The Board of Public Works met at 4:00 PM on Wednesday, July 22, 2026, in the Common Council Chambers at 900 Quay Street, Manitowoc, WI, with Zoom access available. Six members were present (Nickels, Koski, Nycz, Norell, Swokowski, and Alfred); Beeman and Reckelberg were absent. The board reviewed bids, approved pay estimates, and adjourned.
Bids for 2026 Televising Miscellaneous Sewers II (Project #WU-26-10)
- Deputy City Clerk reported that four e-bids were received and opened online through Quest:
- Aqualis, bid bond: $31,984.70
- Green Bay Pipe & TV, LLC, bid bond: $43,270.80
- Speedy Clean Drain & Sewer, bid bond: $45,150.40
- H10 Technologies, bid bond: $143,002.67
- Council member Nycz moved, and Norell seconded, to refer the bids to the Department of Public Works for tabulation. The motion carried unanimously, 6-0.
Change Orders and Contractor’s Payroll Affidavits
- No change orders were reported.
- No contractor’s payroll affidavits were submitted.
Pay Estimates – Various Engineering/Public Works Projects
- Deputy City Clerk submitted two City Engineer’s estimates for approval and payment:
- 5th Pocket Skateparks, Inc., Manitowoc Skatepark Expansion, WS-26-15, Estimate No. 1: $57,000.00
- Fearing’s Madison AV, Council Chambers Audio/Video Upgrade, WO-26-12, Estimate No. 6: $59,518.42
- Council member Nycz moved, and Norell seconded, to approve the payments. The motion carried unanimously, 6-0.

Uh bid one from Alqualis for thirty-one thousand nine hundred eighty-four dollars and seventy cents. Bid two from Green Bay Pipe and TV LLC for four hundred thirty thousand two hundred or forty-three thousand two hundred seventy dollars and eighty cents. Speedy, clean drain, and sewer for forty-five thousand one hundred fifty dollars and forty cents, and H time what is the split H ten. H ten technologies for one hundred forty-three thousand two dollars and sixty-seven cents. Motion to refer the bids to the Department of Public Works for tabulation. Second. Motion and a second to discussion. Seeing none of those in favor. Aye. Opposed. Motion carried unanimously. Change orders. We have none. Oh pay estimates. We have two. We have pay estimate number one for um uh pay estimate number one to fifth pocket skate park for WS 2615, Manitowx Gate Park expansion in the amount of fifty-seven thousand dollars. And pay estimate number six, two fearings of Madison AB for WO2612, Council Chambers Audio Video Upgrades for $59,500 and 42 cents. Thank you. Motion to approve pay estimates. Second.
