Mesquite Technical Review Meeting – March 3, 2026

Good afternoon, everyone. Welcome to the Tuesday, March 3rd, 2026 technical review meeting for the City of Mesquite. It is 2 30. We're gonna get going. We're gonna start off with public comment. Okay, seeing none, we'll move on. Um Martin, you had some dad. I brought John with me today because um he's really the the person that's gonna be speaking to this, but um the Travel Nevada has another grant that we that Morph can apply for, and it's specifically for tourism. And uh they have asked if they could somehow request some of our economic development funds if they're if they're potentially having to do look have a match to the grant. So I'll let him speak about it. Okay. Thank you, Martin. Uh John Rosen. Uh Mayor Whipple, City Council members. Actually, we've been very we the steering committee uh for the Travel Nevada grant and Morph, and I I'm one of those people that crosses over both organizations. Um we have been working hard not only on all that we need to do to maximize our success with this grant process, but also to figure out what happens next and answer some of the questions that that are just out there hanging out there. So um I would like to add an item to the agenda for the next city council meeting that number one gives us an opportunity to make a presentation on where we are, what our next stop steps are, what our challenges are, and then as part of that, I will be making a request specifically with respect to the uh rur uh rural tourism marketing grant. Uh the rural tourism marketing grant by its nature is a grant that requires matching investment. In other words, they will offer or entertain grant requests as long as the requester uh commits to spending some portion of or paying for some portion of the request themselves. The nominal figure is 50 percent. There are conditions under which we can request uh exemptions, not exemptions, but exceptions to lower that down to as much as 20 percent. Uh we do not know for sure whether we would be granted that exception or not, but I do want to put this match in the perspective of our future uh of our future activities with respect to the entire tourism initiative. So at the city council meeting, I will present an overview of where we are, but everything that's in front of us and where this grant or this investment request will actually sit in the total context of everything that we're doing. Okay, thank you, John. Um councilwoman Fielding. One how long do you believe your presentation would take? Honestly. 15 minutes. Okay, so would have to be an agenda item. Councilwoman Filling. Well, that was my question too. Is um you want to do a presentation, but then we're gonna have discussion and possible action as well that night, because I think my question before that is how much money do we have in the economic funds for tourism at this time? Oh, Bryce. I mean, that would be my question for that night before I was to say yes, would match 50% of what 100,000. We don't know what the grant's gonna be, but I would like to know that we have money there before we do a possible action. Thank you. Well, I think that would be an appropriate question to to raise and and get answered in in front of the entire uh population. So that's certainly a reasonable question. And and we'll be ready to bring you facts and figures, what we have of them, and so that you'll you'll have a clear picture of what the ask really looks like. Thank you, Johnson. Councilman Ennis. So Adam, on this, we're gonna have to do two motions on this, correct? One for their presentation and then one to as they get into the discussion of it. Is it would just I'm overriding it? Yeah, presentation by the board and consideration of use of our right. I I I would I I don't get to to vote, but I would recommend that because in fact the presentation provides the context for the request. Councilman Wallace. So this could be really good for Mesquite. Maybe not, depends on the way it's put across, and we'll find that out next week if we approve to put it on the agenda. Um I would like to have as much detail as you can get to us before the meeting starts.
