3:02

3:05

3:10

Thank you very much.

You would please come, state your name, address, and you have five minutes, ma'am.

Sayada Sayad · Speaker 2Inferred

3:22

Good afternoon, Mayor and Council.

3:23

I am Sayada Sayad, and my address is sixty-seven oh five sapphire circle North Colliville, Texas, seven six zero three four.

3:33

Today I'm here because I am one of the candidate for tenant appraisal district.

3:47

So uh it's a good opportunity to talk in the afternoon time.

3:51

Well uh I explained several times about me, and I bring time to time the update what happened at appraisal district.

4:01

Uh but today I want to talk about uh the the two hundred over votes to Trent County College in twenty twenty-four appointment election, and I'm the one who bring it to the chairman of the TAD board, Trent County College, Arlington ISD, Northwest ISD, and City of Arlington as well.

4:22

No other candidate called out the chief appraiser's error and brought it to the TAD board or the taxing entities in 2024, Tran County College got five hundred and five votes instead of three or five votes, and because of this error, ISD's combined lost hundred and eighteen votes.

4:39

Commissioner's court lost twenty-two votes, a city combined lost sixty votes.

4:44

And uh I believe Mansfield lost around uh two to three votes in last election cycle.

4:52

Uh well, it's one of the candidates, he's on the ballot.

Unassigned speaker

5:00

He knew it since June, but he was sleeping on that information along with chief appraiser.

Sayada Sayad · Speaker 2Inferred

5:04

So uh to me it's it's all up to the elected and appointed official to make their decisions, not for the private citizens to hide the information from elected officials or or or the or the board who had to make that decision.

5:20

Uh last year, when the school districts in Tair County were concerned about passing the property value study from the Comptroller Office, and because of all these concerns, the entities appointed the newly members to the TAD board to address the fear of failing the property value study.

5:36

According to the taxes property tax code, property value study is the passing of the property value study is by default the requirement of chief appraiser's performance matrix, which means if any IESD fails the computer property value study, it's automatic uh triggered the determination of employment of chief appraiser.

5:57

This requirement was the part of chief appraiser's employment contract for over 40 years to ensure that to ensure the smooth and steady property tax revenue for public education.

6:08

Uh, during the February 2025 TED board meeting, this newly appointed board actually uh eliminated a property value study requirement from the performance matrix of chief appraiser contract with the vote of 90.

6:22

And that is so obvious because uh the the board itself or the majority of the board forced chief appraiser not to appraise the property for for this year.

6:34

Uh right now, uh I believe 499 of 500 votes are just sitting on the side.

6:43

You tonight almost 100 votes uh 90 votes are going to vote, and the rest 300 votes will be voted on December 15th.

6:56

So no matter who has more numbers right now, but it could be anybody's game.

7:02

So I would like to say, please do not vote for those people who voted to change this reappraisal plan.

7:12

Uh that is more important than either me or someone else sitting on the board.

7:18

Please do not vote for someone who who did it in 2024, July of 2024, voted to do this reappraisal plan and change the uh uh the statement.

7:31

Uh please look into it and uh hopefully I'll get the vote and uh make the vote because it could be anybody's game.

7:38

Uh uh whoever has 510 votes could be sit on uh the tad board this time.

7:44

Thank you for your

8:26

And number two, if you vote to improve that today.

8:29

Incentives at any level are important uh in helping those of us who are trying to provide uh affordable homeownership.

  • Syeda Syed (6705 Sapphire Circle N, Colleyville, TX) spoke for about five minutes regarding her candidacy for the Tarrant Appraisal District Board. She highlighted errors in the 2024 Tarrant County College election vote count and urged council members not to vote for candidates who supported changing the reappraisal plan. She stated that 499 of 500 votes are sitting aside, with nearly 100 votes to be cast that night and 300 on December 15, making it "anybody's game."
  • Michelle Kennedy (9333 N Normandale Street, Fort Worth, with Trinity Habitat for Humanity) expressed support for agenda item 25-1645 (Neighborhood Empowerment Zone #2) and thanked the council for their careful consideration and partnership in providing affordable homeownership opportunities.

