The Facility Standards Manual Public Rvew Committee (FSM PRC) met on November10,2025 to discuss administrative items, floodplain work group updates, a new engineering plan clearance process, 10-year private road reserve fund letters, and gated community standards. Engineering Plan Clearances (Presented by Staff)
- A new three-tier plan clearance system (mapping, entrance correct, technical clearance) will replace the current conditional approval process for site plans and road-only CPAPs.
- Key benefits include: closer compliance with state code, concurrent processing of bonds and environmental permits, and flexibility for design changes before final plan approval.
- Committee raised concerns about bond adjustments early in the process, provider risk for development changes, and whether technical clearance could substitute for final approval with lenders. Staff noted the system has been tested on several projects with no negative feedback.
- Implementation expected early 2026 with a transition period.
10-Year Private Road Reserve Fund Letters (Presented by Laura)
- Three templates presented: for HOA developments (with reserve study requirement), non-HOA (private road maintenance agreement), and commercial property.
- Committee debated wording around developer obligations for future reserve studies, liability, and signature requirements. Agreed to keep templates as letters (not affidavits) for now, with edits to better reflect that the HOA 'is aware' of obligations, not the developer guaranteeing future compliance.
- Staff will revise templates and coordinate with County Attorney Jason for final review.
Gated Communities (Presented by Staff)
- Triggered by an issue at Montebello Farms where queues at gates backed into a turn lane on Potomac View Road.
- Staff reviewed Prince William County's generic standards and VDOT corner clearance criteria but found no established national standard.
- Committee discussed whether to develop quantitative standards (e.g., queuing distance based on ADT) or simply require a traffic study for developments with gates. Some members felt a standard is unnecessary for low-traffic gates.
- Staff will contact transportation consultants (e.g., Grove Slate, Wells) and Fairfax County to gather further input. Decision to proceed with developing potential language for the FSM.

We're gonna get started. I'd like to call to order the November 6th, 2025 facility standards manual public review committee meeting. No members are participating remotely, and committee members disclose that they are members of one or more affected groups, and their respective declarations of interest are kept on file in the minutes of the facility standards and the public review committee. Everybody got a package from Laura. Um got a few things on our agenda, and one kind of really new item that we're gonna get to at the very end of the meeting. Um we have public from the public here that's okay. Did you want to make any public comments? Okay, no, okay. All right. Um we have minutes from our last meeting on October 16th. Um open the floor to any amendments or edits. There are none, I'd appreciate a motion to approve. Who is that? Oh, thank you. So there's no second all in favor, please say aye. Any opposed? Awesome. Um did you want to go over the meeting schedule for next year? Is that I would like to before I go there. I will say I know we talked about our coordination meeting that we have three more meetings this year. Um, so we have one more meeting in November and two more meetings in December. They're all sort of subject to discussion about whether we would have them based on progress and things like that. So um, in our coordination meetings, Kevin and Pete will help us make those calls. Um, but we are supposed to be in this room for the remainder of the year. I will say the third Thursday, the setup's gonna be whatever it is because it's BZA night, and I have to honor their layout. So might say things looking a little different for our second meeting back. But next year, um, I was surprised that this room was actually booked a couple times, even though it's recently reopened, including the very last meeting that I was trying to schedule the whole year, so it must be our holiday party. Um, I was not able to get it. But what I generally did was I kept our meeting schedule the first and the third Thursday from three to five. Um, January 1st is a holiday, so I just said we wouldn't meet on that first meeting date of the new year. Um January 15th, the room was booked, but I had options. I booked the Percival room, which is the room that you walk past to come in here, um, or our room at Sicklin wrote. I wonder if the personal room is really big enough for us. People tell me it is. I am suspicious of that. No, I think it'd be really tight. Yeah, that's what I think too, but um I think if cyclins open, I can go. Okay, so we prefer cyclone. Okay, okay. And then the only other meeting at July 2nd we could technically meet, but the third is the holiday for the fourth of July weekend, and we we tend to have trouble with attendance because people are traveling, so I was gonna go ahead and cancel that one as well. That's what I was proposing. August meetings are tentative, and then the same thing for December 17th. We would round out the year, either in person or cycle and but we'll pick cycle in. I booked them both, so you have your choice. And then the other option, too, is of course, we currently can have up to 25% of the meetings remotely. We could decide to do that. Um, we'll be doing a bylaws update next year sometime that will actually take that figure to 50 percent, but they can't be back to back. So I think if we're meeting twice a month, we want to take advantage of that as much as we can. That's my opinion. So that would be something we can talk some more about and when we want to weave those in.
