Alright, we're gonna call the committee of the whole to order here.

0:06

As far as attendance, we have everybody here except for Alderman Beeman and Alderman debates.

0:12

Both of them are absent.

0:15

Yes.

0:17

Oh, there it is.

0:19

So check that for the record.

0:20

Just all the way to stop here.

0:24

Thank you for joining us.

0:28

Alright, first uh first uh item for business is 26-01 through zero acquisition of public property for negotiating reasons.

0:38

We're to go into closed session for that later.

0:40

So we're gonna skip over that one and uh talk about that in closed session.

0:45

So the next item then is gonna be 26-0228 reorganization of the department of public infrastructure and tourism.

0:53

And then just so everybody goes around and talk about as much as we can in open session, and then once we get into employee related matters, then we're going to go into closed session for that.

1:04

So with that, I'll kick it off set.

1:07

Thank you.

1:07

I'll start things off real quickly here.

1:09

We have all the departments, uh, HR, attorney uh Dan is on Zoom right in front of me here.

1:15

So again, sorry that the mics don't work, so just speak as loudly as you can if you have questions.

1:19

But uh spoke, this was originally presented to the personnel committee a couple months ago now.

1:25

The idea of having the separated park and recreation department.

1:29

They supported the idea.

1:30

Um I talked to Alderin Sipos and Elder and Council President Cummings, just bring it to the full group now because really at the staff level and what we've developed with the org charts and the positions, the job descriptions and everything are by our account uh 100% completed.

1:47

Um we still have some pricing to get on some jobs, but basically the work that you tasked us to put into this is completed.

1:56

In the middle of this process, we also um brought tourism in on this because we saw as we were talking about everything, we saw that special events was kind of a hodgepodge of different departments, and really the flow of how special events start to end the end.

2:12

Really had just too many hands touching them and too many different departments.

2:16

It was tasked under tourism, but parks and recreation really played a large role in obviously the equipment and everything and the orders and pass orders and all that.

2:26

So we brought tourism in on this as well to talk about uh putting special events 100% just under what would be the new park and recreation department from when someone files for a special event all the way through when they get invoiced for it, would be under the new park and rec department, but that took a lot of uh tasks off of tourism.

2:45

So, as you can see in here, too.

2:47

We also um reorganized tourism department as well.

2:50

That one was, as most of you are aware, put together after we did not have a contract with the MABCB.

2:57

Um, so it was not that it was put together quickly and inefficiently, it just was probably not now that we have time, saw how the tourism department does where we want them to focus, taking special events out, really gave us a good opportunity to refine the tourism department as well in this process.

3:15

So you'll see that special events are completely under department recreation department.

3:20

We have everything on there for you today.

3:22

What we would like to talk about in open session are the organization charts of the Department of Public Works, Department of Reparation Park Parks and Recreation and Tourism.

3:32

You have those there.

3:34

There are job descriptions.

3:35

Um they are some of them are under like BBW, there are all the job descriptions are under that one tab, so you didn't have 25 different tabs.

3:44

But basically, throughout all this, we're recommending eliminating positions and creating new positions, um, which would, if approved, um, ensure that all current employees would also have a job uh with the city of Manitoba, albeit some of them will be different, but everyone would still have the opportunity to have their job.

4:04

We'll talk about that in closed session as well for those specifics.

4:07

We also would have to change the ordinances.

4:09

There's some sample ordinances there that Eric worked through.

4:12

Of course, uh, one thing we're gonna ask today is to make sure that you're all comfortable with what we have here, so we can go back and start putting things into place by the April meeting when you approve the carte launch everything.

4:27

Um, we're we're kind of off and running.

4:30

One big thing for that right now, specifically is special events.

4:33

Um, if we are gonna make this switch, special event season is coming up.

