I um administrative items on 3.1 first Friday update, Judy.

Thank you, Judy.

Judy Cole White, and I am the director for First Friday, First Friday, Mesquite First Friday, um family art walk.

That's a lot, and um representing impact, of course.

And we're just here to update on First Friday and how we're progressing.

And our um first Friday in April, we had 39 vendors signed up, but I think only about 34.

Some of them didn't show up.

So we had a lot more than we've had in the past, and we had a lot more uh public participation visitors, and it really went very well.

The weather was great for a change.

We didn't have a lot of wind, so which we're probably gonna get some this week, but then by May 1st, it should be okay.

So May 1st will be our last one of this season, and it's um scheduled from of course four to seven, and um we have right now we have 26 vendors signed up, but we're still a week away from their deadline, so hoping to get just as many.

We probably won't get all of them because of the um city May Festival going on also.

So anyway, but signups have been very good with the vendors and a lot of participation.

Um the museum will not be participating because they'll be at the May Festival also.

So what we're working on, we're going to start again in October, but we're going to move to Saturdays, and Saturday will be 11 to 2.

And they're still deciding on the name, but I think they pretty much come to the consensus of the mesquite second Saturday Art Festival.

And they would like to keep the second Saturday because it designates the day and it's makes it more repetitive.

So Judy, I have a question.

When you're doing the name of it, can we still get the family art and history walk in the title?

Instead of just an art fair festival or festival, an art festival, right?

Because this was originally designed as an art and history walk.

Okay, well, we can bring it up to the committee and because one of one of the things, mesquite first Friday Family Art Walk is a lot to put on any brochure.

And the same would be Mesquite Second Saturday Family Art Walk.

I mean, it's it's a lot, you know, and it always gets shortened down to First Friday.

So if you know, I think their their thought process was to keep the mesquite in there, and that it was an art festival.

So yeah.

Well, it kind of defeats one of the personality.

If you have suggestions, if you want to send them to me, then I'll bring them up to the committee and see what they want to do with it.

So this time we do have a uh a food truck, and it's it's a new uh food truck in town.

It's called Curbside Cravings, and his food looks really good.

He's gonna be at the rodeo, so if you want to go by and test him, see how good he has.

But he's really nice guy, and his food looks really good.

So that's a step forward, and that will that's a draw for people.

The women at the art gallery have been awesome.

They've provided food every they had Sloppy Joe's, they've had I can't even remember it.

But it was it was always very good.

So, and that was very welcome to be able to have the food there and drinks.

They've always had soft drinks too, so and uh oh, I forgot to mention Dave was our impact representative at the April, so um, but and we appreciate it, and his daughter was in with the vendors selling popcorn and cotton candy for the drama class to raise the funds for their program.

So that was kind of cool.

So anyway, um let's see, what else?

I think that probably pretty much covers that, other than the things that we're gonna need going in.

We're gonna have to, of course, have the logo will have to be changed.

Once we decide on a name, we can start on that.

And um we have uh we're gonna have to replace flags and signage and that type of thing.

So that will all be worked out hopefully during the summer, and we'll get sponsors to help cover the cost of that.

Um you still have some funds over at Morph as well.

Okay, yeah.

I still I had to do signage for this last week and buy more apron signs, so I do have a bill to come in.

All right, just to remind you.

I'm going like that's more, that's my impact.

That's our first Friday.

So Karen, did you want to suggest a name that Judy should take back to the committee?

No, my suggestion for uh uh well, I do I need to make a motion, but just basically I think from the committee here, the commission here, that somehow, some way if we can still get the fact that this is the arts and historic district into the titling, even though like I I being second Saturday as the coin name is awesome.

Second Saturday Art Festival is awesome, but on the posters on everything else, if we could at least have it in writing on there, we don't have to use it in all of the the slogans and things like that.

But this was originally designed as uh heart art and history um festival and walk, and also with the new 3D um travel grant coming in.

Um it's all about tourism.

So this is part of that tourism package that they are also looking at is we have this event and incorporating the art and the history together into a district that has already been established through City Council through MPAC and Morphs doing.

I think it's important that we keep that motivation going for the especially for this grant.

