Mesquite Redevelopment Agency Meeting - June 16, 2026
The Mesquite Redevelopment Agency met on June 16, 2026 at 3:00 PM. The board approved a consent agenda and a grant request for apartment renovations. A board member raised concerns about deteriorating signs at a strip mall, and staff agreed to investigate.
Consent Calendar
- Unanimously approved the June 2, 2026 meeting minutes and the June 16, 2026 agenda.
Discussion Items
- Item 3.1 – RDA Grant for 92 W. Mesquite Blvd.: The board considered a request for $97,173.26 from 92 W. Mesquite Blvd., LLC (Desert Bloom Apartments) to renovate 20 of 22 apartment units. Staff noted that two units had already been renovated privately and that the requested amount was the remainder of the parcel's maximum grant after an earlier sign grant. Board members expressed support, citing the property's proximity to City Hall and improved appearance. Councilwoman Fielding confirmed with staff that no renovations had been started prior to approval except demolition, which was not covered by RDA funds.
- Board member inquiry: Councilwoman Olness asked if RDA funds could be used to remove obsolete signs at a strip mall on Hafen Lane and Riverside. The board chair noted the topic was not on the agenda but staff agreed to look into the issue.
Key Outcomes
- Approved: Motion to approve the $97,173.26 grant passed unanimously. The grant is for renovation of 20 units (not 22) at 92 W. Mesquite Blvd.
- Staff directive: Martine was asked to verify that no work had started on the 20 units prior to approval; she confirmed she would follow up. Additionally, staff will investigate removal of signs at Hafen Lane and Riverside.
Meeting Transcript
Good afternoon again, everybody, and welcome to the Tuesday, June 16th. Uh Mesquite Redevelopment Agency meeting. We're gonna go on three o'clock. It we'll start with opening public comment. Okay, seeing none, we'll move on to item two, the consent agenda 2.1 consideration of approval of the Tuesday, June 2nd, 2026 redevelopment agency meeting minutes and the Tuesday, June 16th, 2026 redevelopment agency meeting agenda. Do you have any uh public comment on the consent agenda? Okay, do I have a motion on the consent agenda? Councilwoman Fielding. Thank you, Mayor. I will make a motion to I'm sorry, Chair. Yeah. He still to approve the consent agenda. Okay, councilwoman Gellow. Second, I'll second it. Okay, call for the vote. And Galloway. Okay, motion passes. Item 3.1 consideration and approval of $97,173.26 cents. RDA grant request from 92 West Musquite Boulevard LLC for the renovation of 22 apartments. How complex is this? Thank you, board chair. Um so that building is just right down the street. It it was um Lenora properties at one point, it's changed names a couple times. Now it's Desert Bloom. And uh the owner has requested funds for the sign, which which was granted in an RDA board meeting. So the the uh if you take 99,990 and you subtract what was given for the sign, this is what is left over for the total of the the full grant amount that the parcel can get. So they went ahead. There's they're in the front building, there's 22 units. They went ahead and renovated two of them. And can you do the next one? So that just kind of gives you an idea of what they've done. They're gonna try to make the units look very nice. Um that building has had a lot of renovations, but they're doing even more, and it's gonna look really nice from the the photos that they've given us. Um they're gonna go ahead and do the tenant improvements on 20 of the 22 units. Did you have any questions? Any questions from the board? What's your recommendation? I recommend that we go ahead and do it because it's very near City Hall, and anything that can be done to improve property so close to us on the boulevard, I recommend that we go ahead and approve it. Councilwoman or board member Fielding. Thank you, board chair. Um, Martine and I had a conversation earlier today, and with these being renovated and the boulevard, I think that this is actually advantageous for us to do. Um, secondly, Martine said if this is approved today, she will go over there personally to make sure that none of the renovations for the 20 units have been started because one of the RDA requests is that you get the bids, you turn in the bids, you get approved, then you start. Um I've seen a lot of work going on over there, so I want to make sure that we just follow suit that they didn't start anything. We did talk about that. Yes, they have already demoed those units, which is not included in the RDA. So that could be why there's so many cars and everything over there now, and they have their dumpsters, is because they were just um removing everything so they could build it back up. Correct? Correct. Thank you. And you'll follow through with going on with the all right, thank you.
