There is my so uh we uh originally actually I informed the city council uh at the last budget session uh that uh we're gonna uh master plan community is gonna actually uh review this area.

Uh and then uh we also talked at the city council meeting a couple of times, but uh when I was bringing these issues to the master plan committee, uh Master Cup Master Plan Committee actually chose another location, so that's why we missed this location.

But uh we have another chance to review this one uh because recently we have uh uh some interest uh in this uh 500-acre city-owned property, and this is one of those uh uh the uh idea uh they proposed and uh uh it includes workforce housing apartments and gold coasts, event center, snowy river village, casino, snow river large, and outbreak adventure and hotels.

So it includes uh water park in it and all those.

Uh idea is really uh interesting, but uh the process itself is not actually following the uh the traditional uh planning process.

It's just uh uh drafty, and then uh they uh didn't show us uh uh the healthy uh fiscal uh plan.

So uh the step had concerns and uh some of other people also uh expressed their concerns and uh that's why we are here uh to discuss about this area.

Uh the subject area is uh 500 acre uh within the red dotted uh area uh and uh this is the current zoning.

So uh to the east is uh CR2 commercial and most of the area currently is uh uh parks and recreation except uh multi-family uh areas in the brown uh in the the bottom middle area.

So uh the to the west, there are natural uh federal land exists, and then uh to the northwest, Muski Regional Sports and Event Complex.

So when we have uh sports and event complex, it is better to have a hotel nearby.

So I initially uh zoned the hotel right there.

And uh to the south is a parks and resorts.

Uh it is because currently it is uh uh uh parks and recreation uh area uh and I thought it was a good location for that.

And then workforce housing down south is also uh multi multi-family zoned, and then uh innovation and research area uh bottom south is because it is uh neighboring to the Musky Technology and Commerce Center.

So to support that commerce center, uh innovation and research area would be uh quite uh reasonable, I believe.

Um and then uh to the north there are single family residential area.

multi multifamily zone and then uh innovation and research area uh button south is because it is uh neighboring to the musket technology and commerce center so to support that uh commerce center uh innovation and research area would be uh quite uh reasonable I believe um and then uh to the north there are single family residential area uh so I thought multifamily zone would be a great buffer uh in between the mixed use and uh other areas and then uh there are commercial areas uh the uh at the intersection of Hardy and Falcon Edge uh and because of there uh that uh commercial location existing commercial areas are not quite feasible because uh uh it does not actually we have uh too many uh commercial areas designated right there so I initially designated mixed use so first floor commercial and second and uh maybe second and third floor uh residential uh or uh office and then uh there need uh uh the hospital expansion area so I initially uh added 13 acre hospital uh zone and then education area next to the hospital would be the uh research area or office area supporting the hospital area so this is my proposed concept uh by the by all means this is not the final uh the the graphic and uh I I gave you those uh uh the pictures yeah of the area so uh you want to draw around that area and if you have any recommendations for that area uh you can uh write it and then uh give it to me so that I can incorporate it later.

Simon yeah could I'm sorry could you just explain a little bit more about the mixed use area what you're in yeah yeah I I'll get there okay so uh mixed use area is about 61 acre hospital expansion area 13 acre and education area 26 acre uh multifamily zone uh 71 acre hotel zone about 20 acre house and resorts about one 160 acre and workforce housing about 80 acre and then innovation and research area about 49 acres um and this is the uh the use standards I thought about so uh hotel uh the hotel uh the users need to cluster near near the views and add event spaces and add a small equation oriented commercial nodes uh because it is uh right next to the multi uh flex uh the sports event center so uh sports clinic cafe pro shop child care would be the reasonable and conference facilities if it is feasible and consider shared parking strategies for that area because uh we have been doing a lot of special events there and shared parking would be quite appropriate and the parks and uh uh resorts uh that should include the uh green spines and then links natural dunes to the hospital commercial side but uh uh I'm not excluding uh those parks and water features or water park and trails uh all there and uh workforce housing areas and uh uh these need to be the not just the workforce housing it is it's this gotta be the mixture of uh flex leave work units and mid-density apartments and then strong pedestrian and bike connections to the work and uh that area and that need to uh have a grocery and gym and uh restaurants within that area so that uh it can be functioned as one independent uh kind of village uh location and innovation research down south would be the uh public private innovation hub and the multifamily zone uh is a low rise medium density housing uh towns courtyard apartments or uh duplex uh triplex clusters landscape purpose be adopted and mixed to use area uh it is a medical medical adjacent uses uh medical office and short term stay housing for visiting families so this is a commercial area so short term stay housing is not a problem and particular mixed use uh shall include uh again uh ground floor uh floor retail service uh or of office and residential vote and uh transit supportive density if possible and education components next to the hospital is uh uh satellite training center medical or uh tech education facility and street network need to be connected with each other and additional consideration would be the community center branch library cultural facilities or uh public services stations emergency stations uh fire um uh police or those stuff so proposed zoning is like this uh CR2 mixed use to the east and

