Um 3.1 discussion on mesquite first Friday Family Art Walk update.

Um, first we'll go for public comment.

And then we'll go for discussion from Judy.

Where are we at?

We are making progress on the first Friday family art walk.

Uh we've had several sponsors who have agreed to sponsor, but we have yet to get their checks in, and that's going to help pay for the flags and some of the signage that we have to have.

The uh parks recreation department is very, very helpful with helping with uh a lot of the printing that we have to do, and also putting together a lot of the artwork that we have to do.

And we've have vendor forms going out on social media, pretty much.

And uh Mitzi has put together one that is um accessible via the uh Virgin Valley Theater website with a QR code to actually make payments through them and not having to walk in the forms to the say the art gallery, like the art gallery has to do.

So, which is really a big help, I think.

And um the parks recreation department is getting they are in the process, let me put it that way, of um cleaning up the Jimmy Hughes Center.

There are several areas that were needing to be tidied up, let me put it that way.

So, and they're in the process of doing that.

So, and that's pretty much all I have right now.

So Mitsi, do you have um people coming to you to want to set up tables at your um at the Jimmy Hughes?

Yes, I currently have about seven nonprofits so far, and then I have the names that Judy sent me that I need to send out our QR code packet to vendors, but I will do that after our meeting that we will have at 12 o'clock today with the with our committee.

Um the city has offered, I I guess they refer to it as suite one, where they have their tables and chairs and and where voting takes place, and they've offered to help us set up tables and chairs for in our eating area.

Uh and the I just can't say enough about about Haido and Randy and the cooperation that you know.

I ask them something, and and it's just you know, they're so supportive.

So we appreciate that.

Now I'm hoping that uh all of the improvements will work on time, it seems, and I'm not I'm not gonna say that, never mind.

Um but anyway, I we need to keep getting updates on on the work um progress reports to make sure that we meet our date, you know, of the things that we need for the improvement of the patio.

Uh one thing I th I I'll share with you is that uh Jean Watkins has named her her side the plaza where the where the papers are.

That's the the plaza the plaza.

Our end she has named the patio.

So we're going to run a contest that on that first Friday and advertise a name for our patio and uh give a gift certificate gift certificate or something for you know, we'll put out the top 10 uh names and have the city vote and you know the public vote, and I thought that that would be fun.

So right now it's the generic patio, and um Jean has a name for hers, the uh something women's suffrage or something like that.

Yeah, it's it's very beautiful, it's very nice, but I thought how clever, yeah.

How clever and how warm.

Interesting.

That's one little extra little twist.

So I think that we really need to do our best to have this big push on this opening October 3rd, because that's what I really believe that's what's going to make it and bring the interest.

Um, I do have a question on that, like the nonprofits.

Do they um pay the fee to the city also?

The not do the nonprofits pay that same fee to non-profit.

But I'll supply, I'll supply a you know, everybody that's there, you know.

So and then we want to make sure that we at the both information booths uh that the show girls are going to run, that we have the maps to give to the people so that they know the trails and what where to walk.

Um, because I know that you had some of that nonprofit we did up at Sun City.

Yeah, and that's that's a Morph question.

We're gonna have to get with Morph to talk about where we're at with the maps.

Uh Morph has 2500 of impact money in its account.

Well, um, now these can be really simple little maps to give the people an idea that you know, may not be the map that you're thinking about, but we need a map of what's of the the art.

I mean, this is the whole thing.

We're we are promoting this family art walk.

Right.

So we got to come up with you know that direction.

And the art walk doesn't only include just our trails around town, yes, it includes to where our statues are and our art, but the art walk is throughout the whole thing because we're using art as performing arts, live entertainment, uh the the visual art, visual arts, um, education, educational booths, uh public information booths, you know, all of this is literary art, you know.

And um, so this we want this walk to be with the families, you know, really emphasized.

That's what makes us different, I think, from a first Friday in other cities.

So what map are we talking about?

You you're gonna have a map just of um the the area, or we're gonna use our mesquite map.

That that's up to you guys.

I think what's gonna best the mesquite map has the buildings on it, the historical buildings, the historical district, and the art.

And I think that would be a good one to have.

Yeah, let's um let's we'll but just some yeah, just um.

So that's a that's a takeaway for Morph.

Yeah.

I think there's at least three of us here who are more.

We'll we'll take that away.

Okay, and then we'll give some to both and the information booths.

