All right, welcome everybody to the Tuesday, May 19th, 2026 technical review meeting for the city of Mesquite.

We're gonna start with opening public comment.

I'm I was just gonna get up and kind of give you a heads up on our dog problem.

So we've had this ongoing investigation with a local guy.

Um for a for a few months.

Um we knew we had a lot of dogs, but they were always inside the house.

We never could tell how many.

Um we've give me a minute.

It's gonna blow your mind.

And so we we've been working on this case for quite a while, trying to get a warrant, trying to get our PC together so we could get inside the house.

We just haven't had it because we couldn't see inside, right?

Curt age and laws and whatever restrictions.

Anyway, he got evicted from his home, goes into a motor home.

We see him passing quite a few dogs into this motor home.

We don't know exactly how many, but where he's saying I'm I've I'm he said that he was going to a sanctuary and going to take these dogs out of state, and you know, he was taking them somewhere, and we were like, okay, well, if you're doing that, then we we can probably you know facilitate that.

And we were looking and they looked at the dogs, they were energetic, they were dirty, but they were energetic and didn't seem unhealthy or anything at the time.

Well, last week we ended up having to interject ourselves because they'd become another problem inside town.

They've been over in Arizona, Arizona said, told them that if they left Arizona and came back to Mesquite, they wouldn't do anything.

That was that was the rumor.

Don't know that from that don't know that one for gospel.

But county tried to get involved because they were up Line Kiln.

Um we didn't get that wasn't that wasn't effective either.

They ended up at Walmart.

So when we originally removed the dogs from the from the motor home, we um removed 77.

So that was Thursday, I think, right?

Friday.

Yeah, they'd hit a rock over to Walmart, and there's a little problem anyway.

We removed 77.

The following night, one of them had puppies, had four puppies, so we were up to 81.

Um, we took those dogs um to the one of the vets.

The vet hasn't has since evaluated some of them and gave us the necessary information that we needed to go to elevate our crime to charge it a different class.

So we go back, we find that we had we ended up finding the guy again today, and I don't know where he had the other 30 dogs, but he had another 30 dogs in his motorhome today.

So currently I'm up to 114 in the pound um that were housing relevant to this case.

So it's been ongoing.

It's just it's one of those things like you know, invasion of privacy.

We can't just run inside and get the PC we need all the time.

So it's been kind of an ongoing thing, and finally it's a it's got to the point where we have the ability to take care of it and we're gonna get it done.

But we're gonna have a little bit of a problem with holding 114 dogs until the case um till they're not evidence.

It takes a per it takes a particular amount of time that to go through the court or whatever.

We can work, we'll work with the courts, we'll figure something out.

But it's gonna be a it's gonna be a problem for a minute.

And we're but we're working through it.

We've had a lot of requests, a lot of information.

We're trying to do as many press releases as we can.

All this stuff's already out that I'm telling you.

Um, but I just wanted to look at you guys and tell you what was going on.

First of all, I just want to say thank you.

Um I want to thank Joe Mesillas, Walter Esteban Silvano, and Alex to watch them running around the Walmart parking lot trying, and you'd get they'd get just close enough to the dog and it would take off.

They were running in and out of cars all over the parking lot in a hundred degree temperature.

So I gotta I gotta give kudos to what they're doing.

Um that I have inside.

Oh, and I to your point, all you had to do was walk up to this mobile home, and you could smell that there were dogs in there.

There, it's you know, it's just it's just a mess.

I will stop from revealing anything else because this is up to you.

Um, but we do know most of them are inbred um because they're all living together and none of them have been fixed.

So you guys, I I don't envy anything that you all have to do going forward with this.

But the one thing I do want to say is we're getting a lot, I'm getting a lot of texts and a lot of emails from people saying, oh, you know, we'll bring some stuff by, they want to bring food, they want to bring blankets.

We don't need food because they're gonna be on a certain diet and they gotta be on the same diet, or there'll be there'll be more problems, intestinal problems.

Um, and I know that yourself and Joe, I believe, are working with Dr.

Brown at Virgin Valley Vet right now to set up an account.

So if you really want to help, that would be the best way because they all have to be um we'd actually prefer.

We've um gone through the city, and Bryce has helped us set up an online account so people can donate there.

We'd probably we would prefer that rather than going through someone's perfect because um we don't know where we're gonna end up in the end, and so we don't want to go um, and I don't think Dr.

Brown probably can accept a lot of donations without showing his income.

That kind of so there's a problem there.

Perfect.

So we we've we've got a QR code.

I believe it's probably attached to our Facebook by now by the time I got here.

I would imagine it's already up.

Fantastic.

And so we got a link there where people can pay online or uh donate online.

But yeah, monetary um is gonna be a big thing.

So we average about 400 for spade neuter on a dog, and with a hundred dogs, everybody could do that math.

Plus shots.

That's 40 grand.

Shots.

Yeah, we're roughly 400 per dog.

So um, and we don't have we don't have that budgeted.

I mean, that's not something we normally have, right?

Awesome.

That's great that you're we're gonna do a lot there.

Um, I I the I I don't have anything else to say, but thank you so much because the sound walking down that hallway with all those dogs barking, and they all look alike.

I don't know how they could tell them.

It took the guys, I don't know how long just to figure out male, female, male, female, pregnant, not pregnant.

Yeah, I mean it's glad our remodel was done.

Yeah, except that they're in not in the remodel part, right?

Oh, yeah.

Could you imagine if the the construction was a good one?

We've been still still in construction, this would have been a lot worse.

I want to just want to thank you all again, and thanks certainly to animal control because feeding cleaning, feeding, cleaning, watering, feeding, cleaning.

That's all they do all day.

Tracy, we're gonna need to put something on next week's agenda for budget.

Um Bryce and we don't have to, or are you gonna need an additional?

I know it's right at the end of the fiscal year.

We need to do that.

Yeah, uh I'm we'll move around what we can, and then if we have to, you know, I believe um, I believe there's gonna be a pretty good outcry of help.

I mean, it's it's our people have been walking into the shelter all day.

So I'm hoping that what making it easier where they can do it online will even will help us out even more.

But 40 grand is a big number to hit, right?

And so um, I'm hoping that you know, peep people care about dogs and cats, and they love they love them, and so I I believe we'll be fine.

Um, but if not, then we'll my my my department will make it work.

You still make it work.

Well, you still have two meetings in June also before the end of the fiscal year.

Yeah, so keep that in mind.

Let's make sure that we get this taken care of before the end of the fiscal year.

Yeah, we we'll we'll keep on top of it.

And the good news is the bagpie player is not getting carpal tunneled surgery, so we don't have a recording, we have a live person.

Before I say the next part of this, I want everybody up there that's gonna be involved in this comment to understand this is not criticism in a negative way.

I know that it's easy to make a mistake when you're doing a meeting by following Robert's rules and things like that.

Last council meeting, there was a little hiccup in there that turned into a big mess, and it shouldn't have happened.

I know mistakes are made because I have to live by it in two meetings every month, and I mess up is more than anybody else.

But whenever a mistake's made and somebody says a point of order, even though we can't hear it, we can read their lips.

You can always stop and say, Whoops, I made a mistake back up, and it's fine.

But we can't, I mean, we got all nothing but negative press.

Nothing.

I get so tired to listen to my kids call up and say, Well, what's the drama in Mesquite now?

And then sorry, Kevin, but Kevin and Bill standing up there red faced arguing about stuff.

We can't let that happen.