So proposed zoning is like this.

CR2 mixed use to the east and MF2, PR, PB1, PB2, and then MF4, and then CRH next to the hospital.

And then future schedule would be after having discussion here, we're gonna go to the city council for their ideas and maybe approval, and then we're gonna uh post it out there so as uh requestable proposer uh so that uh uh people can uh apply for the each location or for the entire location if they are uh financially healthy.

Uh so this RFP will include uh uh development agreement provisions, uh which will also again include the phasing, minimum development threshold, and performance security, uh revolutionary rights, and default remedies, reporting requirements, physical impact tracking, etc.

And uh uh proposal requirements will be added to it.

So uh developer qualification, financial capacity, development plan, economic impact, transaction structures, etc.

And then finally, there will be the transaction structure, uh the three options.

Uh option A, uh performance lease with conditional conveyance.

So the city will lease the properties for uh three to seven years uh with the condition.

So it um the if the developer uh improved the area, and then they will have an option to purchase it at a pre-construction price.

Um so we want to make sure that they actually build it.

And option B will will be the market sale with the performance debate.

So uh the city will uh sell it at a market uh the uh value, and then uh uh if they actually improve it, then we may gonna refund those differences between the market value and uh pre-construction value.

Um and then option C would be the pre-construction price sale with the mandatory public improvements.

Uh this one was discussed uh uh five about about a couple of hours ago uh uh at the step level, and we had a discussion, and uh Travis actually had this idea.

So he thought if uh the uh the developer uh is willing to uh build and provide the public improvements, uh for example, like uh like this community center or branch library, cultural facility down there, and emergency services substations, then uh we will we will sell it uh uh for a pre-construction price, and then with the uh guarantee that through the uh the development agreement uh they they need to build and uh donate it to the city.

So this is the entire idea.

So I would recommend you put your concept on the map, and then give it to me, and then I will uh revise it, and then uh let me let me see if it is a time uh counching issues, then I will bring it to the city council, but if it is not I'll bring it back to you next month.

Yeah, you you remember that NRC approach the council about purchasing roughly 100 acres, 90 something acres in that in that area is uh multi-family area.

And that's about where they were.

I mean, you're describing an area like that.

And their concept was to I believe it's a single family.

Okay, but there but the the idea of the purchase of the property was that they could, you know, to be simple to cut some kind of a deal with the city for a percentage of the of the total price that was a rent that that was uh you know that was arrived at by the city.

Um okay, right, fair market value, and and trade the balance of that in tra in in construct or you know, construction projects.

So as an example, and and I have this is this is the question I have because I'm trying to understand that what that concept would look like.

Let's say you remember when we had a 400,000 bathroom.

If we had had NRC and they said, hey, we want to buy a hundred acres here, and I don't I have no idea what the values are, I'm just throwing out rough round numbers here, but let's say it was a three million dollar thing, and and they said we'll we'll give you two million, we'll bank one million, and we'll use that bank one million dollars to build public facilities for you.

Could they have come in and built that bathroom for significantly less than the cost that we ended up paying for it because prevailing wage was involved?

Yeah, yeah, yeah.

Is that right?

So we we could in a sense get around the prevailing wage, you know, issues and and accomplish something for significantly less money.

I I don't know why, but that seems like such a no-brainer.

Well, and like that's the question three options.

That's exactly what I was thinking of when we showed that.