Discussion Items

  • Work Session – Zoning Change Request (ZC#25-002): Staff from the Planning Department presented a request by Open Studio Architecture PLLC to rezone 5.866 acres at 2445 FM 157 from C-2 Community Business District to Planned Development (PD) District. The proposed development includes 22,000 square feet of commercial space and 42 attached single-family homes (townhomes) on individually platted lots, with a density of 11.5 units per acre. Council members expressed concerns about residential use in a prime location along FM 157 (Council Member Broseh), traffic impacts on Turner Way (which is in Arlington's jurisdiction), buffer distances to existing neighborhoods (Council Member Bounds), and whether the city could regulate rental vs. for-sale status of units (Council Member Tonore, with City Attorney Flores reserving detailed legal advice for executive session). The Planning & Zoning Commission recommended approval 4-2-1 on December 1, 2025, with a condition that at least 25% of commercial have a certificate of occupancy before residential building permits are issued.
  • Work Session – Specific Use Permit for Goodwill (SUP#25-003): Staff presented a request for a SUP for a used merchandise store (Goodwill) at 989 N. Walnut Creek Drive (approximately 26,000 square feet on 5.8 acres). The store would close the existing Goodwill location adjacent to Walmart upon opening. The Planning & Zoning Commission recommended approval 6-1 on December 1st, adding conditions for enhanced lighting and security cameras. The Development Review Committee also recommended approval.
  • Work Session – Specific Use Permit for Mansfield Mission Center (SUP#25-005): Mayor Evans recused himself. Staff presented a request for a SUP for a used merchandise store at 901 W. Broad St (2.539 acres, approximately 18,000 square feet with 6,600 square feet of storefront). The Planning & Zoning Commission recommended approval 6-0-1 on December 1st. The Development Review Committee also recommended approval.
  • Consent Agenda Items Discussed: Two items were pulled for discussion:
    • Item 25-1645 (Neighborhood Empowerment Zone #2): City Attorney Flores explained this creates a second NEZ providing a 50% reduction on impact fees, permitting fees, and planning fees, similar to the successful NEZ #1. Council Member Bounds clarified that certain departments are excluded per the definition of eligible projects.
    • Item 25-1411 (Economic Incentive and Performance Agreement with Deblock Retail Partners/SCSD-Finnell): Jason Moore, Executive Director of Economic Development, explained the agreement provides reimbursement of MEDC sales tax for up to 75% of the lease term (capped at five years) if the tenant meets a destination definition (specialty grocery, destination restaurant or retail). The development includes two phases.
  • Item 25-1655 (Purchase of 620 W. Broad Street): Council Member Newsom removed this from the consent agenda. Matt Young, Executive Director of Community Services, explained the $1 million purchase price (split between park dedication funds and MPFDC cash) would expand the Man Homestead park footprint, providing parking, trail access, and space for historic structures. The property was appraised at approximately $2.45/square foot, consistent with market analysis. The purchase will use park fees and sales tax funds.

Key Outcomes

  • Executive Session Action: Following the executive session (1:49 PM – 5:09 PM), the council approved board appointments for the Mansfield Parks Facility Development Corporation: Lindsey Cadenhead as President, Mialinda Francis from Alternate to Full Director, and Bob Kowalski as Alternate Director. The motion passed 7-0.
  • Sub-Committee Minutes: Approved the November 10, 2025 Revitalization of Historic Downtown Mansfield Sub-Committee Meeting Minutes (vote 3-0, with only sub-committee members Bounds, Evans, and Tonore voting).
  • All consent agenda items were approved unanimously (7-0) including the two items discussed in the work session.
  • Item 25-1655 (Purchase of 620 W. Broad Street) was approved 7-0 after separate discussion.
  • The meeting adjourned at 5:24 PM, with a 5:30 PM tours meeting scheduled in the community room.
