Well no, we're driving it out.

If you have expectations going to be fixed and it doesn't happen, would we have an obligation to do it if the developer doesn't do it?

The the comments that are the stipulations, I guess that I put in for the uh street improvements on the existing streets, Crestridge and Scott specifically.

Uh right now, as uh Mr.

Cummings mentioned, they those streets do are not needing to be resurfaced.

They will be in the next three, four or five years.

Um, but right now they're not.

So if it's not approved, we will get to it in that time frame.

If it is approved, by the time the development is completed, it'll be on schedule for us to resurface at that point, and therefore we'll we'll schedule it appropriately at that point.

Was there a drainage issue that was being addressed too?

There is a drainage issue on Herbert Drive, and uh Mr.

Goldstein has authorized us to use some of his ward money to remedy that situation, and we are in the process of completing that design to fix that situation.

So if this doesn't pass, that's being addressed.

Regardless of this, whether regardless of whether this passes, doesn't pass, or what whatever.

The drainage is just something that I've been I've been hearing complaints about regardless, even without the development, it's something that needs to get fixed.

So maybe it's worried about expectations, and if it didn't pass it, yeah, we'd have an unhappy neighborhood.

Yeah, I think that this one is on this one's under it was a spLOSS project because it's a in improving the side uh road safety, sidewalk safety, stuff like that.

And we hope to have that completed, started and completed some time no later than next spring, somewhere somewhere along that time frame.

That's our time frame for the drainage improvements.

Mayor, on uh 0895, the budget amendment for the police correspondent program.

Um we need that one, there's an item in front of you uh that shows that budget amendment, how that would work, where that money would go to do it, and then the one right below it, uh, which is 0900.

Uh we've got an issue that we think we may need a little bit uh different wording uh on this one, and uh that's because of the uh current uh language the way the way it's in there, it talks about going to the pay um system where it'd be 28 days, and the problem is when this gets passed, if it's either passed tonight with the waiving of the second reading or it's done at next month's meeting.

Technically, it could go into effect immediately, but it doesn't need to go into effect until January 4th.

So I'm chief was discussing that with me today.

So um I don't know if you need any definition from him on exactly what we're talking about, but I think we could do a pretty minor change to it to the language where it the section four uh in the book it says the ordinance shall become effective and it goes upon the signature without the signature of the mayor, subject to Georgia laws in 1983, page 4119.

You could probably say this ordinance shall become effective on January 4th upon the signature or without the signature of just do that, and uh then it would match up with our implementation date.

I think this is important to address it right now.

I agree that I agree it needs to be done, it's just um leave it on consent with those changes or something like that.

Uh and let everybody see uh what a great event that was.

And the next uh we've got a couple different uh ones that we want to show you uh that are dealing with openings that we've had and uh also uh different cybersecurity issues that we have, so we'll go to cybersecurity first and do that one.

We take that responsibility seriously.

That's why we're always looking to the race report, snow labs.

Yeah, then we have the the dedication that we actually did inside Rosal Street Church, uh forward to smack on the right.

And then we had another uh ribbon cutting, which was for Wildwood Park and the disc golf course.

And we're gonna show the first responders day in a little bit, so we won't do that one, but uh we do have uh some other drone footage uh that we've got so uh wanna go, I guess the first one we can go is the police training building, and that's over on Soya Road, gonna see how that's going.

As you can see, last time we saw it, they did not have any of the structure up.

Sure, we uh we plan to do a lot of tactical training in that building.

Um things that we can do indoors as opposed to outdoors.

Uh it's gonna be modular for the most part so that we can move things around.

Yeah, we're looking forward to getting into it.

We're probably also going to um study on doing our physical uh training for recruits, the testing we put them through before they're hired to make sure they can pass the state test.

The state requires it to be inside, so it would be nice if we can do it in there.

Uh it would mirror what the state does before they go to the state academies.

Um right now we're doing it at the um at the Powell Center, but it'd be better if we can move that over to our center once this is done.

We do plan on when this is completed, and there are there are some walls that I'm now on the outside of that.

But once it's completed, we do plan to have a ribbon cutting, and of course, you all will be there cutting the ribbon.

