Technical Review Meeting – July 1, 2025
The Mesquite Technical Review Committee met on Tuesday, July 1, 2025, at 2:30 PM in the Council Chambers at City Hall. The meeting adjourned at 2:37 PM, lasting approximately seven minutes. Introduction of Bill B25-005 (Palm Cove PUD Design Standards)

Tentative Map TM-25-004 (Golden Valley)
A public hearing was held for a proposal to subdivide 95.48 acres into 361 lots in the Single Family Zone within Anthem at Mesquite PUD.
- Public testimony: John Shippard, representing Pulte Homes, stated that his company does not approve of the project. He argued that the proposed lot count exceeds the number permitted under the current development agreement and raised concerns about grading impacts on Pulte's remaining property.
- Staff comment: Simon (city staff) noted that the applicant had removed green open space corridors along the eastern boundary. He initially recommended approval but now recommends tabling the item because the applicant has not obtained an approval letter from Pulte Properties and because additional buffers along the cliff area are needed for safety.

It's 2 30 p.m. Um, we are gonna go ahead and open up with our opening public comment. You have three minutes. Okay, seeing no public comment, we're gonna move on to the consent agenda. 2.1 consideration and approval of the Tuesday, April 1st, 2025 budget work session meeting minutes. The Tuesday, June 17th, 2025 technical review meeting minutes. The Tuesday, May 13th, 2025 regular city council meeting minutes, the Tuesday, May 27, 2025 regular city council meeting minutes, and the Tuesday, July 8th, 2025 regular city council meeting agenda. 2.2 consideration of approval of a notification of budget transfers, B notification of budget amendments, C notification of bills paid, D purchase orders. 2.3 consideration of approval of resolution R25-002 and interlocal agreement with Regional Flood Control District CCRF C D for the maintenance of mesquite flood control facilities for fiscal year 2526. 2.4 consideration of approval of resolution R25-023, adopting supplemental number five to interlocal agreement, MES 04A15 for the Virgin River flood wall between the City of Musquite and the Clark County Regional Flood Control District Control District. 2.5 consideration for approval of the deed of dedication for public drainage facility pulse for wash. John Shippard with uh Pulti Homes. Would just like to comment and make for the record that we're not in approval of the project. Uh currently their development agreement allows for uh certain number of lots in this uh this uh proposal exceeds that that's in the development agreement. Um there's some questions and concerns on grading and those things that are rest of our property boundaries up to there. So thank you. Thank you. Yeah, go ahead. John. One of the nice things about Sun City is the open spaces. Why are they trying to take them out of this? Is it just greed just to get more lots in there? We haven't had any conversations with them. And um we're waiting for that, so I don't know. Maybe Simon or or staff may have some input on that, but I can't answer that. Um yeah, what I heard from the Bezer home was uh they have been talking with the party and they're gonna get uh approval letter from them. But uh yesterday I learned uh that John uh told me that they haven't heard anything about it. So that was a shock. Um but uh what when you look at the uh subdivision map, uh they removed uh those uh um green uh open space corridors toward that it that is uh supposed to be existing on the eastern boundary line. Uh so I'm actually in the middle of uh negotiating with them uh since they removed and added more uh properties uh so they can probably set back and leave those uh cliff area uh to read the buffer uh so that everything can be safe.
