2:04

I'm going to defer to Courtney.

Speaker 1

2:06

All right.

2:06

So I'll start by kind of just reiterating the information I sent over via email.

2:12

So this is our first time doing this with the new board.

2:17

Um, and per the guidelines that were drafted for this particular board, um, it kind of outline what this second meeting of the year.

2:26

I know we had a kickoff one, so really this is our third meeting of the year.

2:29

Um, but that the second meeting of the year would focus on making recommendations to the room tax commission who does oversee uh the tourism budget of what sh discretionary discretionary expenditures.

2:45

It is such a mouthful of just consonants and vowels I normally don't say um what they should could be spending that money on in the next year's budget.

2:54

So um background, this is something that we're kind of working on right now um across the board.

3:00

So standing committees, um next week, the first week of August at their regular meetings.

3:07

So I mean personnel, finance, public safety, parks and rec, one item on their budget or on their um agenda for next week, most of them meet um, is discussing with the standing committee council members um anything that should be looked at or on a particular department's budget.

3:30

Um, because right now we just got the budget memo last week, um, and we're working on crafting those, and they'll be due to the May um finance and the mayor on August 21st.

3:42

Um, so this is a practice that really everyone is doing right now.

3:45

So um this kind of takes that for our department.

3:49

Um, like I mentioned in the email, um, on average in the last few years budgets, um, we've had anywhere from like five to twelve thousand dollars, especially being a new department.

4:04

Um we wanted to be able to take opportunities that were presented to ourselves during the year.

4:14

We kind of had that amount marked for miscellaneous money.

4:17

So if, for example, a publication tail end of the year, early beginning of the year, reached out and said, Hey, we're gonna do a man at walk feature.

4:28

Do you want to, you know, do an ad to really get some extra exposure?

4:33

Um, gave us the opportunity to try a few different things each year.

4:38

Um of those things that we might have, you know, used miscellaneous money for in the past, um, according to this.

4:46

We've moved into um full on budgeting for that every year.

Unassigned speaker

4:52

Um, I think one year we might have um tried the morning blend um in Milwaukee on a whim with this, and it was super successful, and that's something that we've ended up budgeting for every year.

Speaker 1

5:04

Um this past year we used our discretionary money, I guess, um, for Bandwangle, which is our visit Manitowak passes program.

5:14

Um yeah, just a little bit of background on kind of I guess the amount we might be working with.

5:21

Um, I will say too that there are um 27 budget will look a little bit different than our 2026 budget.

Tourism Committee Meeting - October 1, 2026

The Tourism Committee met on October 1, 2026 at noon to review discretionary expenditures of room tax dollars for the 2027 budget. The meeting included discussion on revenue trends, marketing strategies, grant programs, and future needs. A quorum was present. Committee members introduced themselves to new administrator Sue Keppi.

Consent Calendar

  • Approved minutes from the previous meeting by unanimous voice vote.

Discussion Items

  • Room Tax Revenue & Budget Overview (Courtney): The room tax collection has averaged $725,000 per year, but the city budgets conservatively at $700,000. Collections are trending up in 2026, partly due to the new Hampton Inn. The department has a reserve fund of approximately $800,000–$1,000,000 from prior years. The 2027 budget will reflect changes, including lower salaries and a revamped visitor guide (two-to-three-year lifecycle, Manitowoc-centric). Future office space needs were discussed; plans for a build on green space near Shipbuilders have been developed (Abacus plans) but direction is pending. Financing options exist within the reserve.
  • Marketing and Sales Priorities: Committee members emphasized the need for more in-person sales outreach (conference/group tourism) and increasing sponsorships at events like Circle Wisconsin and NTA. The department plans to improve CRM usage and shift to more customized FAM tours after cancellations this year. Paid broadcast opportunities (e.g., Morning Blend in Milwaukee, Minneapolis co-op) have been successful. Photography and video assets are a high priority for 2027 investments.
  • Grant Programs: The Discover Manitowoc grant (budgeted at $40,000) has seen demand double the available funds. Members suggested creating a separate grant for meetings/conferences or a sustainability grant for established events. Chad Harrington and Kevin Cullen expressed support for expanding parameters to better distinguish between events that bring 'heads in beds' and those that enhance community appeal. Haley Remel suggested applying for MPI (Meeting Planners International) membership to reach planners. The committee discussed potentially increasing the grant total to $50,000.
  • Other Ideas: A hop-on hop-off trolley connecting attractions on peak days (similar to Sheboygan/Fox Cities) was raised. Waterborne tourism opportunities (e.g., cruise ships, bike cruises) were noted as long-term possibilities.

Key Outcomes

  • The committee's feedback and recommendations will be presented by staff to the Room Tax Commission for final 2027 budget approval (due August 21, 2026 to finance, with Room Tax Commission approval first Tuesday of October).
  • Staff will consider adding a meetings/conferences grant or expanding the existing grant program parameters.
  • The next committee meeting is scheduled for December 9, 2026 at noon to discuss overall goals and visioning for 2027.
  • Chad Harrington offered to assist with redesigning the grant process.
  • The meeting was adjourned by unanimous voice vote.
