0:11We're gonna start with uh our opening public comment.
0:19Afternoon, Mayor Council.
0:21I'm here to let you know that the next council meeting I'll present on that photo to you.
0:29So just to let you know it's coming.
0:32And I know you're a man of your wood.
0:33You said you will display it where people can see it.
0:36I was lawyer too once, and you know how we feel about people who lie.
0:47Okay, seeing no one else come forward, we will go ahead and move on to our work session.
0:52Um councilman Wallace.
0:57I'd like to add to next Tuesday's agenda.
1:01It's called Iron Cactus.
1:04It's uh philanthropic attempt to make Segora cactuses out of nothing but iron golf clubs.
1:15About 10 of them throughout the city that represents all the golfers who've come here and played.
1:22And I'd like them to do a presentation.
1:25They have the first one done, and they'd like to install it at City Hall, and then go to the golf courses and beyond that until they get all 10 in.
1:34So I'd like to add that to the agenda.

2:38Okay, and then I would like to add an item to consider mayor pro tem.
2:47Um it's been brought up to me in the past, and in my research, and I think did we talk about this?
2:55So the charter says the council picks the mayor pro tem.
2:59It doesn't really mention the mayor at all.
3:01It's just a one-line in the charter that says the council will pick one of its member members to be the mayor pro tem.
3:07And so I would just like to add that to give the council an opportunity.
3:12It doesn't line out how it's done, anything.
3:16So the council can talk about it if they want to keep councilwoman Gallo, if they want to non-nominate somebody else, how they want to do the process.
3:24I don't know if we would need to add something in the code that specifies more or I don't think we need anything extra.
3:32This the charter just says the city council shall elect of one of its members to be mayor pro tem.
3:37And so just an agenda item to elect the mayor pro tem.
3:41So let's just add that on there.

4:28And 5.6 is the discussion regarding the purchase and sale agreement between the city of Mesquite and Commonwealth Development Corporation of America for 15 acres of city-owned land located APN number 002-12-801-003 file number NCS 1259673 MAD with first American title insurance company.
4:54Do we have any public comment on polling item 5.6?
5:04Um I just wanted to clarify something that uh if this comes back to the council for consideration, it looks like it is obviously that the uh compromises that that some of the council members came up with, which were outstanding and and acceptable to all would continue to carry with that.
5:22Or I mean, is this are we gonna start over or are we gonna pick up where we left off?
5:27So there's an existing agreement that's in place, and um there's gonna be more there needs to be some more communications with uh proposed purchaser that will happen soon, and once we can get through that and kind of understand the outcome of that, then we'll have a better idea what to present to the council.
5:43Is it fair to say that we all remember what the compromise was?
5:47No, because this was done before I got here and I don't remember.
5:51Uh okay, then I would just simply ask that that those who are aware of that make it very well known during the uh discussion period in the council meeting that that it be considered as part of that that issue.
6:02Uh and I realize we're not gonna be talking about it here, maybe at another council meeting.
6:07Uh, but I did want to bring that up.
6:09I my question really is simply uh do you know are we picking up where we left off or are we starting over?
6:16And and I I understand what you've said.

7:00Um I see our chief and our chief out there.
7:05I need to start holding you guys' feet to the fire a little bit on these e-bikes.
7:10Um are we gonna have something maybe for the next meeting or I can address that?
7:17Chief sent me uh a proposed ordinance that I've been working on.
7:21Uh a couple weeks ago, I met up in Las Vegas with the Henderson City Attorney, North Las Vegas attorney, Boulder City City Attorney, uh Las Vegas City Attorney, and it's something that's being discussed in detail or collectively throughout the entire valley.
7:36And there's more, there's more nuance to it that I was aware of.
7:40Um just the the intervening state laws and other requirements.
7:44And so I'm I'm in the middle of this.
7:47Um there's another there's a uh assistant of city attorney in Henderson, who is kind of the point person for Henderson that's been compiling what everybody else has been doing.
7:57And I spoke with him about it during that meeting, and so I'm gonna be communicating with him some more.
8:01And so it's in it's in process.
8:03It's not it wasn't quite as simple as I thought it was gonna be.
8:07Um, but I'm I'm working on that.
8:09That's not you can hold my feet to the fire at the Chiefs, but I'm kind of taking that one on.
8:16So I pulled this up on the internet, and Clark County has actually passed an ordinance.
8:21And it's very comprehensive, and it's 150 dollar fine per incident to the parent, not the child, but to the parent.
8:32So um it's pretty restrictive and it would get the attention of a lot of parents and children not wearing helmets, going over 15 miles an hour, et cetera, et cetera.
8:45So I'm hoping we're on the same lines as that.
8:48That's good input for me as I'm working through this.
8:57Oh I don't I'm gonna this isn't the time to discuss that issue, right?
9:02Because that it's not an agendized item.
9:04So, but if you want to come talk to me later directly, that'd be great.

9:33Council, just a quick update.
9:36Um, I will been trying to get the word out this Sunday in an attempt to limit this disruption of traffic on the boulevard.
9:45I will be we need to completely shut down the intersection of Riverside and Mesquite Boulevard starting Sunday night.
9:53That's this Sunday, February 8th at 8 p.m.
10:00So we're going to mill out that intersection and pave that back as quick as we can.
10:03But we're going showing till 1 p.m.
10:08So we have alternate routes.
10:11We'll be um all the traffic control showing the detours and that.
10:16Um, but that's such a busy intersection.
10:19I've sent it to all of the HOAs.
10:22Um the water districts as it's part of their project.
10:27They're put it on their Facebook website.
10:30We've got it on our website.
10:32So please um spread help spread the word that Sunday night, the intersection of Mesquite Boulevard and Riverside will be shut down until Monday at 1 p.m.
10:44Hopefully sooner, but that's what we're showing as being done.

