the other.

4:36

That's why I think they're so important to follow each other.

Zoning Ordinance Committee Meeting - May 7, 2025

The Zoning Ordinance Committee (ZOC) met on May 7, 2025, at 9:30 AM in the Dulles Room. The meeting covered routine approvals, a demonstration of the new online zoning ordinance platform, status updates on multiple zoning and comprehensive plan amendments, and initial review of the floodplain ordinance update. The committee set a comment deadline for floodplain ordinance sections and discussed future meeting dates.

Consent Calendar

  • The committee approved the Action Report from the April 2, 2025 meeting, with a noted correction to add attendee names.

Public Comments & Testimony

  • No public input was offered.

Discussion Items

  • Online Zoning Ordinance Launch: Staff (Judy, Teresa) demonstrated the new ENCODE Plus platform, which will replace PDFs with an interactive, searchable ordinance. Features include hyperlinked definitions, search with AND/OR/NOT, land use lookup tool, built-in calculators (development yield, parking, signage), and an amendment history table. The platform is expected to launch within weeks, no later than July 1, 2025. Committee members raised concerns about legacy zoning districts, parcel-specific overlays, and the need for user tip sheets. Staff acknowledged the issues and noted that the tool pulls from the same text as the current PDF ordinance.
  • Clean-Up ZOAM (Zoning Ordinance Adjustments): Staff reported that comments from committee members were received on a spreadsheet of proposed adjustments. About half of the committee submitted feedback. The timeline calls for draft text in July 2025, with the committee plan to review the written text before detailed discussion to focus on priority items. The schedule may be adjusted to allow adequate review time.
  • Western Loudoun / Rural Uses and Standards (CPAM/ZOAM-2024-0002): Staff is preparing for a June 18, 2025 special T-leg meeting on limited breweries, wineries, and distilleries. A bus tour with stakeholders and Virginia ABC representatives is tentatively scheduled. Draft text on equestrian stables is planned for July 2, 2025. Discussion on bed and breakfast and special events is pending scheduling of a separate T-leg meeting.
  • Floodplain Ordinance Update: Staff (Gwen Kennedy, Melanie Mason, Maggie Auer, Todd Taylor) presented the background: the Board of Supervisors directed moving floodplain regulations from an overlay district into Chapter 6 (Natural & Environmental Resources) via a ZOAM. A companion ZMAP will remove parcels from the overlay based on updated data. The state (DCR) reviewed the draft on behalf of FEMA; a checklist of FEMA-required provisions was provided. Committee members requested clarification on which changes are FEMA-mandated versus county improvements. Staff agreed to color-code future drafts to distinguish FEMA requirements. The committee deferred discussion on active recreation in floodplains pending further internal coordination.
  • General Plan Update: A brief discussion occurred regarding the General Plan update and its relationship to zoning. The chair clarified that zoning-related changes from the General Plan will come to ZOC separately.

Key Outcomes

  • Comment Deadline: Committee members are to submit comments on Sections 605 and 605.01 (23 pages of the floodplain ordinance draft) by Tuesday, May 27, 2025 (extended from May 23 due to Memorial Day). Comments should be provided via a spreadsheet format to staff.
  • Next Meeting: The next ZOC meeting is scheduled for June 4, 2025, at 9:30 AM (corrected from the agenda's June 2 date) in the Lovettsville Room.
  • Future Floodplain Review: Staff will work to provide a color-coded version of the draft highlighting FEMA-required provisions. The committee will continue section-by-section review, with the possibility of a joint meeting with the FSM/PRC after both committees finish their reviews.
  • Board Response to ZOC Letter: The committee acknowledged receiving a response from the Board of Supervisors regarding their earlier letter. Further discussion on specific items raised is expected after conversations between the chair and the board.
