Meetings of the City Council shall be conducted in an orderly manner to ensure that the public has the full opportunity to be heard, and the deliberate process of the council is retained at all times.

The sergeant at arms has meeting agendas available up front, as well as comment request cards for members of the public wishing to be heard on a specific item.

All those wishing to speak on an item must turn in their comment card to the sergeant at arms before the item is called.

If you are not here to speak on a specific item, you can note your request to give general comment at the end of the meeting.

As chair, I will only recognize citizens that properly register to speak by submitting a completed comment card to the sergeant at arms.

Members of the audience and persons addressing the council will not be permitted to engage in gossip, make defamatory, personal, slanderous or profane comments, or use vulgar language.

Whereas upon occasion, the city council approves the naming of specified public roads to honor those who have served and enriched this community.

And Commodore Primus Senior is a remarkable example of a dedicated educator, community leader, and advocate who is deserving of this city's recognition and gratitude.

He started in education back in 1963 and has been a principal since 1970.

Isn't that right?

And you just retired when, Mr.

Primus?

12 years ago.

So that's how long that he has been serving the students and the children, the youth of Memphis City School, Shelby County.

Mr.

Primus is also a proud member of Omega Sci-Fi, as we can see back here in the back who have come to support him.

And we also have Mrs.

Emma Primus, his beautiful wife who has been by his side through it all.

Mr.

Primus is a gift to this city.

Throughout his career, he's implemented pioneering in initiatives that reshaped our public school system.

He introduced groundbreak breaking parental involvement programs at he also was the principal at Robert R.

Church Elementary, and that's exactly where this street his street placard will stand, is in front of the Robert Church Elementary, where he introduced peer mediation, conflict resolution, and resources for parents alongside upcoming initiatives like chess, math, dance clubs, and the family math and science workshop to support parents with homework.

These efforts not only foster self-esteem and help students discover their hidden talents, Mr.

Primus's legacy is one of transformative leadership, unwavering dedication to youth, and a deep belief in the power of education to uplift communities and change lives.

His impact continues to resonate throughout Memphis and beyond.

Now, therefore, be it resolved by the City Council of Memphis, Tennessee, that congratulations and a heartfelt appreciation are extended to Mr.

Commodore Primus Sr.

for his many contributions to education and civic life, and that Mill Branch Road between East Rains Road and David Drive shall be designated and always remembered as Mr.

Commodore C.

Primus Senior Way.

I am really at a loss for words at this particular point because what I did during the course of my um years working with the children was to just sip to try to provide an atmosphere where children could learn, teachers could teach, and I would be remiss if I didn't give credit to those who supported me during that time.

It was simply a labor of love.

But I just thank you for this uh reclamation now.

This this uh proclamation and the street naming, I am totally at a loss for words, so all I can say at this point is thank you, thank you, thank you.

Item number two is a resolution honoring the life and ministry of Bishop Jerry L.

Ivory Sr.

Um, I appreciate the opportunity to recognize uh one of my patients and a person I think has been incredibly uh influential on Memphis and our planet.

Whereas on occasion, the Memphis City Council seeks to sees fit to memorialize those whose lives leave a legacy of commitment to their fellow citizens.

Bishop Jerry L.

Ivory Sr.

is one such Memphian.

And whereas Jerry L.

Ivory was born on July 23rd, 1954 as the fourth of 11 children to Joseph Lee Ivory Sr.

and Ruby Miller.

A stroke suffered as an infant, left him with eye and speech problems.

At two years old, he fell down a flight of stairs, and doctors believed his injuries to be fatal.

His mother and father, however, who were elder members of Temple Church of God in Christ, believed God for his healing.

And whereas Jerry Ivory not only survived but flourished, overcoming his speech impediment and graduating from Southside High School and Memphis State University with master's and doctorate level degrees.

And whereas baptized as a teenager at Pentecostal Evangelistic Church of God in Christ, Jerry Ivory felt a call to preach at the age of 16.

However, believing that education and training were critically important to ministerial success, he waited until the age of 30 to formally accept his call.

After becoming an elder in the Church of God in Christ, COJIC, he accepted his first pastoral assignment at Trinity Kojick.

And whereas after faithfully serving at Trinity, Pastor Ivory was assigned to Word of Life Cogic in the Walter Simmons Housing Project, reflecting both the confidence of his superiors and his commitment to the communities in need.

He also served terms as secretary for the Tennessee Fifth Jurisdiction, the Tennessee Eastern First Jurisdiction, and the Philippines jurisdiction.

And whereas in 2007, Jerry Ivory Sr.

was appointed to serve as director of missions for Kenya, East Africa.

He traveled to the country more than 50 times.

And in 2014, became the jurisdictional prelate for the Kenya East Africa first jurisdiction.

In this role, he supported the founding of multiple schools, played a key role in the development of the area's first KOJ Hospital, and established several orphanages, one of which was recognized by local government authorities and featured on Nairobi television as a model institution.

And whereas locally, Bishop Ivory founded and served as the executive director of the Urban Family Ministry CDC, a faith-based state licensed drug and alcohol treatment program that was recognized by the state of Tennessee as a model.

