Uh, Councilmember Heredia and Councilmember Taylor are participating by Zoom.

Other than that, all other council members are present.

Uh tonight we'll begin with an invocation by Pastor Ann Leiter from the Velda Rose United Methodist Church, and then followed by a pledge of allegiance by Xander Rogers of Boy Scout Troop 54.

I now am the pastor at St.

Matthew United Methodist Church, which is also in Mesa.

So thank you for inviting me.

Let us all be in an attitude of prayer.

Creator of all.

As we gather in this chamber, may we pause for a moment of intention.

We come from many paths and faiths, each carrying hopes for our families, our streets, and our shared future.

Let us hold those differences with respect and let them strengthen rather than divide us.

Grant us the clarity to see one another's needs, the courage to speak truth with kindness, and the patience to listen before deciding.

May all deliberations be guided by fairness to protect the vulnerable, to ensure opportunity for all, and to restore dignity where it has been lost.

Help us balance practical stewardship of public resources with a bold commitment to justice, knowing that safety, prosperity, and belonging rise together.

Give wisdom to our leaders, diligence to our staff, and a cooperative spirit to everyone who serves this city.

Item 3A, Act on Liquidal License Application for 309 Sports Lounge 2050 West Guadalupe Road.

Item 3B, Acting Liquor License Application for AW Smoke Shop, 1232 East Southern Avenue.

Item 4A, approving three-year term contract with two-year renewal options for pavement marking materials and traffic paint for the Transportation Department.

Item 4B, approving contract to purchase variable frequency drivers for the Water Resources Department.

Item 4C, approving three-year term contract with two-year renewal options for emergency and non-emergency generator rental services for the Water Resources Department, Facilities Management, and Department of Innovation and Technology.

Item 4D, approving three-year term contract with two-year renewal options for generator purchases and installation services for facilities management and the Department of Innovation and Technology.

Item 4E, approving one year use of cooperative term contract with two one-year renewal options, the purchase of a statewide fire incident management system for the Mesa Fire and Medical Department.

This is funded by a grant reimbursement.

Item 5A, approving resolution to submit the City of Mesa Annual Action Plan for Fiscal Year 2026-2027 to receive HUD and Human Services Funds.

Item 5B, approving a substantial amendment to the fiscal year 2021-2022, home American Rescue Allocation Plan, and submitting it to HUD.

Item 5C, approving a resolution to enter into a right-of-way occupancy license with Bureau Fiber Networks.

Item 6A, introduction of ordinance, amending chapter 31 of Title I of the Mesa City Code pertaining to the authority and duties of the city auditor.

Item 6b, introduction of ordinance for zoning case 25-256 for property located east of the northeast corner of Southern Avenue and Signal Butte Road.

Major site plan modification and amending conditions of approval for ordinance number 3884 for development of a minor vehicle service and repair facility.

Item 6C, introduction of ordinance for zoning case 26-81 for property north of the northwest corner of Ellsworth and Elliott Roads.

Major site plan modification and amending conditions of approval for ordinance 5855 to allow a minor auto repair development.

And item 7A, approving ordinance for zoning case 25-917 for property located west of the southwest corner of Wrecker Road and Longboat Parkway.

This is for rezoned with planned area development overlay, bonus intensity zone overlay, and so a plan review to allow for development of a hotel and future commercial development.

Mayor and Council members, these are the items on the consent agenda.

Next we'll move over to item 10 from citizens present.

As you know, we allowed three speakers three minutes to speak.

And because the topics that are raised by the speakers are not on our agenda.

State law generally prevents counsel from responding to the speaker.

Our first speaker tonight we have is uh Mr.

Reggie Braun.

Reggie, you have three minutes.

David's in here.

Dogs are amazing animals.

Some of our best friends.

They're better than most humans.

I love dogs.

I have brass get dogs, a trained Dutch Shepherds.

Also, as a worker data analyst that worked for an organization that deals with human crisis, I required to also take courses in abuse, any kind of abuse and neglect.

This Saturday, May 2nd, around 1300, I saw a adoption event for which dogs were under inadequate shade and water, about 14 animals there.

They were puppies.

Um it was 92 to 94 degrees.

Um the people there uh claimed to be associated with Pet Smart and that they were part of Phoenix Rising organization.

