Public Safety Committee Meeting - June 8, 2026
The Public Safety Committee of the City of Manitowoc met on June 8, 2026, at 5:30 PM in Council Chambers and via Zoom. Chair Reckelberg called the meeting to order. Roll call was taken: present were Reckelberg, Beeman, Anderson, and Benzinger; Cummings was excused. No public comments were received. The committee approved the consent agenda and then discussed and voted on three ordinance amendments to the Manitowoc Municipal Code (MMC) regulating through intersections, arteries of through traffic exceptions, and four-way stops. All three ordinances were passed unanimously and referred to the City Council.

- Ordinance 26-0510 – Amendment to MMC Section 10.150 (Arteries of Through Traffic–Exceptions): Alderperson Benzinger noted difficulty reading the verbiage, particularly regarding the description of "35 North 5th Street" and "Maritime Drive." Chair Reckelberg explained that he had consulted the City Attorney, who indicated the three separate ordinances (this one, 26-0509, and 26-0511) are necessary because different traffic control types (four-way stops, one-way/two-way stops) are governed by different code sections. Reckelberg also mentioned receiving an email from Greg Mangle stating that the ordinance for Section 10.150 had an error: it should read "35 North 5th Street" instead of "57 Selfie Fifth Street." The committee decided to pass the ordinance to the City Council with any necessary language or direction corrections, and to verify the correct wording with the engineers. Motion by Beeman, seconded by Benzinger, to adopt as amended and refer to Council.
- Ordinance 26-0511 – Amendment to MMC Section 10.230 (Four-Way Stop): No questions or concerns. Motion by Beeman, seconded by Anderson, to adopt as amended and refer to Council.

Okay, I see that the uh clock reached 5 30, so I will call the June 8th meeting of the public safety committee to order uh roll call. I uh everyone is here except Alder Cummings who called me and uh texted me, and so we'll mark him as excused. Public comment. Is there anybody from the public that wishes to make a comment? We're going twice. Anyone here from the public wishing to make a comment? Anybody on the uh internet on Zoom? I don't see anybody. Third call, and never understood why there was three calls for public input, other than the attorney says I think it's legal, so we'll go with that. Uh third time for public comment, none. We'll call public comment closed. We've got a consent agenda. Anyone have anything under the consent item that they wish to pull? Not hearing anything, I'll accept the motion and a second to accept the agenda as presented. So move second. Motion and second. All those in favor, aye. Aye. We've got an agenda. Item five, discussion and action items number twenty-eight. I'm sorry, not 20 26 0509. Ordinance to amend section 10.170 of the Manitowak Municipal Code regulating through intersections. Comments, concerns. Not hearing anything, I will accept a motion and a second to approve as presented. So moved. Second. Motion by Beaman. Second by who is the second? Benzinger. Gotcha. Benzinger. And because these are what they are, these will all be on the city council's non-consent agenda. Next item is 2605 10. Ordinance to amend Section 10.150 of the Manitowoc Municipal Code regulating arteries through of through traffic exceptions. That's an interesting wording on that. Anybody have any questions, comments? I need a little help with the verbiage on that. I was reading 35 North Fifth Street. And struggling through that uh beginning at north line of and then everything scratched out until Maritime Drive. And continuing north on North 50, Cleveland Avenue, except at all traffic. Well, I ran into the uh city attorney on his way out as I was on my way in and I asked about why three of them. I mean, and he said it has to do with because there's so many places in our code that if it's a four-way stop, it's the code here. If it's uh just a one-way or two-way stop, it the code is over here.