10:51You want to give us a quick update on the everything else?
10:55So um, yes, thank you.
10:57The traffic signal again, they got uh all the paving done last week.
11:02They've put the pavement markings down, and that is still in um the queue for Monday to be in full operation.
11:11It'll be in flash mode for about an hour while they um just double check everything.
11:17We're gonna have all of the signal techs, uh the representatives for all of the equipment that we have there, just in case there's any last minute bugs.
11:27We've worked through that, but uh we always like to have them when we do the full startup.
11:31So that'll be Monday.
11:33Um, and so that'll be in full operation.
11:36Um, and then um it will be a fully operational light.
11:41The uh, like I said, the work on the boulevard, uh, they're working milling out those sections today.
11:50They'll be paving tomorrow and Thursday, and then unfortunately they have training, and so we won't see any action next week, other than the Sunday and Monday to do the intersection there.
12:03Um the work on Canyon Crest and Horizon is going well.
12:09They're continuing to put in the curb and gutter.
12:12Um, they've been working on water line and utilities in that aspect.
12:17So that's going really well with the construction on the fire station.
12:21They poured the concrete slab for the app bay yesterday.
12:25Um Brandon tells me that everything looks really good.
12:28So the fire station's moving along nicely.
12:32Um I'm hoping that the road matches up right now.
12:38The the fire stations, you know, a little bit ahead of it.
12:41But I think that with the roadway, um, they'll get it and we'll be able to have that at the exact same time.
12:46The animal shelter, very excited.
12:50They're finishing, they're working on the items in the old portion of it.
12:56And we I believe we do have the date finalized.
13:00Uh help me if I get this wrong, but the fifth, I believe, right?
13:07Is it the fifth or the sixth?
13:10I I believe it was the fifth, the Thursday.
13:13I want to say the sixth.
13:16I will formalize that.
13:17Um, I was thinking it was the fifth that they told me uh the Thursday, but we will have that ribbon.
13:23Thursday the fifth Thursday the fifth.
13:26How we all have no number five.
13:30So that'll be the ribbon cutting.
13:33And so um it'll be great.
13:36Invite everybody to come and and we'll have Nancy's going to help uh put that.
13:41She does a great job doing those ribbon cuttings to make sure the word is out.
13:45And um Levitt and Hafen.
13:48So this one, as I put in some of the reports, that was going really well.
13:54But then the thing that has slowed us down a little bit is the Teamsters Union that works for Rinker Concrete, they're the ones that are do the pre-cast concrete boxes.
14:06They're in a strike right now.
14:07And so Rinker is bringing on others to work those, but that is push some of those back.
14:14So with that in mind, when I organized this project, I wanted Levitt to be done first, so then I can completely shut Hafen and not close off the sunset greens.
14:27And so um, because I don't have the ability to shut down Hafen and put them legally onto the private street.
14:36That's not a public roadway.
14:37So I needed Levitt to be done first, and with that box culvert being pushed back, it's kind of pushing that behind.
14:45And so um we haven't seen as much work on that one, and that's part of the reason that's going there.
14:51Otherwise, uh, they're doing a great job.
14:54Just that one little that's beyond their control and and go on that way.
15:00Um Councilwoman Pilly.
15:05Your brain holds a lot of information, doesn't it?
15:09Question on Riverside Mesquite.
15:13The milling through the night should go really well.
15:16But if you check the weather really close to see what time you'll be able to start filling that and asphalting that a projected time when it would be done.
15:26So with that, that's one of the things that uh for what we go by on the standard when we're laying asphalt is the base or the ground has to be 40 degrees or above.
15:41And so looking at the weather, we should be able to start as soon as the sun comes up because the weather's showing that during that week we're not getting down into the the will be the high 30s and there.
15:58So we should be able to start the actual pavement operation at six or seven.
16:04And that's why I say that I've left that open to one p.m.
16:09Um that for a full closure.
16:12But I believe that we'll be able to start moving traffic through there on the outside lanes um earlier than that.
16:20But I want to make sure that everybody understands please use the alternate routes until um we get that open.
16:28Anything that's three inch and thicker is 40 degrees.
16:31If it's less than that, it has to be 45 degrees and rising.
16:38I just looked at that actually today because that was a question that we had.
16:42That's a good question.
16:44Councilwoman Villan.
16:46Travis, um the Hardy Way and Falcon Ridge signal.
16:53When that comes up and working, are you gonna put any signage out there for people driving like new signals?
16:59Or just a caution or or whatever, because I know you did that on Pioneer when they put in we're supposed to have the message board truck out there.
17:11I thought they were gonna have it out there today, and I haven't been up there to double check, but they're gonna have that have is didn't see it.
17:18So it'll be either tomorrow.
17:20Um, and that will be going until we start that up.
17:24Just to we're gonna put it right as you get past um is it long iron there in the reserve, uh, right past Shangri Law.
17:34There's that little bowl out right there, and it'll be on the message board truck saying that new traffic pattern, just similar starting Monday.
