Well, everyone, welcome to the Mesa City Council study session for November 17th, 2025.

We'd like to welcome Miss Taylor as our newest council member in District 2.

Councilmember Hurry is unable to attend as excused from this meeting.

Otherwise, all other council members are present.

Item one is to review the agenda for tonight's council meeting.

I know we went over this agenda previously, but are there any additional questions on tonight's agenda?

And I'd like to turn a moment over to our city manager.

Great.

Mayor council, we would like to uh for council if uh to take action to continue to a time indefinite item 4C, which is the uh furniture purchase.

Uh we would like further time just to evaluate that, look at different options and uh get back to council in the future uh with that.

So if uh if if council's so amenable, then uh Mr.

Christopher could read into the record that it would it's continued to a date uh uncertain.

All right, I'll need consensus from the council.

But Mr.

Smith, did you want to add something?

No, no, no, it's perfect.

Okay, Mr.

Adams is stuff.

I don't want to put anybody on the spot, so if I hear nothing otherwise, then I'll just say move forward with that, Mr.

And Mayor, uh Mr.

Smith also wanted to clarify an item as well, too.

Yeah, Mayor and Council, it's item six A, it's the capacity fee.

We we made just a few clarifying uh changes.

Uh and and just you know, the the version that's in legislator has these changes, the clarifications.

It's I think it's six words exactly.

And the the clarification is to do this.

It's to just to say that if you have an existing meter and we replace that meter, whether it's because you asked for one or we we think you need a new meter, there's no fee.

There's not a charge for just replacing like for like meter um size.

And if you if you place a meter with a larger meter, you only get charged that delta between the prior meter size and then the bigger.

And that's was always the intent, and there was already language, but we added some additional language just to further clarify that um because we had had some questions about that.

So we thought it was appropriate to just add some additional language to that.

It ended up being, I think, six words.

Uh any discussion on the utility rates.

Council members, do you have anything you wish to share?

Yes, I'd like to share the um Boeing celebration that I think uh Mayor, you and I and Scott Butler attended.

Um Boeing has celebrated 50 years of manufacturing the Apache helicopter in the city of Mesa.

That was a important milestone and uh great celebration.

The governor was there.

Um, Congressman Stanton and Biggs were there, and so um we I certainly appreciate their presence in my district and and the city.

They provide a lot of jobs, great jobs for the city of Mesa, and um they do great work and they're good community partners.

So that was uh an exciting celebration, and we appreciated celebrating them.

I know there were several several hundred employees there, maybe a thousand.

There were quite a few.

Who all built the Apache?

That was quite an honor for them.

Anyone else?

Um yeah, I just wanted to mention an event that I went to this morning called uh light the world giving machines.

And I it's the first time I've attended this.

I don't know if you've attended before, but I was just very impressed with having these kiosks, these uh like a vending machine where you can give to an assortment of charities.

And two of the Mesa charities um were our part of that program for this year, and that is Positic Cristo and Positive Paths.

Now these giving machines are in a hundred and cities, 107 cities across 13 countries.

And um since switched on, nearly 50 million has been donated to children, teens, and adults across the globe.

Um so I think it's just a very powerful event, especially in today's world when it seems like it's harder and harder to make ends meet, and a lot of people even around the world are are you know disadvantaged, and I was very impressed.

It was down in Gilbert.

Um, but we had good representation for a Mesa, and we appreciate them, including uh two out of the seven charities are in Mesa.

Uh I've been trying to lobby that to come to Mesa.

Yeah, we have to do that.

And so we need to have that during that, especially during the Easter pageant.

That'd be great to have it here.

Vice Mayor.

So over the course of the weekend, I want to extend uh my appreciation to some of your staff.

Eric Payton on the fire department, Larry Snyder from Development Services.

Uh this weekend there was a house fire in our neighborhood.

Uh they had a number of aquariums in the house, and they had to get the power turned back on.

Good luck doing that on a weekend.

Uh but staff came out, made the arrangements to get the power back on, contacted SRP, and save the vast majority of the fish that they had there.

So please extend my appreciation for the work that they they did on a weekend.

That was fantastic.

Uh with that, uh tomorrow is the 17th annual Turkey Tuesday, I believe.

And uh, do we have a photo scheduled, the photo time?

Well, Mayor, I believe I'm going to double check it's 8 15, 8 15 a.m.

if council is available to make it tomorrow morning um for a photo to celebrate uh Turkey Tuesday, and so always a great great event here at the city, and we do a lot uh with our local food bank on on that to help families out during during the holidays.

Uh then um we do not have study session this Thursday um because of the National League of Cities conference, and so it's day sessions canceled this Thursday and then also canceled next Thursday because of Thanksgiving.

So you you get a couple weeks break from um study session.

So we'll uh convene back again on Monday, December 1st.

Just to note though, the agenda um for the this for the December 1st council meeting will post to council tomorrow.

So it will be available tomorrow.

Then we have that long gap, including over the holidays, until we actually convene on the first, and that would be our first opportunity back here at study session beforehand uh to have a uh a formal discussion about that.

But of course, staff stands ready to answer any questions as you start going over the agenda as as you have questions, anything that comes up, don't hesitate to let us know, and we can try to brief you uh prior to December 1st.

But that's the next opportunity for us all to be back together.
