Summary of Proceedings

Manitowoc Community Development Authority – July 15, 2026

The Community Development Authority met at 4:00 PM on Wednesday, July 15, 2026, at Manitowoc City Hall and via Zoom. The board approved routine items and a design review application, received updates on public housing and redevelopment projects, and adjourned at 4:38 PM. All votes were 5–0 in favor, with members Dunbar, Cummings, Stangel, McMeans, and Maloney present and Tienor and Bartow absent.

Call to Order, Roll Call, and Minutes

  • Chair J. Stangel called the meeting to order at 4:00 PM.
  • Roll call: Present – Dunbar, Cummings, Stangel, McMeans, Maloney. Absent – Tienor, Bartow.
  • Minutes from the May 20, 2026 meeting were approved by a 5–0 vote.

Manitowoc Public Housing Business

  • Serena Lewis presented the financial report and monthly expenditures, highlighting specific expenditures and the rationale for overspending. The financial report and expenditures were approved 5–0.
  • Lewis provided an office renovation/construction update. Structural issues caused additional expense and delayed the project timeline; work is expected to resume in August. A special state inspection will be needed due to the level of work.
  • Lewis said she has been working with other agencies on referrals and applications, based on recommendations from A. Tegen. All units are currently rented.

Downtown Redevelopment Activities

  • Design Review Application – 1114 S 10th Street: A. Tegen explained the applicant intends to convert the building from mixed use to 100% residential. This use is not allowed under current zoning but will be an approved use in the new zoning code. Tegen said staff is supportive and recommends approval.
  • Applicant Jasper Blokzyl described the planned materials, including vinyl windows and LP SmartSide siding, which somewhat replicates wood siding. The front would have a specific siding orientation, while sides and back would be horizontal. The south stairwell will likely be removed because it is falling off.
  • In response to G. Maloney’s question about unit count, Blokzyl said they initially considered a duplex but are now considering 3–4 units and are working with building inspectors. They may keep two front entrances instead of the single entrance shown in the plan. The applicant stated they are ready to start and windows take 4–6 weeks to arrive.
  • The design review application was approved 5–0. A. Tegen advised the applicant to stop by Community Development with final materials for final staff review/approval.

Other Business Updates

  • River Point District: A. Tegen reported that Finance approved the term sheet with Radue Homes for the south bank project, which includes 20 residential units and 1 commercial space. The term sheet goes to Council this month, the sale is expected to close in early September, and the project is planned to begin in the fall. More developers are interested in potential 2027 projects. The City was not awarded an EPA cleanup grant, and staff are working on how to complete infrastructure with budgeted funding.
  • 1512 Washington Street: The City can mobilize a contractor beginning July 23. The plan is to sell the housing project site to the developer in August.
  • Lakeshore Mall: A. Tegen stated the underground storage tank issue has been fixed and the DNR has signed off on cleanup. Permits for the apartments will be pulled soon, and the single-family subdivision project will go to Council in July. G. Maloney asked about EPA signoff, and discussion covered the former Powers Auto site. There was no update on available commercial sites.

Key Outcomes

  • Approved the May 20, 2026 meeting minutes, the financial report and monthly expenditures, and the 1114 S 10th Street design review application, each by 5–0 votes.
  • Received updates on public housing renovation, River Point District, 1512 Washington Street, Lakeshore Mall, and the St. Boniface demolition appeal.
  • A. Tegen noted that St. Francis of Assisi appealed the St. Boniface church and rectory demolition decision; the appeal will go to Council in August.
  • The meeting adjourned at 4:38 PM by a unanimous 5–0 vote.