He served various roles in numerous professional settings and augmenting that experience by serving on boards of various nonprofit organizations.

And whereas Bishop Zebry in his pastorate at Word of Life, renamed World Redeemers Outreach Church in 2006, has implemented ministries including a soup kitchen, walk-up snack pack program, food pantry, community garden, sheltering services for homeless, and whereas Bishop Ivory completed his earthly assignment on December 12th, 2025.

In addition to his legacy of service, he leaves the cherished memory besides his devoted church and jurisdictional family to his wife, Lady Valerie D.

Rogers Ivory, six children, two grandchildren, and ten siblings.

Now, therefore, be it resolved that the Memphis City Council offers its sincere condolences to the family of Bishop Ivory and be it further resolved that though ink and parchment are most inadequate to commemorate such a life of devotion.

We nonetheless do inscribe these words with honor and respect as we remember Bishop Jerry L.

Ivory Sr.

And commend his example to all citizens of this city and which he served so faithfully.

And uh I'm speaking on something concerning uh house my house being robbed in uh October of this year, and um, and the officers come and they didn't want to take a police report on the burglary.

I just see that my door was wide open, and a window was broken, and uh, and uh I've I've been it was October and uh haven't been an arrest and my neighbors nope told me who did it, and what I had to do was I had to hide from the police that I call for the burglary because when they came there they had their body cams off, you know, there wasn't blanking green, so I hit the row and a half from them because they were saying things like Willie, you broken your own house, or you know, uh plan of game, so I had to wait until Monday to recall the police and tell them what happened that that Saturday to tell no appreciate no one, but like I said, this was in October, and there's no arrest.

The burglar had broke the wonder and had blood on my remote control on my TV.

And like and there's not having been arrest.

I've uh talked to someone in Mrs.

Davis' office uh Monday, but I haven't got a response from them.

But like I said that they're like dragging uh not doing uh what I'm expecting uh experienced law enforcement and officers should be doing.

We're gonna have someone to reach out from MPD.

And it's this we are trying to make sure that nobody puts a prison or a correctional facility in a location without it going before the land use control board and coming before the city council so the public can have input.

So I know in particular, Councilwoman Easter Thomas was concerned about it happening in her district, and she wanted to be able to have a check on that power.

I have also heard in my district concerns about it coming to Shelby Farms, and I that's the reason I've co-sponsored it.

We want to be able to have input.

We want the public to be able to have input before something like that happens.

So it's really that straightforward.

I want to bring attention to Memphis Housing Authority and the things that's going on in Memphis Housing Authority.

I have questions concerning it and around it for the citizens and the constituents of Memphis and Shelby County.

It has not been the same for the last five years.

Last year, coming into this year, we lost a very important person at Memphis Housing Authority that has been there for 25 plus years, that took care of the constituents, and we know that it's not going to be the same.

The Section 8 department is ran by a third-party company that's not out of Memphis, and I'm very concerned about it.

And I would love to talk to anybody or any one of you guys that is interested in knowing about it.

Um I first want to like to thank the council people, men and women who go above and beyond their call of duty and their job.

But I'm here to address and redress the accountability.

Give me a second, excuse me.

City council members, mayor, and the members of the public.

I'm here today to address who is responsible for the outcomes following the Department of Justice report and why this community is still waiting accountability.

The DOJ findings were not abstract.

They were grounded in community testimony, lived experiences, and documented harm.

Yet key DOJ recommendations that came directly from the community were denied by the mayor.

Instead, the public was stowed, and undefined independent agency would be chosen without public updates, timelines, or accountability measures, even though this council controls the funding oversight and implementation.

Before reform can move forward, there must be acknowledgement of wrongdoing.

The city owes this community a public apology, not as a symbolism, but as a responsibility and accountability.

Without acknowledgement, there is no trust.

And without trust, there is no reform.

Last week I met with the mayor's team seeking redress.

That meeting was noticed.

I now expect a documented response, a formal investigation, public timelines, and a clear accountability.

Until wrongdoing is acknowledged, apologies are made, and reforms are enforced with deadlines.

This community will continue to pay the price, and I'll be bringing all that smoke.

I am here today because I am very, very tired.

And listening to that young man that spoke uh in the beginning about this Memphis police department is basically run and rogue at this point.

I've done everything I could possibly do.

I'm not in a good head space right now due to the fact that I have to bury an 18-year-old baby that I held in my arms when he came from the hospital.

I just recorded a lieutenant in internal affairs who admitted that they're monitoring my Facebook page, violation of the consent decree.

Had to keep my grandson out of school for a full week because I was fearing for his safety because another police lieutenant in internal affairs disclosed personal information of a protected minor.

And he thought it was funny, and I don't think it's funny because I take my safety and my children's safety very, very seriously in this city.

I've once sued the Memphis Sherbay County School Board for the safety of my children that I have in the school district.

Now, if I have to sue the city, I will.

And on behalf of the people, they have asked me.

We're going to draft the letter, and we need to ask for the resignation of Police Chief CJ Davis.