If you could just briefly describe that, that what we need to have in there and text it to me or email it to me, that would be appreciated, so that I can take that to the committee.

Okay, so but that's that would be basically the only thing that I could see, and I think we all agree that you know, a lot of work has gone into getting this started, and I hate to lose the purpose of it.

And I I know that the committee is excited about that, and they have discussed different ways that they could get a tour being on Saturday that they could get a tour going, maybe with either the scouts or one of the service groups, or the um mesquite um showgirls, even to to participate.

So and the mu the museum people, they used to do the walks all the time when Elspeth was there.

Yeah, yeah, Mary would help us with that.

I would think Mary would lead that.

I would think so too.

And I think that would be, you know, awesome for them too.

And I know we can't get into those buildings right now, but you can at least walk by them.

Since they did come up at City Council last week.

I had a question.

Did you say that they were second Saturday the hours were going to be 11 to 2?

I've done a lot of thought.

Uh they want to still fix the walkway that that goes down that way.

Were we were we still gonna have the uh the vegetable the farmers market?

Thinking about coming in October, but not now.

Yeah, she's not ready yet.

So she had to she still was getting her licensing.

I haven't talked to her for several weeks, but I'll talk to her again.

But she was because it's a car county, she had to do a lot more in the licensing than somebody that was local doing it.

So I can come up with um some ideas and present it to the council of of ways to um expand our yucca street.

Okay, and I think that that'll help with the uh the family, the family and the the history.

But I think that the art gallery has to limit it to 42 vendors, and then we have to move into the street, and they this last um uh first Friday, they actually blocked off the street for us, and which was a big help.

And but we're because we don't have the the lighting problem, I can see us expanding fairly rapidly.

Yeah, the way they're growing.

Very good, yes, yeah.

I do too.

The lighting was the big hold up, I think, on a lot of it.

So do we do we know anything about the opening of the amphitheater across the street?

You know, I just found out that the city owns that.

You you mean at the Levett building?

Yes, the city, he dedicated that all back to the city, and so I think if the park like that is a record uh the park and and that little amphitheater, and I think that if we can get the uh um the food um the gal that sells the foods and vegetables in that parking lot, and to expand over there seems like a logical.

That's another opportunity.

It's small, perfectly uh, you know, intimate.

I see poetry reading uh being very successful there.

And so do do then do we just go to Randy and the Parks and Rec and say, hey, we're ready to, you know.

But see what we'll need is we'll need a speaker system and you know, all of uh, you know, some kind of crew there to set up, you know.

But I believe they have electricity right there.

That what they have electricity right there, everything is right there, so it's just a matter of setting it.

Yeah, I would hope so.

But it's a matter of uh maybe purchasing spe, you know, purchasing the equipment, especially for that venue, you know, that works there well.

Yeah, and I guess it it'll be time to get Randy involved in that.

Yeah, it would be nice to see us expand there by October.

By October, yeah, that would be pretty easy for us to say Judy is you but Mitzi will be there with it and and I still think we need to uh think seriously about creating a setup and a teardown crew.

That's I think we need we need to have that very first before we get going with all of our big ideas, because that's that's the you know, where things are my thought is that because it is on Saturday that we can get the service groups to help us.

Oh with you know, and that will be what we're working on this this summer because that's a good idea because right now it's on Friday, and there everybody is in school or their activities right, so it's hard.

Okay, um, 3.2 consideration and request for proposals for mural for reliance building to add to the next Main Street grant.

Uh yep, that's me.

Um, after the last morph meeting, um junior asked me directly if we had any plans to do the mural for the reliance building.

And I said at this point we um hadn't gone any further with it, but that I would bring it back to the MPAC meeting because it was going to be the following week.

So I'm bringing it here.

Um if we want to go ahead and try and get some um request for proposals out there, the next main street grant will be like it was last year.

When was it due in December?

George.

I don't know.

Okay, it'll be by the end of the year, we'll have to have proposals done for um to put it through on the main street grant.

So this is what we're looking at.

Um, we know we might have some more boxes that have to be rewrapped for their grant as well, but Junior would like to see that reliance building done.