I mean, I think why you know that's so I I mostly was concerned about whether or not uh anything anything can can prevent that from happening, such as somebody saying you can't get around the prevailing wage issues or anything like that.

Are you comfortable comfortable that we could do that without running a foul of some other rule out there that says you've got to you gotta follow prevailing wage?

No, that that's uh exactly the intent of this one.

So uh just just uh we need to provide some ideas rather than letting them just uh go.

Yeah, and explore the entire area and build whatever they like to build.

So uh this is about that, but uh uh and then of course if do you have uh any other uh ideas for the option, so that's that that's so welcome.

Um I just love the concept of what they were proposing.

Well, most of the time they've always put in the parks for us that are around the areas.

Okay, building building they would put in.

So we do have examples of fire stations that could build, things like that have been built for us, yes.

I have Simon, could you go back to the chart that had the three options on the transaction structure?

So based on the the unfortunate experience that all of us have seen of promises made and performance missing.

Which of those three would you say gives us the most protection in terms of having something like that continue to happen?

Well, I wouldn't mind of seeing option C because they're gonna uh uh build uh public improvements up front to Vichy Min so they are healthy.

And then option A is also uh we don't sell it to V JSON DC, so we're gonna watch over them.

Um market sale is uh probably the least if I I need to choose among those because market sale values is still low in that area, so um that is the probably the weakest uh the option, but uh I don't mind the going either option A or C.

Could they be combined?

Could be, yeah, yes, yes.

Um that process will be through the development agreement.

Because you could do, you know, every time they did it part of the mandatory improvements, you know, you could release a little bit out of it at a time for them.

So you know wait for the whole thing, you could you know, do the advanced more at a time.

Well see, then Ali, that's exactly what I mean.

So I guess my my thought there is that we we bank it, and then when I mean, could it be two, three, four years later we need to build another 400,000 bathroom and build it for you know, a fraction.

I mean, could we bank it and then just hold on to that somehow uh until we need it, you know.

It it is actually the entire idea of the impact fees, yeah.

We bank it, but the problem has been that uh as we bank it, we don't actually save the entire money, that there's a chip in that some uh there there can be some other uses and that they come in and chip it out.

So what we have in the end is not something that is usable for entire improvement.

So that is the major problem.

So uh ideally the option C to be interesting.

But A with those conditional conveyances I mean you could I mean unless you know they they're they've got the lease on the whole thing.

And then so there's really nobody else that could come in while they have that lease.

They're just gonna have to it's only gonna be conveyed over to them once they the finish the uh proposed project and it's done to the you know specific set with the specifications.

So you don't I can't see where you can get to because if it's not done the specifications you're not gonna get conveyed to anything.

Yeah personally I think that's I like that option.

Because like you said they're gonna count maybe not do anything.

Oh and that and that's and that's the problem.

Yeah I uh I also like the idea on option C of having the mandatory public improvements up front before you start doing the rest of it.

Because that's what they always seems like they always hold off on those public improvements to the last we have to put their feet in the fire to get it done.

But A and C are the best options.

So I and I think I heard this right but I just want to check so um back to I guess there's this slide.

Yeah so you're saying that a developer could bid on parts of this yeah you know just a piece of it using the same structure as if someone did the whole thing.

Okay so another quick question the education component of that had we have we has there been any communication with our school board school district regarding what needs they might have in the future could that area be a school.

Yeah it could be if there's a need for expanded education I think we kind of determined that we're pretty good shape right now right yeah I'm actually open to any um collegial university uh coming to this area that probably similar uh work.

If I remember correctly and and I may not but I think we were okay on education except for elementary school it seemed to me that we were quite near our capacity for for the for the that is on other one I I don't need to discuss with the uh the uh CC the colony school board uh about that uh capacity issues they probably have some idea uh but uh uh if we can help then they would be happy to I did I just remember one of the presentations I I really struck by that it was a quite surprise to me that we're it might be busting at the seams at the elementary school level.

Yeah I I just I'm just pointing out that having those little education components in a 500 acre parcel is probably not a bad idea just from the sense that we may have a need you know especially in the sense that we're building workforce housing and I suppose you could suggest it might be younger children involved in young workforce housing and if there are having education components associated would make some sense right and isn't the workforce housing and the multifamily housing isn't the workforce housing also right bel right to the right of the workforce housing component you show there there isn't uh NRC currently working on a project to build oh that that one house house yeah yeah uh it's yeah it's right there yeah right right just to the right or right there.