Then the uh the next phase after that of building would be complete is the um paved area that would be used for training also.

So that would be for hose lays for the fire department and other things that they do.

And then also for driving instruction and uh evasive tactics, all the rest that uh they're doing uh with the police department.

Um let's see.

Uh greenhouse, uh one our largest development that we have in the entire city.

Uh this just shows some further uh progress that they're seeing out there.

This is off of Bell's Ferry for folks who are not aware.

Well, a hundred and eighty acres now.

There is.

They they had issues with the dam, and so they um they were not filling it at this point, and but it does take a lot of the storm water that's in that area near uh Barrett Parkway uh and also the interstate, so that whole area a lot of doors to knock on in, Andre.

I bought a new scooter.

They just didn't this is the largest subdivision in Marietta's yeah, yeah, um time anyway.

I I think so.

Uh yes, sir.

The um the last uh annexation we had that was this big was back in the 1990s, and that was the area uh where Barrett Parkway and Stylesboro are, and so it was that whole area there on both sides of the road uh Barrett Parkway, and then um so this at 180 acres is is bigger than anything we've had ever since then.

Um the amount of houses, yeah.

We haven't had anything near the size of this as far as uh being all just very shy of 600 houses that are going in.

So uh they did pull some permits or they have they're in review for some permits uh to do this next phase beyond that.

So they're moving.

They do have two uh at least two structures that are up right now.

Model homes as well.

Right, yes, sir, some models that they put up, but I think an office and a model that they've got and yeah, doing that, and they've got all the entrance uh finished, so the entrance looks really good.

Um let's see what other ones we have.

Um so we've got Married at Crossing, so we can probably show that one.

This is our development uh where Harry's used to be uh on Roswell.

So you can see they're doing a lot of the infrastructure work for all the piping for the utilities.

And this is the apartment component.

Uh, but we do want to go to the departments and uh have some comments from them.

Uh I'll go ahead and highlight Chief Beam first because he had that great news today uh on the grant, which Powell received.

I think you've all seen the email, but um Danae's doing a fantastic job with Pal with seeking out grants in the past, and this year she just hit a home run.

172,000 dollars and um from the Georgia Department of Education and the Georgia Statewide After School Network.

That's an awful uh they were apparently selected out of a hundred and fifty applications for that award, and it's the best thing about it is it's renewable, so from year to year she'll be able to re-up it.

I don't know at what dollar amount, but she'll be able to renew it.

Um it's gonna help them greatly expand the services they provide, they'll be able to take care of uh help more children in the community and uh hire some extra staff to help out uh with those extra students who'll be coming on board.

So that's a great thing.

Um I'll add on to that that um next month at the city council meeting, we're going to have four of those POL students here who um or will be winning awards for designing the police department and PAL's um Christmas card holiday card for the for this year.

So we're gonna bring them up and uh present each one of them with a certificate and a gift card from the police department from PAL, and we're going to use their drawings that they drew of different holiday scenes on our car that goes out this year.

Um and we'll make sure to bring some cards for you all so you can see all the images and we'll put it up on the screen.

So kids were really excited about we had a lot of is a lot of uh different submissions, and it was tough picking the winners out of that, but but you'll see that next month.

Um other than that from the police department.

The only other thing I'll add is that uh we're still doing good with hiring.

We currently have two openings filling one of those Monday, and then we have another one lined up that'll be probably two to three weeks from now, they'll be on board.

Uh come probably January, we'll have five or six new officers to introduce to the to the city and to the council.

Uh four of them graduate from the academy in Alpharetta next Friday, and then we have another one graduating from the Academy in Fersite, the city of Fersythe in December, and we have one other that has to uh go through firearms, and he'll be ready as well.

So we'll have right hopefully six that will be uh presented to you in January.

Chief, could you talk a little bit about the new training requirements as far as the amount of weeks that uh we're having to do?

Sure.

Prior to um January of 2025, the training requirements in the state of Georgia to be a police officer, deputy sheriff, any certified peace officer in this state was basically 11 weeks.

Um as of January 2025, it became 20 weeks.