Um so when I said I'd bring it here, and I want to feel out what all of you are thinking about continuing on with the mural program and getting the mural done for the reliance building, and I open it up to the rest of the commission.

And and I'm all for it, and so who's gonna get who's gonna put out a request for proposal?

We've kind of already done that, haven't we?

No, not for the reliance building.

We have talked to um Christy and Christy would like to see something in relation to the progress of technology um through the the here in the valley, from like when the settlers first came in to where we're at today.

Um that's what she would like on the building.

Um, and what she believes reliance would like on the building.

Have we requested anybody to send us a proposal?

No, we haven't talked to anybody.

I mean, we know we have Miles here, we can request a proposal, um, but there's also some people that Liz had found up in St.

George and Washington.

George Gaulk, for the record, uh my understanding is that Miles has talked with Josh Teach and worked on a design.

I thought that was pretty far along.

I don't know that I've seen it, but that's what I thought too.

Because I I thought Miles was looking at the reliance building, and the other gentleman who works at ACE was looking at the ACE building.

Yeah, Ken, I've I've had uh I've stopped by there several times.

He's been in and out of the country and uh done other projects, and uh I keep badgering him but uh without much success.

So but I think that um Dave helped me with her name, the woman who owns ACE these days, Jessin uh Jess Lynn.

Okay, no, Jess her name's uh Jessica Meyerhoff, um I coach I coach her, one of her boys.

Um yeah, but I mean it's she's running the day-to-day operations, but I mean technically it's still Todd.

At one point she had offered a space on one of the ACE buildings and talked with Ken uh Kahler about coming up with the design, and Ken's just been they both have been swamped, so we probably should restart that conversation.

So I think that maybe a starting point would be, you know, Steve, you're really close with Miles.

If you can see if he can come up with like a rough drawing of something that we can take back to Morph, and then if um we agree to it here at MPAC, and he can give us somewhat of a price, then we can also I'll try and get hold.

I'll try and get hold of Liz to get the name of the lady that was up in Washington.

Um, I do know that we're her price range was in the 20 to 25,000 range.

We'll go to 3.3 thoughts and ideas for mesquite community fund grants.

And we start off with public comment.

George, I think you're gonna talk to us anyway, and you're public.

Well, I'm happy to answer any questions about the mesquite community mesquite region community fund.

It's not a foundation, but it is a fund.

Um that's that's the little card I handed out the grant uh the application deadline for this round, and there will be two rounds this year, uh, is June 15th.

And Mitzi, I know that Richard's already at work.

Um this is exciting.

Yeah.

Um and I would suggest that you could view an application, an MPAC application for the mural.

Or you got you've got I don't know how much money's in how much money is in this account, Marco in our substrate.

In what?

In which account?

Uh MPAC.

Um last statement I receive, we are at 2,530 and 69 cents.

That's less than I thought it was going to be, but anyway.

Um is there any way we can get an accounting where the monies have gone?

Because last time it was over three thousand.

But maybe we need to bring that up later.

Yeah, I can under commissioners report comments.

You want a list of the withdrawals and okay.

Yeah, yeah.

The the purpose of the fund is to support nonprofits and uh make grants for things here in town that added to the quality of life and the artistic base and so on.

So Georgia doesn't have to be for art.

It doesn't have to be for art, it can be not at all for anything that's going to benefit the public.

Yeah, we'll do operating funds for nonprofits, that which is unusual.

Um of the goals is to in create more charitable giving.

Um Adam Anderson has mentioned to me that the most popular um nonprofit in town is the uh St.

Jude's Hospital.

And certainly I don't want to take anything away from St.

Jude's, but I know that there's a fair amount of money in this community that could come in addition to what's being donated to St.

Jude's, and would be would help add to our artistic base.

I know uh the fire chief would like to put a new statue at the new fire station, so there's another opportunity coming up to do that sort of thing.

But I think there hasn't been a structure in town where someone who wanted to do a major project, for example, could use a mechanism like this community fund because we're with the the fund is managed by the community found Wyoming Community Foundation, and um community foundations their mantra is connecting to people who care with causes that matter, and we are fortunate to be able to use that mechanism because they will pool all the investments, which at this point is something like 235 million dollars.

