Summary of Proceedings

Mansfield City Council Regular Meeting – October 27, 2025

The Mansfield City Council met on October 27, 2025, at 3:00 p.m. in the Council Chambers. The meeting included a proclamation, recognition of a civic academy graduating class, a presentation of planning awards, a public hearing on a zoning change, and unanimous approval of multiple resolutions. The Council recessed into executive session from 3:23 p.m. to 5:25 p.m. to discuss legal, real estate, and economic development matters, and reconvened at 5:50 p.m. for the regular business session, adjourning at 6:50 p.m.

Proclamation

  • Mayor Evans read and presented a proclamation declaring November 3–7, 2025 as Municipal Courts Week, recognizing the Mansfield Municipal Court for earning its first statewide recognition in 10 years for a traffic safety initiative and participating in 20 community events in FY 2024-2025.

Recognition

  • My Mansfield Muni-Versity Class #6 Graduation: Director of Communications and Outreach Bernadette McCranie presented the graduating class of the city’s civic academy. Since its launch in January 2021, over 110 residents have completed the program, which involves 26 hours of instruction over 12 weeks. Each graduate received a certificate and alumni mug.

Presentation

  • American Planning Association Texas Chapter 2025 Awards: Lauren Garrott, APA Texas Treasurer, presented two Planning Achievement Awards to the City of Mansfield: the Cultural Arts Master Plan (Grassroots Innovation category) and the Historic Mansfield Preservation Plan 2035 (Historic Preservation category). The Richard R. Lillie Planning Excellence Program Award was also noted. Over 75 applications were submitted statewide, with 35 awarded.

Public Comments & Testimony

  • John Sands, a student at Matthew Road Academy (6715 Calender Road), asked whether the city has plans to leverage interest from the 2026 FIFA World Cup for soccer programs or park improvements. Mayor Evans indicated that city staff would follow up, and Executive Director of Community Services Matt Young was directed to provide information.

Discussion Items

  • Special Events Update: Angela Henley reported on recent downtown events:
    • Haunt the Block: Estimated 5,500–6,000 attendees on a Thursday night in October; 59% under age 40; partnership with Mansfield Business Alliance.
    • Crawl the Block: New adults-only event sold out 100 tickets; 60% of surveyed participants discovered new local businesses.
    • Wallace-Howl Art House: Immersive haunted art experience with five local artists; over 500 attendees; final day November 1.
    • Art Truck: Enchanted Forest theme visited 29 locations in October (apartment complexes, schools, community events). Winter Wonderland installation debuts December 3.
    • Veterans Day Parade and Salute: November 8, 10 a.m.–noon, featuring four skydivers.
  • Monthly Financial Report: Available for questions; no further discussion.
  • Staybolt Street Public Infrastructure Project – Amended CMAR Contract (Item 25-1493): Council Member Bounds removed this item from the consent agenda for discussion. Executive Director of Economic Development Jason Moore explained the amended Construction Manager at Risk (CMAR) contract with Moss Construction, raising the Guaranteed Maximum Price (GMP) to $43,070,918.00. The additional scope — including a water line, street lighting, railroad crossing improvements, golf course netting, enhanced lighting standards, and landscaping — was necessitated by projects approved after the original August 2024 contract (hotels, sports district, golf course partner). Funding comes from savings on earlier phases and will be reimbursed through TIRZ #4, which captures incremental property tax revenue (75% city, with Tarrant County participating at a 50% share). Moore emphasized that growth pays for growth and that the district is expected to generate significant future revenue. Council voted unanimously to approve.
  • Zoning Change – Blazing Hospitality (ZC#25-009): Second and final reading. Public hearing continued and closed. The request re-zones 3.65 acres at 1840/1850 Cannon Dr. from PD to PD for two drive-through eating establishments, a car wash, and general commercial uses. Clayton Comstock, Executive Director of Planning and Development, presented changes from first reading: extended masonry screening wall along north/east property lines, clarified prohibited uses on the rear parcel (no auto-related, indoor recreation, or food/beverage store), and required at least one full-service restaurant on the front lot. Building materials must be at least 70% masonry, with the drive-through coffee shop requiring 90% brick/stone on the Broad Street facade. All submitted speaker cards supported the item. The ordinance (OR-2426-25) passed unanimously.
  • Animal Shelter and Service Center Expansion (Item 25-1481): Capital Project Manager Kristen Petree presented a resolution approving funding not to exceed $524,802.32 for furniture, fixtures, equipment, and installation from Workplace Solutions Inc. (Note: the transcript quotes $124,802.32, but the agenda and minutes both state $524,802.32.) The service center expansion is two months ahead of schedule, with delivery expected February 2026, and the animal shelter is expected to open June 2026. The contract includes veterinary equipment. Council voted unanimously to approve.

Consent Calendar

All consent items were approved by a 7-0 vote with a single motion:

  • 25-1472: Creation of the City’s first Cultural District in Historic Downtown Mansfield (Resolution RE-4451-25).
  • 25-1482: Authorization to use FY26 budget funds for expenditures exceeding $100,000 (RE-4452-25).
  • 25-1483: Professional services contract with Plummer Associates for the Bud Ervin Water Treatment Plant Phase V Expansion (not to exceed $3,268,890) (RE-4453-25).
  • 25-1485: Construction contract with AT&T to bury overhead utility lines at Julian Field Park (not to exceed $284,158.04) (RE-4454-25).
  • 25-1476: Approval of the October 13, 2025 regular meeting minutes.

Key Outcomes

  • Two motions from executive session passed 7-0:
    1. Authorize the City Manager and City Attorney to draft and execute documents related to a public/private partnership agreement amendment and assignment.
    2. Authorize the City Attorney to file suit to obtain a right of entry at 3078 St. Paul Road, Venus, Texas, against Shane Millhouser and any other necessary defendants.
  • All resolutions, the zoning ordinance, and meeting minutes were approved unanimously by 7-0 votes.
  • The meeting adjourned at 6:50 p.m.