And uh and then I thought that I would I'll have it displayed for us on a on a sandwich board when the vendors come, they can see what where to go set up.

But I'll probably I think we should make one for the information booths as well, so that the public can look at it and say, Oh, I want to walk down there and see that booth, or I want to see that, you know.

You know, do like a larger scale one so they can walk up to it and look at it.

And then just a smaller one to hand out and they can get idea of what's going on.

Um Julie, at one time, um Nick had an app on our phones where we could see where all certain things were in the city.

Is there a possibility of maybe getting that map included into the app that um that he had on places to go and things to see in mesquite?

Could probably be done with a QR code and not print anything out, just have a QR.

That would place bump them over to that site, right?

Oh I'm fine there I'll I'll go there and stay there.

Okay and then be on the table because the Steam Center you're you're going to have things for uh children the steam center is going to have something I believe at the um college right so um yeah so anyway all of that plan oh so so there'll be something for us yes yes there will be okay and I assume that us will be making our rounds right and checking on what you know what I would suggest I would suggest that the group break make a schedule that if you want to be there for a half hour or you know or you know break up the time because everybody will want to walk around and see what's going on you know beta test it and uh but uh anyway that's that's what I suggest is that for the people on your committee you know schedule it schedule it so okay everybody yeah so when we get down to commissioners comments and reports at that point let's um yeah from now until then to think about when you would like to sit at the table for half an hour yeah okay and that way we can all take a turn there and also take a turn walking around and visiting with everybody that's there between the two um venues the art gallery and the Jimmy Hughes okay are you doing that just for open meeting law or are you doing that just so everybody has a chance to think about it so everybody has a chance to think about it is that okay this is an item so you could you could do it here but if you're that way if that's what you're doing that's fine.

Okay well we got to have a minute to think about it too okay okay now I I figured since we were already on first Friday we could do whatever we wanted to do because that would be an action little thing right okay okay um Judy anything else I don't believe so okay anybody okay okay we'll go on public pardon open that to um I did the public in the beginning do I open it to the public again each comment okay I mean each item okay um any more public comment being there's no public no one's raising their hands I don't see any ghost okay we will go on to 3.2 discussion of the power box wraps that the sun is discoloring um no and there's an open public so okay Judy okay can you put those pictures up now yeah all right as you're driving around town some of those boxes are starting to discolor this one that's uh he has on the screen right now is in front of Peggy Seuss they're at Sand Hill and Musquite Boulevard and they are um in in the sun causes this and the the original wraps apparently were not UV protected the material that they use now does have UV protection in it and the one that they put at the fire station is of the new material and but as you drive around town this is the worst one and it is actually peeling from the sun the uh other sides of it goes from you can see the darkness up at the top of the bird's head and then as you go through the pictures they get it gets lighter and lighter but there's I've probably seen five or six that are not nearly as bad as this but they are going to discolor over time and when I went to talk to Orange County printing the cost to replace those is like three thousand dollars to replace them so

The uh other sides of it goes from you can see the darkness up at the top of the bird's head, and then as you go through the pictures, they get it gets lighter and lighter.

But there's I've probably seen five or six that are not nearly as bad as this, but they are going to discolor over time.

And when I went to talk to Orange County printing, the cost to replace those is like three thousand dollars to replace them.

So I just think it's gonna be a problem in the big in the future, especially if they peel and they turn dark, they're just gonna be black.

They're just gonna be like they're the so I'm just bringing this up.

I think something needs to be done about it, but I don't know what.

I mean, I know they're not Randy's, but if he knows about any kind of protectant we can put on them now, or should we go that route and maybe ask Randy if there's anything?

I know the power boxes belong to Overton Powers, so I don't know.

Yeah, but they're not gonna want to put three thousand dollars per, they don't want to build all new, have all new murals put on.

And in order to take those off, it's 75 dollars an hour manual labor to pull those off, and he didn't know how much how long it would take to pull it off.

So Steve, you wanna you gotta uh no?

I would I guess we're gonna need to think about this going forward.

What's that?

Because my question was gonna be you've you've done such a good job, you've already found out how much it's gonna cost to take them off.

So say we could replace them going in the future, but um, I guess we're gonna need to think about this.

How are the are the ones that have the UV protection on them?

Do they have a um a warranty?

The only one that had they're four years old or maybe five.

She didn't they're they didn't know how old they were exactly because it has a new they have a new owner at Orange County printing.

