Good afternoon, everyone. And welcome to the redevelopment agency meeting for the City of Mesquite, Tuesday, March 17th, 2026. Starting at 246. We are going to start off with public comment. Okay, seeing none, we'll move on to item 2.1, the consent agenda. Consideration or approval of the Tuesday, January 20th, 2026 redevelopment agency meeting minutes and the Tuesday, March 17th, 2027, 2026 redevelopment agency meeting agenda. Any public comment on the consent agenda. Okay, seeing none, Councilwoman Fielding. Thank you, Chairman. Um, I'll go ahead and make a motion to approve the um consent agenda. Item 3.1 consideration and approval of 17,873.25 cents RDA grant request from BP Living Trust 2017, located at 12 West Mesquite Boulevard for landscaping improvements. Thank you, board chair. Um in spring of last year, the 1995 redevelopment agency 30 year plan expired. I had spent the previous year before that working with Fred Steinman at UNR to formalize a new RDA 2.0 plan. It is open and accepting applications. The one you have before you is a grant request from 12 West Musquite Boulevard, which is the shopping center across the street from City Hall. Although only two bids are necessary for the application process, they submitted three. The application was submitted by Mons Lopez with the RA brokers on behalf of the owner of the shopping center. The current landscaping is outdated, water intensive, and costly to maintain. They are seeking to convert the existing landscape to desert landscaping, which would significantly re significantly reduce water usage, lower long-term maintenance costs, and improve the overall appearance of the property. The three bids are apples to apples or all similar products and services. We take the lowest of the three, apply a 75% discount since it's in the central business district. The total of the project will be 23,831 dollars for a reimbursement of 17,873. Staff recommends that the application be approved. Thank you, Councilman Wandless. With the last RDA in the past, it was my understanding, and it was stated multiple times here, that the maximum was 50% and up to a maximum of 99,999. This is the first time in three and a half years I've seen anything where the RDA covers 75%. And I'm curious exactly why that's the central business district. And nothing before ever was? Yes. Anything that was in the central business district received a 75% reimbursement. Over the last three years, they've all been 50. In fact, that shopping center across the street has many. Um I can send you the whole spreadsheet if you'd like. In the last three years, 50% has been the maximum. If they were outside of the central business district, then they receive 50% reimbursement. Inside the central business district, it's 75%. So there's a boundary. Okay. Councilman Parrish. Member Parrish. Um, my first question is is uh is Star One landscaping a licensed landscaping company? Yes. Um I know Coca-Pelle is, but I don't know about Star One. I don't know a thing about it. They are that's Matt Woods' company.
