0:24

Good afternoon, Mayor Council.

0:26

Happy New Year.

0:29

I would like to put some uh she's not here, obviously.

0:33

The boss, uh, but she has a pretty good presentation to do.

0:37

So if you could put that on the agenda for uh for the 13th, and I can't tell you how much she collected because she told me none of your business.

0:49

You'll find out when the rest finds out.

0:51

So that's that.

0:53

Thank you.

1:04

Okay, anyone else?

1:06

See no one else come forward.

1:08

We're gonna move on to item two, our work session.

1:10

So I am going to ask that we asked add a presentation by Debbie Benham for the parade of lights.

1:19

We want that on ceremonial.

1:22

Yeah, let's put it at the beginning.

1:25

Do we need a vote on that, Adam?

1:27

On that kind of thing, we don't.

1:29

It's not it's not something that's voted on, it's just a presentation, but it's fine to add that on.

1:34

Okay.

1:36

And Rebecca, you have something to add?

1:38

Yes.

1:39

Um, I'd like to have you add a consideration of appointment for the finance director, and his name is Bryce Anderson.

1:46

Okay.

1:48

Councilwoman Fielding.

1:51

Do we public comment on that?

1:52

Do we have any public comment on the addition of the appointment uh item adding an item for the appointment of the new finance director?

2:02

Okay, seeing none, councilwoman fielding.

2:05

Thank you, Mayor.

2:06

I will um add a motion and for consideration of the appointment of the finance director.

2:13

Okay, councilman Annis.

2:15

I'll second.

2:16

Okay, call for the vote.

2:18

Final sign one is yes, parachua, and a sign.

2:21

Galloway.

2:25

Councilman Ennis, did you I need to add an item also?

2:28

Okay.

2:28

I would like to add, bring back on the agenda the Falcon Ridge golf course.

2:34

Um driving ranger.

2:39

Councilwoman Fielding.

2:41

You want a second?

2:42

Oh, let's have a public comment.

2:44

Public comment.

2:44

Okay, public comment on re-adding the Falcon Ridge golf course driving range to the agenda.

2:51

Okay, seeing none.

2:53

Councilwoman Filling.

2:54

I will second that.

2:55

Okay, call for the vote.

2:59

Parish eye.

2:59

Galloway.

3:04

Any other items to add?

3:08

I I had a quick question on item 4.2.

3:10

It says can consideration and approval of allowing redevelopment agency director to approve projects one through four.

3:17

I just wanted to get more information on that item.

3:21

And it I think it would be good to maybe describe that a little bit more.

3:25

That way that there gives enough notice to the public exactly what that's about.

3:29

Um, I don't know whose that is or who is that okay?

3:33

That's Randy.

3:42

That that was gonna be on the RDA agenda prior.

3:45

That didn't get scheduled, so I'm gonna need to pull that off.

3:47

We'll resubmit that to RDA and then we'll put it on the next tech review.

3:51

Okay, can we just do that before the next tech review?

3:54

Yeah, absolutely.

3:55

Two weeks isn't too long.

3:57

No, that's fine.

3:58

Okay, so we're gonna pull that one.

4:00

Is that what you're saying?

4:00

Yes, sir.

4:01

Okay, sounds good.

4:02

So let's have a motion to formally take it off now and then okay.

4:06

Councilwoman Fielding.

4:09

I will make a motion to pull 4.2.

4:11

Okay, and let's do uh public comment as well.

4:14

Any public comment on pulling item 4.2 off the agenda.

4:19

Okay, councilmannis.

4:21

I'll second.

4:22

Okay, call for the vote.

4:33

Thank you.

4:37

Anything else?

4:38

Anyone needs to add or subtract?

4:45

Okay, with that, we uh we'll go to uh final public comment.

4:55

Thank you, Mayor.

5:00

I just wanted to have where we're at with the kids on the scooters with no helmets.

5:02

Um Mike Benham.

5:06

Thought you'd all have known that, but that's okay.

5:08

Um New Year's Day.

5:11

We had breakfast across the street, and two kids on dirt box bikes came to the stop sign, then revved it up and did wheelies all the way down to the house there.

5:22

It's dangerous.

5:23

Somebody's gonna get really hurt.

5:26

And the kids, as I said, now on the scooters, when I went to make the right-hand turn on Riverside, they had the red stop sign, and you blew right across in front of me.

5:37

We got to do something for some kid gets killed.

5:40

I know Henderson is really stepping up, Vegas is stepping up, so we got to step up.

5:45

We have to before some kid gets killed here.

5:48

It's not worth it.

5:49

I mean, how much is a helmet?

5:52

Not a lot of money.

5:54

It's really not.

5:57

Yeah, I know, I know, but I'm saying at least if you have a helmet on, they hit the sidewalk, the head.

6:01

You know, it's sidewalks are a lot harder than the head.

6:05

I can tell you that.

6:07

Okay, so just just to bring it in mind.

6:10

Thank you.

6:11

Thank you, Mike.

6:14

I let me address that just real quick.

6:16

So interim chief fails had sent me a proposed ordinance.

6:19

I'm reviewing it.

6:20

I anticipate obviously not the next council meeting, but the one after that would be something where we could look at that in more detail.

6:26

We don't protect our kids, they're all future.

6:29

Yeah.

6:34

Nick Elfinsetti, happy new year.

6:36

Uh mayor, council.

6:39

Uh since we have a new city manager, I think it's time that we start looking into getting a full-time lawyer on uh not to uh not to replace, but maybe either he adds on or uh we do get a replacement that we're full time with one instead of uh having uh having one whenever we need it, just have a full timer.

7:06

Thank you.

7:07

Thank you, Nick.

7:12

Okay, seeing no one else come forward.

7:14

This meeting is adjourned at 2 41.

Mesquite Technical Review Meeting - January 6, 2026

The City of Mesquite held a technical review meeting on Tuesday, January 6, 2026. According to the transcript, the meeting began at 2:34 PM (though the provided metadata indicated a 10:45 AM start time; this discrepancy is noted). The council addressed agenda additions, a finance director appointment, and public comments on scooter safety and legal counsel.

Public Comments & Testimony

  • Mike Benham expressed strong concern about children riding scooters and dirt bikes without helmets, describing a dangerous incident on New Year's Day. He urged the city to act before a child is killed. Mayor responded that the interim chief has proposed an ordinance, which is under review and could be on a council agenda in about two meetings.
  • Nick Elfinsetti advocated for hiring a full-time city lawyer, stating the city should move away from part-time counsel and retain a permanent attorney.

Discussion Items

  • The council agreed to add a presentation by Debbie Benham regarding the Parade of Lights to the ceremonial portion of the agenda. No formal vote was required.
  • Councilwoman Fielding moved, and Councilman Annis seconded, to add a consideration of appointment for the new finance director, Bryce Anderson. The motion passed unanimously (Council members Parish, Galloway, Annis, and Fielding all voted yes).
  • Councilman Annis requested to bring back the Falcon Ridge Golf Course Driving Range to a future agenda. Councilwoman Fielding seconded, and the motion passed unanimously.
  • Item 4.2 (allowing the Redevelopment Agency director to approve projects one through four) was discussed. Councilwoman Fielding requested more description for public notice. Randy noted the item was intended for the RDA agenda but not scheduled, so it was pulled. A motion to remove it passed unanimously.

  • Approved the appointment of Bryce Anderson as Finance Director.
  • Approved the re-addition of the Falcon Ridge Golf Course Driving Range to a future agenda.
