The Public Safety Committee of Manitowoc met on Monday, April 13, 2026 at 5:30 PM in the Council Chambers. All five committee members (Beeman, Reckelberg, Cummings, DeBaets, Anderson) were present. The meeting lasted from 5:30 PM to 5:46 PM.

Discussion Items
- 26-0306: Out of State Travel/Training Request for Battalion Chief Charles Olson - ImageTrend Connect 2026 (May 11-15, 2026) in St. Paul, MN. Assistant Chief Kraynek presented the request, noting that the 2026 Fire Rescue budget supports the training but it was not included in the list of trainings during the budget approval process. The committee approved the travel request unanimously (5-0).
- 26-0307: No Parking - Loading Zone on Lancer Circle adjacent to Manitowoc Lutheran High School. Manitowoc Lutheran High School Facilities Manager Mark Ross requested that the front commons area (approximately 260 feet) be designated as a no-parking zone to improve loading/unloading and enforcement. Engineering Division Manager Greg Minikel stated that the change would require repealing the current 15-minute parking ordinance, drafting a new no-parking ordinance, updating signage, and painting yellow diagonal lines. The committee approved the request and referred it to the City Council for final adoption. The vote was unanimous (5-0).

It is 5 30. We will call the monthly April Public Safety Committee to order. Roll call. Everybody who's present. Public comment. Is there anybody here for public comment? We can't get anybody at all anything right. First call, public comment, second call, third call. Consent agenda. Is there anybody who wishes to remove anything from the consent agenda? I'll make the motion to approve the consent agenda. The motion and a second. No. All in favor? Aye. Discussion and action items. First item on the agenda 26-0306 out of state travel training requests for battalion chief Charles Olson. Okay, 11 through 15, 2026, St. Paul, Minnesota. You have the floor. Sounds good. I'm going to sit back because my voice is loud, and this will probably put it. But anyway, um, so yeah, what this is uh I know we have the uh new policy out there for getting out of state travel in as part of the budget process. Um this is a conference that we do go to every year. Umge trend is our software platform that we use for all of our EMS billing for all of our fire reporting and things like that. And um with that new policy, we weren't sure if we were gonna be sending it in, uh sending someone or not. Uh, this is an expensive conference. We do budget for it every single year, um, and we just didn't get it uh in. Um, but again, this was uh budgeted for this year because we've had we have sent someone for the last uh couple years. Um so that's why we're here asking. Um this is very important for us, especially this year. Um to help with the EMS billing, things like that, but also on the federal level. Um our old way of reporting fire reports, the federal government redid that. Um so with that, the software has had to change, and there's we'll say different issues, things like that that we need to be aware of to try and get our uh reports out there, and um you know, for us as well as to the the government, um and this helps in that transition go from the old which is called uh NIFERS to nearest. Um this conference will help us stay on top of that so we can work our way through this new reporting system. Any other questions? I noticed that it'll lose for pure networking I like it with a loop screen, so typeholder, but that's okay. Oh yeah. Oh brought that to my attention.
