We're gonna get started.

0:14

Councilwoman Gallo, are you there?

0:16

Yes, I am.

0:18

Thank you.

0:18

So we have uh three council members here, so that gives us a quorum.

0:23

Um and we will start with our opening public comment.

0:30

Yep.

0:39

Plus Woolmay, thank you for the pancake breakfast.

0:42

Food was awesome.

0:43

Very good.

0:45

And as I told council woman fielding, I do not condone anybody that defaced her sign.

0:53

If you've got a problem with her, come to city council and address a face to face.

0:57

You don't destroy people's property.

0:59

That's totally uncalled for.

1:01

I hope they get caught.

1:02

Thank you.

1:03

Thanks, Mike.

1:04

Thanks, Mike.

1:08

Okay, seeing no one else come forward.

1:09

We're gonna go ahead and move on to item 2.1, the consent agenda.

1:13

And that's consideration of approval of the Tuesday, March 17th, 2026 redevelopment agency minutes and the Tuesday May 5th, 2026 redevelopment agency agenda.

1:25

Any public comment on the consent agenda?

1:28

Okay, seeing none.

1:29

Do I have a motion?

1:31

You were here quickly.

1:33

Make a motion.

1:34

Okay.

1:35

You want a second?

1:36

Thanks, committee chair.

1:37

I will make a motion to accept the consent agenda.

1:40

Okay, let's call for the vote.

1:42

I'll wait.

1:43

I'll second it and then we'll call for the vote.

1:47

Did you make it?

1:48

So who we haven't make it?

1:50

Did you make you made the motion?

1:52

Okay.

1:53

So uh Karen made the motion, Paul second, so we'll call for the vote.

1:59

Fail the night.

2:00

Galloway.

2:03

Okay.

2:04

Item three, uh, 3.1 requests for Travel Nevada 3D grant.

2:09

Um are you gonna present that, Becca or Amy, John?

2:15

I I can doesn't matter.

2:17

Do you want to talk about it?

2:19

I can start, and then if you want to fill in anything.

2:22

Um so as everyone knows the Mesquite Opportunities Regional Fund Morph was the recipient of the Travel Nevada 3D grant.

2:31

So the first part of it, um, the committee got together, um, came up with a tourism plan, um, which the plan outlined, expanding sports tourism and events, developing a walkable active downtown area, strengthen outdoor recreation offerings, build a cohesive destination brand, improve prove visitor experience and navigation, and establish uh strong collaboration and leadership structures.

2:55

Um, so with this, uh the city and Morph have been working together.

3:00

Um, and one of the proposed projects in that plan had been to revamp the welcome center.

3:08

Um, so with the grant uh structure, we're kind of looking at doing um having asking Travel Nevada grant the 3D grant to pay for the exterior facade improvements and the city being responsible for the interior um design of it.

3:26

Uh our contribution with that would look to be um approximately a hundred to two hundred thousand dollars.

3:32

Uh we haven't gotten quotes from that um as of yet, but it's kind of what we were thinking it would cost.

3:39

Um with looking at where we can come up with those funds, the RDA funds um would be consistent and allowable expenditures to do this.

3:50

Um so we are bringing it forward.

3:53

And I did talk to a had a contractor come look at it, and he thinks it'll be on the lower end of that.

Mesquite Redevelopment Agency Meeting – May 5, 2026

The Mesquite Redevelopment Agency (RDA) met on Tuesday, May 5, 2026, at 4:00 PM. The meeting included approval of the consent agenda and a key discussion on funding for the revamp of the Mesquite Welcome Center as part of the Travel Nevada 3-D Grant. The board unanimously approved committing up to $200,000 in RDA funds for interior renovations.

Consent Calendar

  • Approved the Tuesday, March 17, 2026 Redevelopment Agency Meeting Minutes and the Tuesday, May 5, 2026 Redevelopment Agency Meeting Agenda. (Motion by Karen, second by Paul, unanimous vote.)

Public Comments & Testimony

  • Mike expressed appreciation for the pancake breakfast and condemned the defacement of Councilwoman Fielding's campaign sign, urging individuals to address concerns directly at City Council.

Discussion Items

  • Request for Travel Nevada 3-D Grant (Item 3.1): Becca and John Rosen, representing the Mesquite Opportunities Regional Fund (MORPH), presented a proposal to use the Travel Nevada 3-D Grant to revamp the Mesquite Welcome Center. The grant would fund exterior facade improvements and tourist experience features (e.g., batting cages, putting greens, dog park), while the city would fund interior renovations. The estimated city contribution is $100,000–$200,000. The grant application is due May 8, 2026, with submission planned for May 7. The board discussed:
    • Lease status: The building is owned by NDOT/BLM; the city's lease expired in November 2025 but is expected to be renewed for a 10-year term, renewable.
    • Staffing: Grant funds would cover two staff members (one full-time, one part-time) for the first two years; ongoing operations would be funded by tourism revenue.
    • City's role: The city would maintain the interior and has existing landscape maintenance responsibilities.
    • MORPH's broader goals: Including business development navigation and partnerships with Nevada Grow.

Key Outcomes

  • Motion to Commit RDA Funds: Councilwoman Fielding moved to commit RDA funds not to exceed $200,000 for interior renovations of the Welcome Center. The motion was seconded and passed unanimously.
  • Next Steps: The city will proceed with the Travel Nevada grant application, with the city's commitment to fund the interior portion. The grant award decision is expected on June 10, 2026.