4:37

We want to make sure that if you're comfortable with this plan, we can start putting things in place to make sure that those continue to run efficiently and effectively as they start popping up and then getting people into positions as we'll talk in closed session as well for where an April starts, really, and standing committee, of course, as you're aware, the parks and recreation standing committee would also be created, and those would be those that those five spots would be filled at our reorder meeting in April.

5:00

And those would be those that those five spots would be filled at our re-org meeting in April.

5:06

That's what I have.

5:08

Eric, Jesse, Courtney, and Dan really put a lot of work into this.

5:13

So if they have anything that they want to share now, I think it would be appropriate because they did a lot of the work here as well to get us to this point.

5:24

I would just like to point out that I only inserted a few ordinances.

5:28

Trying to show you a couple of them are going to be non-substantive changes that are going to be coming.

5:33

A couple of them will be, a few of them will be substantive changes.

5:37

We're going to create a director for the new department, things like that.

5:40

But what I what I most want to point out to the council more than anything is that what we're going to try to do is we're going to create a resolution that basically directs the clerk and the attorney to go through non-substantive changes where it might say in chapter 8, uh, the Department of Public Infrastructure.

6:02

We just go through and change that to the Department of Public Works.

6:04

And we're where it says in chapter 11 the same sort of thing.

6:07

Just make those changes so we don't have to have, I don't know, somewhere somewhere in the neighborhood of 200 ordinances next month.

6:15

Um just something like that with a non-substantive.

6:17

And what we will bring you is just the substantive changes, obviously we wouldn't make any changes other than that.

Summary of Proceedings

Committee of the Whole Meeting – March 17, 2026

The City of Manitowoc Committee of the Whole met on Tuesday, March 17, 2026, at 5:30 PM in the Council Chambers. The meeting focused on two main agenda items: the acquisition of public property (Item 26-0130) and a proposed re-organization of the Department of Public Infrastructure and Tourism (Item 26-0228). After a presentation and open discussion on the reorganization, the committee convened in closed session to discuss personnel and purchasing matters. No formal action was taken on either item in open session.

Discussion Items

  • Acquisition of Public Property (26-0130): The committee deferred discussion to closed session for negotiating purposes. No open-session action was taken.
  • Re-organization of the Department of Public Infrastructure and Tourism (26-0228): Mayor Nickels and department heads presented a detailed overview of the proposed restructuring. Key points included:
    • Creating a separate Parks and Recreation Department, with special events moved entirely under that department (from filing through invoicing), removing that function from Tourism.
    • Reorganizing the Tourism Department to refine its focus after the loss of the MABCB contract.
    • Proposing elimination of some positions and creation of new ones, with the goal that all current employees would retain a city job, though roles may change. Specific personnel matters were reserved for closed session.
    • Job descriptions, organizational charts, and sample ordinances were provided as attachments, though some council members reported difficulty opening the job description PDFs. Staff offered to provide copies.
    • The City Attorney noted that a resolution would be prepared to direct the clerk and attorney to make non-substantive, citywide ordinance changes (e.g., updating references from “Department of Public Infrastructure” to “Department of Public Works”) without requiring separate ordinances for each change. Substantive changes would be brought separately.
    • The mayor emphasized the goal to have the reorganization fully approved at the April standing committee meeting, noting that special event season was approaching and needed efficient handling.
  • Closed Session: Council President Cummings read the statutory notices for both closed-session items (property acquisition under Wis. Stat. § 19.85(1)(e) and personnel matters under § 19.85(1)(c)). A motion to convene in closed session was made by Sitkiewitz, seconded by Anderson, and passed unanimously (10-0, with one absent). The committee then reconvened in open session with no action on either item.

Key Outcomes

  • No action was taken on either agenda item during open session.
  • The committee received the reorganization proposal and supporting documents; further discussion of personnel and property acquisition occurred in closed session.
  • Staff will prepare a resolution for non-substantive ordinance changes and bring substantive changes to the April meeting.
  • The meeting adjourned at 6:19 PM.
