Discussion Items

  • 26-0906: Tourism Department Credit Card for Marketing Manager – Request to issue a credit card with a $2,000 limit for the Marketing Manager (previously held by a Destination Sales Manager and closed when that position was eliminated). The card will be used for travel and conference expenses. Staff noted the City’s total credit card liability limit is $152,000, and each card operates within an approved budget. Motion to approve by Alderperson Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0907: Gumby's Club Fore A Cure – Late Application Fee Rescission – Request to forgive the special events late application fee for Gumby's Glow Run/Walk. Motion to approve refund by Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0908: Agreement with General Code, LLC for eCode360 Software – The City’s municipal code publishing platform will migrate to eCode360 after prior provider merged with General Code. The change will modernize the interface and improve ADA compliance, with a slight pricing adjustment. No new service. Motion to approve by Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0909: Mobile Home Park License Fee Increase – Resolution to raise the annual license fee from $75 to $100 per park, effective January 1, 2027. The increase covers rising costs and aligns with neighboring communities. There are approximately four mobile home parks; estimated additional revenue is about $100 total. Motion to approve by Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0912: Revision of Various 2027 City Clerk License Fees – A set of fee increases (including garbage hauler licenses, taxi cab licenses, and others) to reflect increased costs and bring fees in line with other municipalities. Most increases are modest (e.g., $5). Staff noted the proposed fees were used in the 2027 budget submission. Alderperson Reckelberg requested that future fee change proposals include estimated revenue impact statements. Motion to approve by Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0910: Unbudgeted CAWG Request – Storm Sewer Endwall Repair at Waldo & Fleetwood – Request for up to $15,000 to repair undermining of a storm sewer endwall. The issue was flagged by the Wisconsin DOT during bridge inspections and is considered high-risk. Mc Excavating provided the lowest estimate. Funded from savings. Motion to approve by Reckelberg, seconded by Brey. Approved unanimously.
  • 26-0911: Unbudgeted CAWG Request – Concrete Paving on N. 2nd Street – Request for up to $50,000 to pave N. 2nd Street from Reed Avenue to the north dead end. MPU is replacing water lines on the street, and this paving would cover the portion not replaced by MPU, taking advantage of the road being already torn up. The street is a cul-de-sac that typically would not rank high for future replacement. Motion to approve by Reckelberg, seconded by Brey. Approved unanimously.

Key Outcomes

  • All seven discussion and action items were approved unanimously (3-0 each). No items were removed from the consent agenda.
  • The committee adjourned at 6:35 PM on a motion by Reckelberg, seconded by Brey.