But I think once they start discoloring, I don't I'm not sure you can put anything on it, but you'd have to ask.

I don't know that for sure.

Well, I I would suggest we keep our eye on them.

And um this one looks like it doesn't need to be addressed yet, but you have to talk into the because I don't have my ears in today, Steve.

So at least with that's a possibility, they just cover right over it.

So uh we could apply for funding to do something remedial.

We could also apply for funding to do some different kinds of things.

George, which I've used a couple of times now that because Clerk County is just getting a little ambitious.

It seems to me that we need a philosophical or a policy and procedure about putting artwork out to the city, and that we need to consider the long term, it's almost like we need insurance on the piece of art to keep to upkeep it, you know.

I I think we need that kind of information before we ever enter into with the artist, you know, or get that information from the artist with the products he's using, and you know, just a full scale of what we're going to do, what we're going to ask.

You know.

I I think what we need is going forward.

Maybe we need to um make a motion, and I think we could do it here based on, you know, we're talking about um the quality of the work that happened.

Um, that going forward from now on that when we do plan a piece of art, we also have a commitment from somebody, something, some organization that is going to maintain that art yes over the years.

That's you know, going forward.

Uh, we'll go on to 3.3 discussion regarding the America 250 public art target of opportunity grant.

And I'm going to turn this over to Steve now since he was so gracious to come today since he's been working on this.

Okay, well, there was um Nevada Arts Council put out a grant, um, a target of opportunity grant request for the America 250.

And um, it's kind of strange because they didn't ask what you wanted to do, they just asked where you wanted to do it.

Okay, it could be a mural, it could be any number of things that would celebrate the America's 250th anniversary.

So I'm not much of an artist, but I got to thinking about it.

I do live in Nevada, and um I can apply for this grant.

So my thought was um after talking to Gene Watkins a little bit, why not try to do a rap, which then I got Rochelle involved, so she's gonna partner with me.

Actually, she'll do the whole thing, but she lives in Utah, so she can't apply for maybe this, maybe I shouldn't say this, but she can't apply for um Nevada Arts Council grant, so it'll be um me.

And um we could do a suffrage wrap on a box.

So talk to um Tony Manfredi, who's the um executive director of Nevada Arts Council, and he likes the idea, and he's gonna talk with Karen and I um next week.

Hey, now the so this whole thing was supposed to work.

They would assign an artist to a city and they're gonna talk to a city and find out what the city wants to do.

To my knowledge, nobody at the city's been contacted from Nevada Arts Council to come up with an idea.

So I think Karen, we're kind of circumventing the process, and we're MPAC anyway, so we should be involved in it.

We're a commission of the city, so we are the city.

So um it would come out to $8,500, and you know, now with uh the price that Clark County printing charges, it's jumped up quite a bit.

Um so what what the uh the end would be would um she would paint um four original six by four canvases, okay, which she this is what she did for the um the fire station.

They've got the canvases inside the fire station now, um, and it would be four um females who were instrumental in women's suffrage in Nevada, okay.

And Gene Watkins and her team um will help us decide who that'll be so that's what it'll be, and we'll have to find a um if we get it, um we need to find a uh a power box.

I don't know if this is the right place to uh put this, but if you would share the uh three ladies or whoever's going these uh going to be on this with their stories, we are looking to write a one act performance or presentation to go along with this America 250 for celebrating you know the 250 years.

Um but it would be a great public you know presentation.

It could just be for one night, have the the ribbon cutting of the wrap, and or you know, and then uh honor the ladies and then have a just a little one act or you know something just very nice that would be.

I love the idea, Mitzi, and we can uh ask um Tony if Nevada Arts Council would like.

I have uh indirectly talked to Miles through Richard, and um Miles has now done the research, he knows what what uh what his job is and uh and what he's gotta do to fix that mural.

And I think he's coordinated with the city.

Um so that I I believe that's underway as soon as he returns from Turkey.

And so they've agreed on on the price of what it's gonna be coordinating with the city means that hopefully we'll that'll be his first priority is getting that one done.

I I mean the pricing, how it's going to be paid for.

How it's going to be paid for the uh city he m being says coordinated with the city, that means the pricing has been discussed and settled on.

The other thing I want to say is I went to the Ann Martin plaque unveiling at the women's center suffrage plaza.

Okay, and um thanks to Morph and the Woman's Center, Gene particularly.