So that has doubled the amount of training, which is a good thing.

But on the flip of that, it takes us longer to get them and get them on the road and get them trained and released into solo status.

So it's it's it's a double-edged sword.

They've come out with more training, um, better skills, but at the same time, when we lose somebody, unless we hire someone who's certified, it takes us basically not quite twice as long, but it adds about 10 weeks onto the amount of time before we can put them on the road.

So we're um we're gonna do our best to in addition to hiring people that aren't certified, bring as many certified candidates in as we can that have experience elsewhere, and that will help cut that time down.

Saves us money too, right?

So that 20 hours is that initially or is that annually?

That's the initial academy is 20 weeks longer.

It's 20 weeks now, whereas it was 11 weeks.

The amount of time required per year has not changed.

Once you're hired that's just something that departments all across the state are having to adapt to.

Um, then uh Chief Milligan, any updates from the fire.

Oh, yeah, you're they're very happy to get the new schedule.

They're excited about that for sure, that would go into effect January 4th.

And uh to briefly say for anybody who happens to be in here, uh, just want to explain very quickly uh what um that's gonna do for your people.

I think the it was it was referenced a few minutes ago when we were talking about weekends, and I think the mayor said that it's gonna be great to have full weekends now.

Yeah, so just uh kind of a quick recap.

Um all we're doing is rearranging the days of working, uh all the hours still stay the same.

They work per year, nothing changes in that.

But the biggest thing is now they start to get weekends at home.

Uh so currently, if they work on a Friday, they work 24 hours, they get off Saturday morning, they go home to their family.

They might get home around 10 o'clock.

They have Saturday, Sunday, they're back to work on Monday.

With the new schedule, they'll actually be home.

Uh they will get home now on Friday mornings on some of the weekends.

It's a rotating schedule, but they'll be home Friday morning, they'll have the entire weekend and don't return back to work until Monday.

So, in essence, this is the first time in my career almost 29 years that they'll actually have weekends at home the entire weekend to be with their family.

So it's uh again just rearranging the days.

Um it's a very positive thing.

Uh very exciting for our department, and we're we're excited to get it implemented.

How's your staff on the fire department?

We currently have four openings, uh, but we're hiring.

I say we and we've got we just closed our hiring, so we had about 200 applicants for those four openings.

Uh so we're going through that process right now.

We're looking to bring them on uh right after Christmas, right around January, right when we do the schedule change.

Um, and so we're really excited to bring them on board.

Quite a few in training, but we're we're we're getting the numbers that we need.

Chief, I have one question as well.

Um, so are we the first to do this kind of schedule in Cobb County?

In Cobb, yes.

Um, there's one other apartment, Milton just went to it.

I think they started October 1st.

Um, and Banks County is also looking at implementing it, and we also got a phone call from someone else earlier in the week asking how we're doing it.

So it's gaining traction throughout the country, that's for sure.

So, yes, we are kind of in the front of it all, which I've really proud of the team for for doing.

And we'll say something about this later, but this would be the um next well, it'd be the last opportunity uh at a regular meeting that Rich would be able to make a presentation to this group.

Uh we're gonna have a celebration, which I'll talk about later during the regular meeting, uh but we'll be doing that in two weeks, and I want to definitely have everybody here for that.

But uh Rich, as you'll hear many times going forward over the next couple weeks, um, Rich has devoted over three decades to the city uh as the director uh after experience in other communities uh that were doing well, and we were very lucky to be able to pull him away from those.

So uh Rich, any updates that you have?

Sure.

Uh the next big event will be uh Dollar Job as far as events in the downtown on Thanksgiving day.

So that's a big one.

People need to be aware of that community-wide, because it does impact traffic uh across the neighborhood and all the way down and around the square.

So something to keep on your radar if we plan to travel around that morning.

Uh the next event we'll be having will be the tree lighting ceremony and arrival on December 4th.

Uh we will have the uh sweater parade kicking off across from the fire station.

Uh there is registration for that, and that has to be completed by the 21st.

So we can be Friday.

And uh pre-register for that if you're interested in getting the other uh sweater parade, they just march on under Glover Park.

