Are you ready?

0:22

Sorry, Jenna you ready?

0:24

Okay.

0:24

All right.

0:24

Well at six o'clock.

0:25

We'll call the plan commission meeting to order at this time.

0:28

All members except Alder Schlei and Greg Jagman are in attendance.

0:32

Uh approval of minutes from September 15th.

0:35

Motion to approve minutes of August 26, 2026 with uh edits as amended.

0:41

And September 15, 2026.

0:45

Those were good.

0:46

Yeah.

0:46

Okay, guys.

0:47

Thank you.

0:47

There's a motion.

0:48

Is there a second?

0:49

Yes.

0:49

Second by Steinbrenner discussion.

0:52

Seeing none, all those in favor.

0:53

All right.

0:54

Opposed.

0:54

Motion carried unanimously.

0:55

We have one public hearing.

0:56

That is an amendment to the official map in the town of Manantwalk Rapids between Middle Road and Dutch Road.

1:00

Paul.

1:01

All right.

1:05

The wizard behind the wall.

1:19

Okay.

1:20

So the area we have the yellow and black cross at or dash line.

1:26

That would be the area of the official map amendment.

1:28

It's basically the east-west running road to the north is middle road, the east-west road to the south is Dutch Road.

1:35

This is roughly as a crow flies about a mile from the city limits.

1:39

As you drive up Alverno and then turn left or west on to middle, it's about almost two miles.

1:46

So that's the area.

1:48

The request, well, and on the top two paragraphs on your report, that's a little bit new.

1:54

Actually, I kind of did it for Brock's benefit because he's kind of new to official mapping.

1:58

So that's a little bit of a background of like the state statutes, kind of what official mapping is, why we do it, stuff like that.

2:04

So those first two paragraphs are just more background information on official mapping.

2:09

Uh the request is from Kevin and Hannah Kore, and they're requesting an amendment to the official map to re remove a plan north-south street located along their western property line.

2:19

Um the proposed removal extends from Middle Road to Dutch Road, and all other mapping official map designations in the area will remain unchanged.

2:27

The Norr is re recently purchased uh the vacant property with plans to build a home, barn, and a horse arena.

2:35

However, because of wetlands, you can kind of see them on the upper right.

2:42

There's a big orange-brown color.

2:44

That's wetlands basically centered on the property they purchased.

2:47

Because with the wetlands, the house and structures have to be kind of offset to the west.

2:52

Um so basically, and that's the high ground too that runs basically along that west property line in an official mapping.

3:01

So when they go for a permit from the the town or the county, they have to look at it and kind of pretend that that official map is there and then base the setbacks off that official map.

3:11

So therefore, with the official map, the setbacks, it just it it constricts the site.

3:16

So that's basically the driving force for this request.

3:20

Um the street site, the this area of the official map was added to the official map in 2003 as part of a citywide comprehensive uh mapping project.

3:30

It was originally envisioned as a southerly extension of freeway road connecting County Trunk Highway JJ and US 151.

3:37

However, South Union Road is just a half mile to the west, and South Union Road basically connects north of the Manitowak River and south, so you still have that north-south connectivity, and again, that's only a it's a half mile to the west.

3:52

Um we sent out public notices to four property owners affected.

3:57

Um they were Karen Schleis, who's actually in the audience, Rogene Baringer, and she's at 8203 Dutch Road, William Engelbrecht is at 8508 Dutch Road, and then of course the applicant uh Kevin Noor.

4:11

I did receive a call from Rogene Beringer this morning.

4:14

She had some questions on official mapping in general.

4:17

Um she was not opposed to removing the street or the official map from her property.

4:23

And I also talked with uh Mrs.

4:25

Schleiss this morning.

4:26

Um general questions and basically no concerns with removing the official map.

Plan Commission Meeting – September 23, 2026

The City of Manitowoc Plan Commission met on Wednesday, September 23, 2026, at 6:00 PM in Council Chambers and via Zoom. Six of eight members were present (Mayor Nickels, Koski, Hornung, Diedrich, Steinbrenner, Wetenkamp). The meeting lasted until 6:51 PM and included a public hearing on an official map amendment and a lengthy discussion on the Chapter 15 Zoning Code Rewrite. Routine items and certified survey maps were also addressed.

Consent Calendar

  • Approval of Minutes: The minutes of the August 26, 2026 and September 15, 2026 Plan Commission meetings were approved as amended. Motion carried unanimously.

Public Comments & Testimony

  • Public Hearing – Official Map Amendment (Nohr): No members of the public spoke during the hearing. Staff reported that two adjacent property owners (Rogene Berringer and Karen Elsenpeter) had previously called with general questions and stated they were not opposed to the amendment.

Discussion Items

  • PC 13-2026: Nohr – Amendment to the Official Map: Staff explained the request to remove a planned north-south street from the official map on a parcel between Middle Road and Dutch Road (Parcel # 010-029-002-001.00). The property owners, Kevin and Hannah Nohr, plan to build a residence, barn, and horse arena but face setback constraints due to a large wetland centered on the property. Removing the official map street would allow construction while connectivity is maintained via S. Union Road a half-mile to the west. The amendment was approved unanimously (6-0) and referred to the Common Council for their October 19, 2026 meeting.
  • Chapter 15 Zoning Code Rewrite (Old Business): Commissioners reviewed a draft of the new zoning code. Key discussion points included:
    • The need for an updated fee schedule to accompany the new code.
    • Clarification of procedural terminology (e.g., using “recommend amendment” rather than “approve” for Plan Commission actions as a recommending body).
    • Whether the Plan Commission or Common Council should have final authority on conditional use permits; the consultant recommended giving the commission authority for most cases, but the current draft maintains council approval for controversial uses.
    • Emergency homeless shelters and warming shelters: Existing homeless shelters (Haven and Hope House) currently house more than 12 individuals, conflicting with the draft’s 12-person limit. Staff had contacted shelter directors and will revise language to avoid negative impacts. The warming shelter is envisioned to remain at St. Paul’s temporarily.
    • Cottage housing provisions and other minor technical issues (setbacks, outside sales/display, notification distances).
    • Timeline: A Committee of the Whole meeting with the Council is set for October 19, 2026 for feedback. Staff will finalize edits by November 11, the Plan Commission will make its final recommendation at a rescheduled November 18 meeting, and the Common Council will adopt in December 2026 with effective date January 1, 2027.
  • Other Codes: Staff noted that the Chapter 21 subdivision code and a revised floodplain ordinance will also come through Plan Commission, with adoption targeted for December 2026.
  • Certified Survey Maps: Two CSMs were presented without discussion (Mark Kaderabek and Blue Badger Holdings, LLC). No action recorded.

Key Outcomes

  • Official Map Amendment (PC 13-2026): Approved unanimously (6-0) and referred to Common Council for final action on October 19, 2026.
  • Zoning Code Rewrite: No vote taken; the commission set a timeline for public engagement and final adoption by December 2026. Staff will adjust language on emergency shelters, fee schedules, and procedures based on commissioner input.
  • Meeting Adjourned: 6:51 PM on a motion by Diedrich, seconded by Wetenkamp, carried unanimously.
