That was that was just like that.

0:27

Just a little cool little puff of air.

0:29

Yeah.

0:30

All right.

0:31

So we can call the June personnel committee meeting for the city of Manitowak to order.

0:37

Uh first item is roll call.

0:39

All members are present with the exception of Alder Sitkowitz, who is unable to make it this evening.

0:45

Um next on the agenda is public comment.

0:48

Is there anyone here from the public who'd wish to comment?

0:52

Second call.

0:55

Third call.

0:56

Anybody online for public comment?

0:59

No.

1:00

Any previously submitted public comment?

1:02

No.

1:02

All right, we will close public comment.

1:04

Next on uh the agenda is the consent agenda.

1:08

Um items that members would like to remove from the consent agenda.

1:13

Otherwise, I'll take a motion.

1:15

Motion to approve the consent agenda.

1:16

Second.

1:17

Motion by Sly Schley, sorry, and second by Beaman.

1:23

Um favor say aye.

1:25

Aye.

1:26

Any opposed?

1:27

All right, motion carries.

1:34

Sorry, just gotta look.

1:36

All right, next uh uh all right.

1:37

First item under discussion and action is item 26-047.

1:44

Request to approve the updated seasonal hiring pay rates for 2026.

1:50

Thank you.

1:51

Uh so this item is our seasonal pay rates.

1:56

We're adding one new position over in the DPW shop for a seasonal stock room clerk apprentice.

2:03

And um, this is a position that we're going to be kind of transitioning the former youth apprentice into more of a stock room inventory uh employee.

2:14

And we're just hoping to get approval to pay at the range between 16 and 18 dollars.

2:20

I also wanted to point out that um there are a couple jobs on here that still need to be updated um for the name change between DPI to DPW and parks and rec and we will be working through that during the budget budget season, and probably you might see this again this year.

2:38

But today we'd like to just get approval on that 16 to 18 dollar range for the stock room position.

2:45

All right, any questions for Jesse?

2:50

Hearing none, take a motion.

2:52

Motion to recommend approval.

2:54

Second, all right.

2:55

It's been motioned and seconded motion by Schley, second by Beaman to recommend approval.

3:00

Any further discussion?

3:02

All in favor say aye.

3:03

Aye, aye.

3:04

Any opposed?

3:05

Motion carry so I'm assuming this has to go on a regular agenda.

3:08

Non-consent for pay.

3:12

I don't know, pay rates.

3:13

Do they consent or non-consent?

3:16

Anyone know for sure.

3:20

That's up to you.

3:22

I mean, this is something that comes up just about every year, so you can call it usual, but if you want to put it on consent, I don't think that there's any issue with that at all.

3:32

All right.

3:35

Next item on the agenda is 260478 resolution to hire seasonal employees related to elected officials, department heads, or supervisory personnel.

3:44

Jesse.

3:45

And this is a resolution you've seen already this year a couple of times.

3:49

Every time we hire an employee who's related to a city supervisor or elected official, we do need to pass this resolution and then uh perform a roll call vote at council.

Discussion Items

  • 26-0477 - Updated Seasonal Hiring Pay Rates for 2026: Human Resources presented a request to add a seasonal stock room clerk apprentice in the DPW shop with a proposed pay range of $16 to $18 per hour. Staff noted that some job titles still need updating from DPI to DPW and Parks & Recreation, and those updates would be handled during budget season. The committee voted 4-0 to recommend approval.
  • 26-0478 - Resolution to Hire Seasonal Employees Related to Elected Officials, Department Heads, or Supervisory Personnel: Human Resources stated that two additional hires are related to city employees - one in the Police Department and one in Streets/DPW. The resolution is required for each such hire and requires a roll call vote by the Common Council. The committee voted 4-0 to approve and refer it to council.
  • 26-0479 - Aldermanic Compensation: A committee member advised against beginning a compensation discussion at this time, citing economic conditions and the fact that an adjustment was approved not long ago, and suggested revisiting the topic closer to budget time. The committee voted 4-0 to place the item on file.
  • 26-0481 - Opening of Contract Negotiations with Manitowoc Professional Police Association: The committee moved into closed session at 5:06 p.m. under Wis. Stat. § 19.85(1)(e) for bargaining purposes, with a roll call vote of 4-0. The closed session minutes are redacted.