The last report I got last week was the fund is returning 15.7 percent grows uh and just as an example of how this works.

Uh when my mother died in 2006, we took 20,000 and started a Galt family fund in the Wyoming Community Foundation.

And um last week we distributed 13,000 1,39 in grants from that fund, which now is $38,000.

So that's how it works.

You distribute four percent, you leave money in the fund, so it grows, and you we've made distributions of over a thousand dollars every year, and it's still growing the fund.

And George, we've I think we're moving along pretty good here.

Do you want to do you want to talk about real quick um the Wyoming fund, what it started with and where it's at now?

So people can get an idea that the mesquite fund um can be the same.

Um it started with about a million and a half.

It's now the first um statement we got.

We had added sixty thousand dollars, I think at least.

I don't remember.

No, I was talking about the the the entire the Wyoming fund.

So the with the origin of the Wyoming fund and just an example how the Mesquite Fund can grow like the Wyoming fund did.

Oh for those of you who don't know, my last job was managing I was the president of the Wyoming Community Foundation.

When I left it was 70 million dollars.

Now it's 200 and it's over 235.

235 was the last I looked at it.

So our little mesquite piece, therefore, has an opportunity to grow.

Yes, it will absolutely it's already grown, as you know.

Yes.

Wow.

Can we build a pollinator garden?

And you know, we can also do challenge grants.

You got a grant, you have a donor wants to double their money, come talk.

Um if there are events in town that are timely, um the pres current president says, you know, if there's something that you want to if the fund wants to make a uh wants to participate in or support it's timely, we can call and probably get something.

So it's not just rigidly in these grant things, it's really about the community.

Question um with those funds.

So say we got a we were applying for a grant with um Main Street, and the project was $20,000, and we are asking them for 10 because we would have 10 matching.

Would they be considered a matching grant if we got the money from the fund?

I didn't follow all of that.

Okay, so not all that like a lot of times Main Street grant and a lot of the grants like to see you have matching funds.

Right.

Okay.

Could the fund, the community fund be considered a matching fund matching fund?

Absolutely.

Okay, yeah.

So that might be and and the fund would like to to double its money too, so and increase its impact.

George, thank you.

Yeah, and uh I'd say you know, to you all you members, you know people who would like to have a an involvement and engagement here in the community and make a difference.

This is a way you can do it.

We can use that mechanism of the vast experience of that foundation making grants, handling money, you know, it becomes a fiduciary.

You know the money's gonna go, uh it's going to be a perpetual fund.

So and lots of people like to set things up in their name and make comment make that year after year annual distribution, and it goes on after the other their lives.

So you are a treasure, thank you.

I well, I'm going to submit to Judy what I stated and ask them to make sure that they incorporate the art and history into it.

Um I think with that committee, you know, it's better if they make their own decisions, but it's also good that they lit learn to listen to the guidance from who basically started this whole thing.

So I'm hoping and I'm hoping with you on the committee too, and Judy, that you know we you can talk to them when they go there.

So I will do that as soon as I can get into Marco's notes.

Occurred to me.

Uh one is that the um the folks who manage the fund have said to us if if someone comes in with the grant application in excess of ten thousand dollars, you need to call the foundation and talk that through.

We can do more than ten, but it's it'll be a special occasion and they'll have to work on it.

Um the other thing is that this remains a donor advised fund, uh, and it will be managed by a small committee at an advisory committee.

The way the there's a substantial body of law about how you handle this stuff, and um we can recommend, but we can't make a grant.

So this body or small committee can recommend to the foundation and their board makes the final decision.

So and I got something else I want to talk about when you're deprived.

Okay, Kaylin, I know it's a little bit early and you haven't been officially yet, but okay.

Just just to say that you're here.

You're you're here, you're here, and what we're expecting from you is ideas.

So never feel like you can't just come up with your ideas.

Okay, and just to go through um April 1st, the nominations opened, August 15th will be the nomination submission deadline.