So that's gonna that would be contiguous to that parcel there that would for that yeah area single family homes though okay can I can I ask real quick I think Ben's here parts and resorts I had an interesting conversation about water and you know at one point in time there's been a couple of projects like golf courses and things like it.

But uh right now all of the affluent that we produce that we're moving into the golf courses for irrigation work um all of the other golf courses are already sort of lined up to take that into the future.

And if that's the case you know is there portable water that would have to be used for something in that area that would be significant and if so was that I suppose you could always say it's possible but wouldn't it be pretty expensive.

Yeah so the golf courses right now use the use the water and culinary if you will on occasion where they absolutely have to it's not very often that they do and so we have to really take like if it's a golf course um they're moving they're a million gallons a day that is kind of what they use every single day.

365 million gallons is a lot of water, right?

And uh it may be possible, but it's not like further conversations between the city and the water district on what our options are.

We've got the water, it's just the treatment of the water and those conversations we don't have to do.

So I think we're thinking uh a little bit further far out now, so we don't know if somebody's gonna put a golf course in as like we don't know.

Well the the uh Australian thing was a you know had a golf course as an example and uh well he's gonna bring his own in anyway.

I hope um we we're gonna have something else than over course here.

And uh the previously uh they proposed uh casino, but uh I don't think casino would fit in there too.

So the the hotel being so far away from the the interstate okay.

Well I know it nothing's very far away.

But having traveled a whole bunch of times, I've I've often traveled much farther off the interstate to get to the hotel than that.

And the reason for it there is because it's sort of contiguous to the the yeah, the we're talking about the right fields and stuff.

So there's is there an intent to keep commercial out of this area?

Anything commercial I mean no, there's a mixed to use area which is so that would that would be shops and things.

Well, that's like yeah, like if you have shops, you know, and then you have your above it or kind of like the heritage park right now.

You've got commercial on the parks above it.

Well, my idea entirely here is uh it it can be the walkover area.

So people leave upstairs and they come down and they walk and then uh buy things and then they go to the uh the research lab or the uh school or uh they can utilize the trail systems and and then that there is parts, so it can't be the paid or so that is that oh I see the commercial is those two dots.

But the mixed use is also CR2.

The hospital itself has medical offices associated with it.

I do think they have a plan to expand the uh particularly.

But uh I'm adding 13 acre here uh so that they can actually um kind of.

From a rural to uh I don't know, I don't know I don't know what the I mean even 50,000 is not a large community.

Well, I just know when we put the hospital in, we when we looked at the demographics, we included over ten and you know, we were down in those areas too for it.

Oh scenically, they're gonna call it they were gonna call it Mesquite Regional and stuff like that, but they wanted to include every place, that's why that makes them demographics.

So you get maybe over 10 and so whether when they look at that hospital and they're looking at the numbers you use things the surrounding areas.

How do you envision marketing this?

Or how do you envision you know what do you mean by marketing?

Well, how do we market they come and they're here?

Yeah, reaching out to developers to I mean NRC has expressed an interest in the multi-family area and all that, but yeah, but uh right now the RFP and the custom proposal area uh when they actually do that, they need to do the marketing.

And and and the before that fees of uh fiscal impact on LECs up and yeah, that's what they would do.

I'm just saying the city, this is all city building land.

Uh you know, we reach out is there anybody that would reach out here and do who's who's who does that?

Yeah, I a request for proposal is exactly that.

And Martin does a lot of people call the city, they call a lot of the real estate agents and we let them know what we have and so it's it's a lot of people.

Well what we're doing now is uh we we have all this land and then we wait for people to come to us with ideas of how they might use that land.

Well, here we're saying here's why the how we would like the land to be used, who would like to build a bit on construction.

I think that's the right thing to do.

So this idea will be just idea, and uh it'll not be uh adopted and uh to the city council city council will review um and then uh we're gonna put it on the uh RIP and then uh we're gonna review what they're gonna propose.

