The Finance Committee met on October 26, 2026, for an initial review of the City of Manitowoc's proposed 2027 budget. No action was taken; the meeting centered on the road improvement schedule and IT equipment replacement.
Table, or at least I think he's gonna be official. Some CSR Aurora told me yesterday or public that uh they're no longer accepting people. All right, it is six o'clock. I will call the finance committee to order. Uh roll call, the entire committee is here. Move on to public comment. Is there anybody from the public that wishes to address the finance committee this evening? Second call for public comment. I think this is our most attended finance meeting with no public comment. So I will close public comment and move on to discussion action items 26-0978 discussion and possible action on the city of Mantwalk 2027 budget. I don't anticipate any possible action tonight. Um so a move to adopt would not be an order. No, it would not be or I don't think. Um so obviously this is the first opportunity. Uh the finance has been able to see the budget. Um I know I made quite a few notes through it, but um not ready to address anything particular this evening. So I unless anybody has any questions that they want to chop at today, older Reckleberg? Yeah, I just have one question, it has to do with the uh five-year, six-year road project situation. Uh as you know, as you may or may not know, we had the uh listening session uh just the other night, and one of the items I had was the uh a budget page from this year's budget, which had to do with uh the project list and finishing up Kellner Street, it was on this year's budget for 2028. Tonight I noticed it's now on 2030. Even 2028, they were not happy with because technically in the previous year's budget to that, it was scheduled for 2027. Could you explain how how it got moved like that, considering this was a hot priority for for my district? Yep. Yeah, no, uh uh one thing was uh North 10th Street got bumped up, and that was a hot priority for that district too for many many years. Um but one of the biggest items there, we we sat down and really thoroughly, and Dan is here too, and he can help explain if needed. Really thoroughly looked at Kellner Street and the PASER rating. Uh if you recall back in the days when we were putting together the five-year plan, we talked about if we're gonna do a a street that has a PASER of you know a high PASER, we're not gonna just do that little section, we'll do the whole street if you recall that. So um Kellner between Fleetwood and Wildwood just it's a two, it's a one or two block section. That PASER rating is the worst. But the rest of Kellner, the PASER rating was very low or very positive, right? It wasn't that that section of Kellner didn't hit a PASER rating. So we put it in there because our argument was we're not gonna do a two-block section or one block section, and we're just gonna do the whole thing. Unfortunately, um, and and I'll I'll take the blame if if it is, but uh that road just isn't as a bad shape as other roads throughout the city right now. That two-block section is uh, but we could do the two block section, but then we're gonna be back, you know, talking about doing the other four blocks or five blocks or whatever it is. So that's my rationale for pushing it back. There are other streets, full streets that are in much more dire shape than Kellner, especially since that two block section is the only worst part. So we can debate that. That's why we're here, but that's my rationale behind it.