Um uh Morph purchased the rock that it's on, and Randy and his team put a lot of elbow grease into flatten that rock, and Gene bought the plaque and put that on.

Um Jesse, our mayor, um, he gave opening remarks, and they were fabulous.

And we had a couple other people.

Jean um bought a lady, a woman study professor up from um UNLV, and she wore a woman's suffrage skirt, and it was just it was it was a beautiful celebration.

Georgia was a little hot if you remember.

So, because it was it was at five o'clock, but it was still pretty warm.

So um thanks to everybody for that, but that's great.

And you know what?

To me, the city is, I know people may be going around with uh not a smile on their face, but they should because there's a lot happening in this city.

There's a lot of good things happening in this city.

So I appreciate being on this commission.

And that's all I gotta say.

Um, and basically I'll another comment back to Dance Mesquite.

Um, and when Steve brought that one up, he also talked about a piano.

And this summer I found a piano out on a sidewalk in Jackson, Wyoming, and people just walking up and playing it.

And it was awesome.

It was under an overhang, and I'm sure they may not leave it out there all winter and all the snow, but it was kind of cool to watch.

It was over by their art center.

Um, I had been to the art festival, and as I was leaving, I went, wait a minute, there's a piano.

Wait a minute, there's a sign that says come play me, you know, and people were just walking up playing.

So let's get that you that special UV material and cover it.

Okay, that'll help, and it won't bother the sound, but I'm sure it will end up being out of tune anyway.

It was really just, and I did send Steve a picture.

That's a whole I I got a copy this morning of a uh a newsletter called the Reserve.

Anybody any of you know about that?

It's an HOA.

It's a letter that from the northern part of the city, I think, and it's uh a person standing next to some of our uh statues.

Yeah.

Um I'm working with uh two on two additional murals.

Um Miles has spoken to Josh Teachin, who's the general manager at Reliance Connects, and they are working on a design.

We don't have that yet because Miles has been in and out of town.

Um the second one is um working with an artist named Ken Kaler, who actually works the construction desk at Ace Hardware.

Uh, but he's been talking with um Jessica Levitt, who owns Ace Hardware about a design.

So when we get the design and get the budgets, we'll we can come back and have a conversation with this organization here.

Uh and uh last or not last, but if you have not been to look at the mural behind on the back side of Heritage Park on First North, you need to do that on the way home.

It's it it is a reproduction of an 1890 photograph when taken when the pioneers got the Virgin River dammed up, and it's a big wall.

Um Ken Kalar did this with uh Dixie Levitt, who has built the the Heritage Park across the street from City Hall.

Take time to walk through there.

There's a lazy river, there are bronze busts of people that Dixie thought were important in the history of mesquite.

There are, I'm not sure what to call it, informational stands with um information about his historic events in mesquite.

The uh the mural was done using stucco.

So it has depth.

Yeah, and he put the artist put um glitter in it.

So where you stand at the time of day depends on what you see.

It's very interesting, uh, because the sun changes what it looks like.

Um it raises an interesting question, and I've had a discussion with Simon Kim, who's our the city's development guy.

Fortunately, Dixie has pretty decent taste, but we have no ordinance requiring a private entity to submit information to this organization.

In fact, I don't think I don't think we have that authority in our ordinance, but it would the city should certainly be able to have some say, it seems to me, and what a private entity is going to put up.

Um let's see.

The other thing I would mention to you is um well another committee that I'm involved in.

We're pretty excited.

We got a tourism grant.

It's called the 3D grant.

It's uh destination development and design.

And it's uh with the Travel Nevada organization, the state's travel agency, and uh there they work with rural communities with planning strategies and funding to help build and grow their tourism economies, improve visitor experience and resident quality of life.

So we just found out about that late last week.

So we will start a probably a fairly lengthy consulting process about how we grow tourism and um it's with Nick gone our the city's tourism efforts pretty well hard halted.

So my opinion, we need to really jack that back up, and so this is really gonna help.

The intent of this is to produce a long-term tourist tourism strategy.

So that's it's gonna be a big deal, I think.

So George, you don't want to mention how much it's for, or right?

Did you want to mention an estimated dollar amount of that grant?

It's a half a million dollars.

Ken Kaler has been in Switzerland this summer doing murals.

And they both work for Disney.

Um they both do work for the movie companies.

Uh it's I just gonna shake my head that that that's happening here.

So I think it's pretty cool.
