Good afternoon, everyone, and welcome to the Tuesday, October 21st, 2025 technical review meeting for the city of Musquite. It's 2 30 p.m. Um, we're gonna start with opening public comment. If you have any comment, please come forward. You have three minutes. Okay, seeing none, we'll move on to item two, our work session. Um Martin, you have stuff to add. Yes, I do, thank you. Uh number one um a bill for um changing ordinance one-six-five rules of procedure. Okay, section F1 regarding public comment. Okay. And do we need a we don't need a vote on that if Martina? We need to know what it is. Yes. We do need vote a motion to add it. To uh adjust public comment. Yeah, and if there's a motion, there should be public comment. That's concerning excuse me. It concerns public comment and the minimum of two periods of general public comment. Correct. And I believe we want to change that so that um the first period of the comment should be restricted to items on the agenda, and the second shall be after the council business has concluded and shall be open to all viewpoint concerns comments, including agendized items. Correct, because the way one-six-five, the ordinance, section F one reads that there shall be two open areas of public comment plus the after the agenda. So three three different areas. So I'm I'm going to be putting on there to put one general comment area at the end and in the middle after each agenda item. So removing the first one. Uh can I and this and it's not appropriate to discuss the issue now. It's just we're gonna add it to the agenda. That's gonna be discussed during the the meeting, and it's an in it it'd be changing an ordinance, so that's an introduction of the bill, so it won't happen next time. You would have to introduce the bill first, and then there'd be a subsequent agenda item where there'd be a public hearing, and then the council could more fully consider it that time. Councilman Wallace. Make a motion to add that to the agenda. Councilwoman Fielding. I'll second that. Okay, call for the vote. Wait, that's there should be public comment before the votes taken if anybody wants to comment on this motion. Do we have any public comment on this motion? Okay, seeing none, I will call for the vote. Galloway. Okay. Um I have I I was we're going to be um having the part-time prosecutor as a full-time person, but uh but Adam was saying that I really needed to add that to the agenda to have that approved by the council. So a full-time deputy city attorney. Okay. And they take care of the legal side of all of the criminal prosecutions. Yeah, and there'll be more. There's two attorneys doing it, one can't do it anymore. This is moving the one who's didn't doing a good job. Left Gravat and Kyle were sharing it. Okay, and who's gonna be the new one? Kyle. Kyle.
