The Personnel Committee of the City of Manitowoc met on Monday, April 20, 2026 at 5:00 PM in Council Chambers and via Zoom. Committee members Sitkiewitz, Beeman, Cummings, and Dunbar were present; Alder Norell was absent. The meeting covered three agenda items: an update to the Employee Policy Manual (EPM) regarding oversight when the mayor is related to a department head, a resolution to hire a new Parks and Recreation Director, and a closed-session discussion on a disciplinary issue with a represented employee.

26-0349 – Oversight Policy When Mayor Is Related to Department Head (EPM Update)
Human Resources Director Jessie Lillibridge introduced a new policy to be added to the EPM. The update also included removal of the Deputy Chief position title (eliminated from the Police Department the previous month) and addition of the updated compensation structure. The committee unanimously approved the request and referred it to the Common Council for final action. -
26-0350 – Resolution to Hire Brock Wetenkamp as Director of Parks and Recreation
The committee considered a standard hiring resolution for Brock Wetenkamp. Human Resources Director Lillibridge noted it was in preparation for items going to the Council meeting that evening. The committee unanimously approved the resolution and referred it to the Common Council. -
26-0326 – Disciplinary Issue with Represented Employee
This item was discussed in closed session (authorized under Wis. Stat. § 19.85(1)(g) for conferring with legal counsel on litigation strategy). After reconvening in open session, the committee took no action on the matter.

I'm lucky to get an hour of sleep at one time. I'll lay there with 30 minutes. And we're on muted. All right. It is five o'clock. I will call the personnel committee meeting to order. Um first up is roll call. The committee is present with the exception of Alder Nourel, who said he would not be able to attend this evening. We'll move on to public comment. Is there anybody from the public that wishes to address the personnel committee this evening? Second call for public comment. Third and final call for public comment. Is there anybody on Zoom for public comment? I don't see anyone. With that, I will close public comment. We'll move on to our discussion and action items. We have three of them this evening, but we'll take these two up quickly. Is 26-0349 is request to include in the EPM oversight policy when the mayor is related to department head? Um Jesse Eric. This is a new policy that we are including in preparation for some items that are going to council tonight. So this item needs to go through personnel to get it approved to update the EPM. Um and then this item's also on council tonight. And I wanted to also mention in addition to the new policy, there's a couple of very, very minor changes in addition. Uh removing the deputy chief position title from the EPM because that position was approved, uh removed from the police department last month. And then also addition of the updated compensation structure. Those are the three changes that are in that EPM. Any questions? Any questions from the committee? See none.