Uh the events at Glover Park kick off at four o'clock.

Um, and actually with the singing groups that we have and all the other variety of things that go on, uh the parade march up there after they've begun.

Uh Sam's arrival then follows uh the IW sweater parade.

Sam will be there and meeting the children and the gazebo as they have in the past.

So it's a good night long uh and uh that will get us through the end of the year.

Um, one thing that we're super excited about, we started another management development um cohort from UGA.

And the last time we had that program, our class, which includes me and Shelby and Betina and the public works director, um, we came up with the Shamrock Shuffle, who we everyone loves and usually raises about $80,000 per pal, so we're very proud of that.

So we are challenging the new class to see what else they're gonna come up with.

Um I know the mayor loves the maintain don't gain program that we have, where we send out the healthy email reminders throughout the holiday.

Um so we'll be sending those out every week for the next eight weeks, and people who participate with the tracker can um win a prize at the very end.

So that's fun.

We uh we're starting our pension board election.

That's gonna be November 21st, which is the same day as Rich's Fun Retirement Party.

So we hope everyone's there.

Um and then lastly, our service awards is about 30 days away.

So uh this year um it's a very special service awards for us, celebrating 25 years of our city manager being here, 10 years of a lot of people um being here.

So we are rolling out the red carpet and we're going all out.

So we're asking people like the mayor and the city manager and our department heads to come in their tuxedos, and um we're gonna have a good time.

And next, uh, since we got a little bit of time, I wanted to uh kind of put them on the spot here.

Uh have Ronnie come up and just give an overview of our AI initiatives that we're in the middle of.

Uh, we're making some good progress there, and we'll is really gonna benefit the city.

Yeah, so I've talked to you a little bit about these, but we're doing quite a few exploratory programs with AI right now.

Um, some are all in, so over at the BLW and their operational network, the SCATA network.

Um, we're using some cyber defense technologies to try and proactively prevent cyber events from happening.

So try to get us away from those zero-day vulnerabilities that are a little more vulnerable on those operational networks.

People don't spend as much time looking at those kind of technologies because they're those old serial connections, but everything's changing to IP.

Um we also are working with the utility to try and help them improve call taking over at the call center.

Not improve it in terms of quality necessarily, but improve it in terms of how fast they're getting through those calls.

Uh so we're using a little bit of AI to help the call takers automatically summarize their calls, and then they can they can verify those summarizations, make sure they're correct, and that'll get them from call to call quicker.

So we're doing some of those things, and then there's some AI initiatives related of training of those employees as well.

So that project's actually being implemented now.

Um we hope to go live sometime after January with the first phase of that.

Um and then also we've got some AI initiatives in the cybersecurity area related to email.

So you guys should have seen some uh emails come out about cybersecurity training.

Um we have some tools now that are using the same type of technologies that you're seeing those bad actors use against us where they can mimic people, they can mimic uh actually voices, uh we could even do video if we needed to so that we can train our employees that just because they're getting an email that they think it's from the mayor or the city manager or council person, that they need to be careful because it may not actually be that individual.

Um I think recently everybody's seen in the news, especially um political candidates are more and more susceptible to these as they call them deep fakes.

So we just want to make sure that we're prepared uh and the employees are prepared to see those kinds of things.

Um and then finally we're looking at some operational technologies that are AI focused.

Um so we're working on a bot right now to help HR uh field the amount of questions they get related to the pension.

So a lot of employees have questions about the pension.

Uh, not necessarily their specific calculation, but how the pension is set up, how it works, what they can contribute to, uh what the city puts in on their behalf to be able to answer those questions to kind of free HR staff from from that kind of task that they do over and over again.

Um and then we're also looking at uh ways that we can help uh the citizens.

So we're gonna look at how we can ingest the municipal code for the city of Marietta, so that instead of having to scour that or do a regular search, we have a bot that can adjust that data, uh city data, and the citizens will be able to ask questions about uh Marietta code and get the correct answer.

So we're looking at things like that right now.

So those are just some of the AI projects that we have going on in IT.

So December the 8th or 9th, is that when the I think it's the 11th, I think you had it right.