But uh that's gotta be the on the basis of these, so there may be some changes, but uh uh there's gonna be such kind of yeah.

The the cemetery that's there is that area that's not income yeah, it is outside.

So is all of that area there designated for just expansion of the cemetery?

So it's I I mean it's just not covered or it's not outlined in anything.

Is uh do we know is that is that intended to just be for that whole Arabia side.

And this this is the retention area.

I certainly like the idea of having orthopedic services close to the sports and event complex.

This is just a guide concept, so we will see what they want to propose.

Um if somebody comes in and they really have a healthy uh the the company and they wanna build the water park, they may change the entire uh graphic controls.

And uh the this uh African who proposed the snowy river, if they are really the healthy enough, and they can actually apply for this one too.

And then they can go for the uh go for building that uh the water park and those stuff.

So it's open to everyone, but uh not in a way just the kind of uh drawing wherever they want to draw is uh relatedly compact and organized like the RP park is an existing RP park?

And then at some point that uh I don't know who did it, but uh bandon did.

So the whole 500 acres Simon?

Including the down south is some about uh 800, 1000 acres.

All the PUD and then somebody in it fell apart, and that's right.

Wasn't that that big park that they're kind of big sports park and complex falls?

Yeah, Desert Falls.

That's what started it in 2007, is um Mark Furman came in with AC Green to buy it.

They put it in escrow, they had a development agreement with the city, and they couldn't get funding after they put 40 or 50,000 down in Hesper.

They couldn't get funding, and so then um they can't their development agreement came out and they didn't renew it.

So they're the ones who it started it as changed it to Desert Falls, that it was gonna be the Desert Falls Park, and it was a multi-use with hotels and baseball, um all these athletic builds up there as well, and then that then that's all through, but the name Desert Falls is the old stuff that desert falls being.

There's a shrimp shrimp complex, uh, what I mean, shrimp farm, and we've had tons of stuff, best mattress.

So there's been so many people coming, their feet weren't held fire, and we put money into them and they lose rent.

Yeah, it was renting.

And a lot of stuff out in that area.

I think to uh to Rick's point, I mean if I mean after the city council looks at this and they they decide with whatever modifications they're gonna make that they they like this.

This it this does seem to be a marketable thing to to say, hey, we've got this land, here's what we want on the land, come make your proposals for for how to make it happen.

That's kind of how we roamed the city before, you know, when we when we purchased this, you know, the north side over there.

Just you know, have the master plan in place, which helps a lot because if you don't, then it just it ends up willing-nilly.

You get prime X in the middle of the residential.

And I remember we had a bunch of city planners from Las Vegas come up one time and we drove around with them and they were impressed that you know, for the north side, this is probably like 15 years ago, maybe longer, that that the proposed roads that we had the roads wide enough, you know, for a city that's growing, but they were they said, gosh, you know, in Vegas and like St.

