Sounds good.

1:25

Well, it's four o'clock, and I will call the uh meeting of the Board of Public Works to order.

1:32

First item on the agenda is called to order, so therefore I have accomplished that.

1:38

Uh number two, revisions of special assessment SW twenty twenty-six-008 seven from eighteen sixty-three point seven two to sixteen sixty-two point eleven due to measurement error.

1:54

So this was uh unique situation where uh we had um two sets of staff that the first set uh did a measurement and then the actual resident came in and are um pleaded a kind of a case that they did not agree with it.

2:09

So then the uh another staff went out and measured and they remeasured um and there was um revisions to it.

2:17

Uh but since the it is ultimately a special assessment that was already issued, and technically it's uh a revision and just based on segregation of duties and best practices from audit, it's recommended that that type of situation be go in front of a committee.

2:34

So the staff does agree that it was appropriate.

2:39

That the initial the original measurement was an error.

2:43

Yeah.

2:46

There's a motion.

2:47

Do I hear a second?

2:48

Second, second to approve.

2:51

All those in favor say aye.

2:54

Oppose nay.

2:56

Unanimous.

2:58

Item three, the revision of a special assessment SW twenty twenty-six-1080 from four forty-seven eighty-five to two twenty-eight fifteen.

3:10

Due to reduction in slabs completed by city for remove and replace sidewalk program.

3:17

Anyone gonna address that?

3:19

Yeah, I can definitely do that.

3:20

So this one was part of the R program that the slabs were replaced.

3:25

However, the slab that was replaced by uh sorry, let me back up the RNR program.

3:30

If you're not familiar, the city contracts it out with uh the pro the um contractor that is awarded.

3:37

Uh this happened and it was that the contractor over.

3:41

Um Julie Ober did the part that would be assessed to the owner.

3:46

Uh the current the person that normally follows up on that was out on uh extended leave.

3:51

So this got issued in twenty-five and is now just being corrected by coming back.

3:55

So we have a twenty-five as part that we just need to uh issue based on the revisions or the review by staff, it was an error by the contractor.

4:08

Motion do I have a second?

4:10

Second.

4:10

Summary of Proceedings

Manitowoc Board of Public Works Meeting – May 13, 2026

The Board of Public Works met on Wednesday, May 13, 2026, at 4:00 PM in the Common Council Chambers. Six members were present (Koski, Reed, Alfred, Norell, Beeman, Reckelberg) and two were absent (Nickels, Nycz). The meeting lasted approximately three minutes, concluding at 4:03 PM. No public comments were made.

Special Assessment Revisions

  • SW2026-0087: Revised from $1,863.72 to $1,662.11 due to a measurement error. The error occurred when the original measurement was taken by one staff member; a subsequent remeasurement confirmed the discrepancy. The Board unanimously approved the revision.
  • SW2026-0180: Revised from $447.85 to $228.15 due to a reduction in the number of slabs completed under the city’s Remove & Replace Sidewalk program. The contractor overcharged the slab count; the owner was assessed the corrected amount. The revision was needed because the staff member who normally follows up was on extended leave. The Board unanimously approved the revision.