Um September 1st, the finalists will be notified.

at the Mesquite Library, and on sub at our meeting on September 21st, uh, we'll name the poet laureate and the junior poet laureate for 2026 to 2028, and then October 13th at the city council meeting, there'll be a celebration.

So the um the committee who will choose the poet warrior is Vanessa Gebink, Karen Miss Kibbins, and Don Amundson.

Okay, um, that's that.

Um, Nevada Main Street.

I know the down payment was made for the statue.

So the statue is in progress of being molded now, and also the suffrage wrap.

We've sent half of the money to the artists there.

And that's all I have.

I got one more, but now I can't remember what it was.

Well, when you keep talking till you remember, it was when you were talking, I thought of something.

I have the updates on the fund.

So this year this there were a couple withdrawals.

There was $400 for the moving of the community piano.

There was $150 for the tuning of the community piano.

And I believe the committee had asked council to approve a thousand dollars.

So there's $450 of that that hasn't been used just in FYI.

There hasn't been any new deposit in into the art subtrust this year.

Oh, I know what it was.

I did go to city council meeting last week, and I did report, I gave them an update on everything.

And I had driven out to Wingate before I went there to see if there was any progress.

And if you remember correctly, we all approved the um uh the wind sculptures in that roundabout that's out at the end of Oasis Boulevard.

Um I went out, and one time I went out, there were just piles of dirt.

This time I went out, the dirt was all spread, and rock is laid down in a very decorative way.

So they are obviously prepping the ground and they're doing what they said they were gonna do and landscape that circle.

So it was and city council just looked like you're reporting back, you know, got one of those looks, but anyway, everybody was really happy that it's in the works.

You know, I love the Sheraton Sculpture Walk, George.

Oh, you're gonna comment.

Okay.

Yeah.

Um we first started working on sculptures, the Sheridan concept was what I had in mind.

And it it's very similar to what has occurred in Grand Junction, which has over 200 pieces of art on its main street.

And of course, Grand Junction actually has a main street.

Um it's quite a deal.

It's uh serpentined and walk-in stores, and it it's what you anticipate is a main street.

This um when when Brian Wurston and I created the arts commission, uh the Sheridan was my example, and I um called a friend of mine who set up the arts commission and sheridan, and he gave us all their paperwork and so on.

And um I said, you know, what tell me how you're how it works that you get these sculptures, and they're all up and down the main street.

And he said, Well, we subscribe to a website called CAFE.

CAFE stands for calls for entry.

And as I understand how that works, and it's a subscription website.

If if you had a location that you wanted to put something, you would join that website, describe this the location, what you're trying to do, and then they have thousands of members who are artists and are might be interested in your project, and they will send you back proposals back and forth, and there's a whole process they set up in the website of how you judge it, how you set up a committee to go through looking at what what you want to accomplish and what you like and don't like and so on.

Um that's been my kind of idea since we started Impact.

Um, we got the bike path.

We just don't have anything on it.

Uh, but we could we could join Cafe.

I think it was last I looked, it was 500 bucks, and somebody like Steve who's good knows how to get around digitally, could take a look at what the opportunities are with that and how we get into that.

And my friend in Sheridan said, and you can see that on the back side, a little on the back side of that brochure.

Sometimes you have an artist who simply wants to put a his or her sculpture or work out for the public, and my friend in Sheridan said they'll send it to us, pay for the freight, and we can leave it up, we can sell it, maybe if we don't sell it, then they want it back, we'll send it back.

So it can rotate.

Uh but the this for me, some of these pieces are things that grab me.

When I walk down that street, I've got to touch two of these.

One of them is not on there, but the one that's not on there is a draft three-quarter size draft horse pulling the reins, bridle coming off his ear.

And the title of it is a great escape.

The other one is in there, it's called The Boss.

It's a baby rhino sitting on his haunches.

You can't I can't walk by that store without touching that.

That's what I'm looking for.

Something that pulls you back.

It's like the fireman in fi in front of the firehouse.

It Jason told me last week, his office looks out on that.

He says every day, people stop.

Usually they touch his hands.

I think that's real interesting.

But that's I'd like to see or suggest or help get into that part of this art world.

I think we it would really add some depth to what we're already doing.

So that's my pitch.