There is my so uh we uh originally actually I informed the city council uh at the last budget session uh that uh we're gonna uh master plan community is gonna actually uh review this area. Uh and then uh we also talked at the city council meeting a couple of times, but uh when I was bringing these issues to the master plan committee, uh Master Cup Master Plan Committee actually chose another location, so that's why we missed this location. But uh we have another chance to review this one uh because recently we have uh uh some interest uh in this uh 500-acre city-owned property, and this is one of those uh uh the uh idea uh they proposed and uh uh it includes workforce housing apartments and gold coasts, event center, snowy river village, casino, snow river large, and outbreak adventure and hotels. So it includes uh water park in it and all those. Uh idea is really uh interesting, but uh the process itself is not actually following the uh the traditional uh planning process. It's just uh uh drafty, and then uh they uh didn't show us uh uh the healthy uh fiscal uh plan. So uh the step had concerns and uh some of other people also uh expressed their concerns and uh that's why we are here uh to discuss about this area. Uh the subject area is uh 500 acre uh within the red dotted uh area uh and uh this is the current zoning. So uh to the east is uh CR2 commercial and most of the area currently is uh uh parks and recreation except uh multi-family uh areas in the brown uh in the the bottom middle area. Okay, oh okay, all right. Yeah. It's gonna explain it better. Okay. Yeah, yeah. So uh the to the west, there are natural uh federal land exists, and then uh to the northwest, Muski Regional Sports and Event Complex. So when we have uh sports and event complex, it is better to have a hotel nearby. So I initially uh zoned the hotel right there. And uh to the south is a parks and resorts. Uh it is because currently it is uh uh uh parks and recreation uh area uh and I thought it was a good location for that. And then workforce housing down south is also uh multi multi-family zoned, and then uh innovation and research area uh bottom south is because it is uh neighboring to the Musky Technology and Commerce Center. So to support that commerce center, uh innovation and research area would be uh quite uh reasonable, I believe. Um and then uh to the north there are single family residential area. multi multifamily zone and then uh innovation and research area uh button south is because it is uh neighboring to the musket technology and commerce center so to support that uh commerce center uh innovation and research area would be uh quite uh reasonable I believe um and then uh to the north there are single family residential area uh so I thought multifamily zone would be a great buffer uh in between the mixed use and uh other areas and then uh there are commercial areas uh the uh at the intersection of Hardy and Falcon Edge uh and because of there uh that uh commercial location existing commercial areas are not quite feasible because uh uh it does not actually we have uh too many uh commercial areas designated right there so I initially designated mixed use so first floor commercial and second and uh maybe second and third floor uh residential uh or uh office and then uh there need uh uh the hospital expansion area so I initially uh added 13 acre hospital uh zone and then education area next to the hospital would be the uh research area or office area supporting the hospital area so this is my proposed concept uh by the by all means this is not the final uh the the graphic and uh I I gave you those uh uh the pictures yeah of the area so uh you want to draw around that area and if you have any recommendations for that area uh you can uh write it and then uh give it to me so that I can incorporate it later. Simon yeah could I'm sorry could you just explain a little bit more about the mixed use area what you're in yeah yeah I I'll get there okay so uh mixed use area is about 61 acre hospital expansion area 13 acre and education area 26 acre uh multifamily zone uh 71 acre hotel zone about 20 acre house and resorts about one 160 acre and workforce housing about 80 acre and then innovation and research area about 49 acres um and this is the uh the use standards I thought about so uh hotel uh the hotel uh the users need to cluster near near the views and add event spaces and add a small equation oriented commercial nodes uh because it is uh right next to the multi uh flex uh the sports event center so uh sports clinic cafe pro shop child care would be the reasonable and conference facilities if it is feasible and consider shared parking strategies for that area because uh we have been doing a lot of special events there and shared parking would be quite appropriate and the parks and uh uh resorts uh that should include the uh green spines and then links natural dunes to the hospital commercial side but uh uh I'm not excluding uh those parks and water features or water park and trails uh all there and uh workforce housing areas and uh uh these need to be the not just the workforce housing it is it's this gotta be the mixture of uh flex leave work units and mid-density apartments and then strong pedestrian and bike connections to the work and uh that area and that need to uh have a grocery and gym and uh restaurants within that area so that uh it can be functioned as one independent uh kind of village uh location and innovation research down south would be the uh public private innovation hub and the multifamily zone uh is a low rise medium density housing uh towns courtyard apartments or uh duplex uh triplex clusters landscape purpose be adopted and mixed to use area uh it is a medical medical adjacent uses uh medical office and short term stay housing for visiting families so this is a commercial area so short term stay housing is not a problem and particular mixed use uh shall include uh again uh ground floor uh floor retail service uh or of office and residential vote and uh transit supportive density if possible and education components next to the hospital is uh uh satellite training center medical or uh tech education facility and street network need to be connected with each other and additional consideration would be the community center branch library cultural facilities or uh public services stations emergency stations uh fire um uh police or those stuff so proposed zoning is like this uh CR2 mixed use to the east and And additional consideration would be the community center, branch library, cultural facilities or public services stations, emergency stations, fire, police, or those stuff. So proposed zoning is like this. CR2 mixed use to the east and MF2, PR, PB1, PB2, and then MF4, and then CRH next to the hospital. And then future schedule would be after having discussion here, we're gonna go to the city council for their ideas and maybe approval, and then we're gonna uh post it out there so as uh requestable proposer uh so that uh uh people can uh apply for the each location or for the entire location if they are uh financially healthy.