Delegation meetings the 11th, which is a Thursday, which is right out the the morning after our regular our December council meeting.

But yes, sir, we could have it ready for the committees.

If you're the committees and then we used to, but I I think I think that'll work out.

I don't know if we have to have a special call to approve it, but maybe just the communication calls.

We won't get one out of ten we asked for anyway.

And on the legislative side, Bill, the FC's the FCC comment period for one of those proceedings ends next uh Monday.

And uh we've got a couple updates uh from things that are going on uh with the city and the county.

Um with Splost, uh we have had a couple more meetings staff-wise uh with all the uh cities and the county itself.

Uh we are looking at some possibilities that hopefully at least one or maybe a couple of them would take place that would actually allow uh some additional funds uh to go to each one of the governments.

Um so we're uh we're going through that.

I'm waiting to hear from the county on how those discussions go internally, but um that that could be a lot uh better for us because of the list that we've established that would allow us to take care of more of it uh than we're able to right now.

So we're we'll wait and hear on that.

Um then also we um we met with uh Ronnie and I actually met with the uh county and all the other jurisdictions uh including um the national park and uh the university that we have here uh on the radio system that we have overall, which is all the towers and the network uh that we have, and so we were looking at improvements that are gonna take place there.

Um there will be a little bit uh extra expense to the city uh because of that, um, but that's ongoing radio system improvements that they do uh every year.

So uh we we've got the draft numbers on that that we'll be paying for for this next year.

Um then also wanted to talk about something we hadn't talked about in a while, uh, and that is uh I'd mentioned a while ago, a good while ago, that we were looking at the possibility of trying to come up with a system that would allow uh residents that are driving through the downtown or near the downtown to know if there's a train on the tracks so that they do not get uh in a traffic jam as they're waiting and they can't do anything.

Uh and so there has been some good progress on that.

Uh and so uh want to thank uh Mark Rice and also Ronnie for uh working on that for us, and uh we've got it looks like a good solution uh that we're gonna be able to uh go forward with and see how that works.

Uh but that would involve um notifying folks when they're in different locations, whether they're coming up to the square up Whitlock or whether they're coming in from the Loop or Powder Springs, wherever it is, uh, or Atlanta Road, I guess, um, to let them know that there's a train on the tracks, and uh there's certain uh kind of AI-driven software that uh allows you to do that with certain sensors that you can put out, and so uh that looks like a good solution for us to be able to help the public uh as they're traveling through the downtown.

Um then I also want to say that we've uh got on the agenda tonight, which y'all uh went reviewed a few minutes ago, but uh the money that would go forward to promoting those two events that we would have this summer uh that the whole area is having this summer, and that's the 250th of the United States and the World Cup.

So uh we will be uh getting together with all of our uh local entities that are interested in both of those events, um the historical uh groups that we have on the 250th, uh, and then also on the World Cup uh bringing together a lot of the tourism entities that we have and others to uh help us with that and the welcome center and and the like.

Um so we'll be scheduling a series of events and things that will be happening uh basically from the first of the year all the way through the summer uh for both of those events, and uh we'll be coordinating with all the appropriate parties, and uh on the the World Cup will be coordinating regionally uh with uh the large committee that's been put together for the Atlanta Metro and also the Georgia uh committee on that.

So and I will say that uh Georgia also has a committee put together on the 250th also uh for the birthday of the United States, uh as well as uh nationally.

There is one that's out promoting uh different things that can be done during that time period.

So uh that will get on track shortly.

Did we mention the draw party on um December 5th at 11 a.m.?

So there's the draw party is December 5th at 11 a.m.

at Phaedo Irish pub.

Um I guess it's in Atlanta, Tom Buckethead Avenue, and that's when they're gonna draw for the World Cup to see what teams are where.

So that's when we'll find out what team we have that's gonna be here.

And that's a very good point to make because it that will determine how we market and what different groups we're trying to promote to uh because of the fans that'll be coming in for it.

Um so as was said, we've got eight different uh events that'll be happening as far as eight different matches uh that we'll have here, which will be great, and uh it'll be like having you know about eight Super Bowls.

So a lot of folks will be coming in.