It was obvious that the puppies were in their own urine and puke.

They were breathing heavily and in distress.

I report I tried, couldn't reach animal control because they were off of the weekend.

I couldn't reach anybody else, so I called Mesa PD.

I spoke with the officer on scene.

I spoke to two young officers who came.

They uh told me that they were fine, that they were uh they had water, they had shade, and that they were there for an adoption event.

I insisted that this was not the case.

I brought I asked for a supervisor to come on scene.

Supervisor came on scene.

Also, the other guys, um, they anecdotally said this.

They didn't actually look at the animals.

They said this because another officer was on scene who I spoke with.

Supervisor arrived on scene.

He also said they were fine.

He did not review them, he did not supervise them.

I asked for a SME, our subject matter expert, such as a canine unit.

They were told that this is not something that they do.

I was told that this is again an official adoption.

At this point, I was asked for my ID.

I was asked if I had weapons and the reason why I was there.

At this point, I hadn't actually done what I was doing, which was there for a demonstration for Philippine and Martial Arts.

It's uh one of the biggest things, Lapulapu, he defeated Magellan, and we fought side by side with American GIs with knife and stick.

At that time, then uh I asked them to file the report.

This could be aggravated if it was a situation.

The uh they left the scene.

Later on, then uh uh there was a call from me to that someone was being unsafe during my demonstration.

Um officers, bigger and bigger came.

It was obvious that I'd been called.

Now, after that, a few hours later, social media, people who I am associated with, because I do dog rescue said was there an incident at the park.

Someone has posted that you were beating dogs with sticks.

At that time, this was done by Puppy Love Rescue, for which I wasn't aware that this was the organization that was pretending to be Phoenix Rising.

Actually, they filed it's Phoenix Rising.

They're under charges for animal cruelty.

Dogs with power virus living in filth were dying on their things.

They were charged last year in June 26, 2025.

This is happening now in Mesa.

This other things were in Phoenix and Cave Creek.

They're operating out of a thrift store in Cave Creek.

I asked that this not happen in Mesa, that we protect our dogs, we prosecute these people.

Before we close uh tonight's council meeting, I have another proclamation that I would like to read.

And I want to recognize uh Mr.

David Rousseau, who is uh past president of Salt River Project.

David, you want to come forward, please?

Thank you for being here this evening.

I'm gonna read a little bit about David, and then I've asked him to say a few words.

David's a fourth generation Arizona whose family legacy reaches back to the building of Roosevelt Dam, a project that helped make modern Arizona possible.

Prior to Salt River Project, David was the founding partner of Russo Farming Company, one of the largest vertical, vertically integrated agricultural enterprises in central Arizona, producing more than 20 commodities over 10,000 acres.

For more than 36 years, David has served the community through leadership at Salt River Project, including two decades as president and vice president.

His leadership has ensured that cities like Mesa continue to have a reliable water and affordable power.

David's impact goes far beyond utilities.

He has shared his time and leadership with organizations such as the Banner Health Foundation, Phoenix Art Museum, the Nature Conservancy, the Greater Phoenix Economic Council, and helping strengthen Arizona's economy and culture and environment.

His dedication to regional success has helped position the valley for major moments on the national state, including hosting the Super Bowl, and has supported economic opportunities that benefit Mesa and the communities across the region.

Most importantly, David's career reflects a deep commitment to service, stewardship, and collaboration, ensuring that the resources we rely on today will be there for future generations.

On behalf of the city of Mesa, it is an honor to recognize David Russo's remarkable contributions and thank him for decades of leadership that have helped shape the valley we know today.

It is now my privilege to prevent this proclamation, declaring David Russo Day in the city of Mesa.

Just give him a round of applause.

If you'd like to share some words with well, despite all of that, I failed in my first three attempts at finding where you all were meeting tonight.

So uh it doesn't speak well to my navigation.

But no, mayor, thank you.

Council members appreciate your leadership and public service.

And and uh Mark and I have had uh a number of uh collaborations over time on how Salt River Project we like to think that we play a positive role in the communities that we serve, and and I think Mesa is living proof of the fact that it's hopefully a uh mutual um mutually positive situation.

So again, thank you for the the uh uh acknowledgement of me getting old and uh and uh but again very very uh very much appreciated.
