Summary of Proceedings

Mansfield City Council Meeting: Budget, Water Rates, and Infrastructure Contracts - June 22, 2026

The Mansfield City Council convened on June 22, 2026, at 2:00 PM for a work session, recessed into executive session at 4:56 PM, reconvened at 6:00 PM for the regular business session, and adjourned at 7:45 PM. The work session focused on the FY '26-'27 budget, a comprehensive water rate study, and consent agenda items. The regular business session included public hearings on two major zoning changes, the award of a $17.1 million contract for East Broad Street improvements, and action on a fire logistics building and an economic development agreement.

Public Comments & Testimony

  • Raymond Barlowe (2900 Neidmar Drive): Criticized Mayor Evans for using city letterhead referencing his role as a pastor, arguing it violated the separation of church and state. He also referenced a gift card sent by the Mayor, which he characterized as a "bribe," and accused the Mayor of conspiring to prevent him from addressing the Council.
  • Eric Rozak (21 Devon Court): Expressed strong opposition to awarding the East Broad Street construction contract to The Fain Group, LLC. He argued the cost was $1.7 million higher than the lowest bidder, questioned the claimed schedule advantage of five months, and raised concerns about liquidated damages and contract terms.

Discussion Items

  • FY '26-'27 Budget Updates (Troy Lestina): Presented budget updates including personnel requests, property and sales tax projections, and the Capital Improvement Plan (CIP). Council discussed a potential increase to the Homestead Exemption but deferred a decision, requesting a Special Meeting on June 29 to further deliberate with updated data from Tarrant County and neighboring city comparisons.
  • Cost of Service Study and Proposed Rate Structure (Adam Stark, Chris Ekrut, Marie Kroeger): Presented a proposed overhaul of the city's water and wastewater rate structure to address insufficient financial performance projected for FY27. Changes include a new multi-tier residential water structure for conservation signals, per-unit charges for multifamily customers, a separate irrigation class, and a class surcharge program for high-strength wastewater users. Speaker Position: Council Member Todd Simmons expressed support for the new multi-tier structure and the principle that commercial/industrial customers driving increased costs should pay their fair share. Council requested this item be added to a future meeting agenda for formal action.
  • Executive Session: Council recessed to receive legal advice on pending litigation (Cause No. 2024-005630-2, Cause No. 348-270155-14, Armes of Hope v. City of Mansfield), discuss land acquisition for future development, deliberate on personnel matters, and conduct economic development negotiations (ED Projects #21-33 and #25-08).

Consent Calendar

  • Approved unanimously minutes from the June 8 and June 11 meetings.
  • Approved the Interlocal Agreement with the Town of Pantego for animal shelter services (RE-4560-26).
  • Approved the resolution suspending SiEnergy Gas, LLC's requested rate increase to allow time for study and negotiation (RE-4561-26).
  • Ratified the submission of the FEMA SAFER Grant application for the hiring of nine full-time firefighters (RE-4562-26).
  • Approved a Temporary Use Permit for the Lake Ridge Band Booster Carnival Fundraiser at Vernon Newsom Stadium.

Key Outcomes

  • Action Pursuant to Executive Session: Voted 6-0 to authorize the City Manager to negotiate, finalize, and execute a purchase/sale agreement for Economic Development Project #25-08.
  • Zoning Change ZC26-003 (Winkelmann & Associates / Somerset Town Crossing): Approved 6-0 on second and final reading, changing the zoning of 18.604 acres to a Planned Development for commercial uses (Ordinance OR-2437-26). The motion included staff recommendations for enhanced fuel station architecture and landscaping, a requirement for a future Separate Use Permit (SUP) for the drive-through restaurant, and a directive to explore screening HVAC units on the fuel canopy.
  • Zoning Change ZC26-004 (Bannister Engineering / Hotel & Retail): Approved 6-0 on second and final reading, changing the zoning of 6.441 acres to a Planned Development for commercial and office uses (Ordinance OR-2439-26).
  • East Broad Street Improvements Contract (26-2378): Approved 5-1 (Council Member Bounds opposing) a contract award not to exceed $17,109,019 to The Fain Group, LLC for the reconstruction of East Broad Street from Mansfield High School to North Holland Road (Resolution RE-4563-26).
  • Mansfield Fire Logistics Building Pre-Construction Services (26-2383): Item was tabled 6-0 following council concerns over the $292,425 design and pre-construction fee and a request for more detailed project information.
  • Chapter 380 Economic Development Agreement (26-2408): Approved 5-0-1 (Council Member Fresquez abstaining) an agreement capping roadway impact fees at $65,000 for Complete Cardiac and Vascular Care at 260 N. Mitchell Road within Neighborhood Empowerment Zone Number One (Resolution RE-4564-26).
