Uh for the record, I'm Kenny Huff from General Manager Eagles Landing here in Mesquite.

Uh recently we had our sixth annual first responders tournament on June 13th.

Um had a good tournament, had 17 teams.

Uh great presentation of the colors and singing of the national anthem by Shay Whipple.

And the highlight was uh Mercy Air flying over right at the very end of the national anthem.

It was really cool.

Um I want to thank our mega sponsors, Conestoga Golf Club, Cardio Miracle, Casablanca, Jim Frump and Beltron Construction, and of course the City of Mesquite.

Um we had some mini donors or sponsors, uh Southwest Gas, Crown, Anytime Towing, Mad Landscaping, Reliance Connects, Grease Monkey, Wendy's, and Karen Fielding.

We had a little, I wouldn't know if it was friendly, but a competition between the police department and then the fire department and uh the uh police edged out the fire and search and rescue by three strokes.

So that's two years in a row for the police.

So fire department's got to step it up next year.

So it is my honor to present a check for 9,250 to each department.

I'm Jay Gardner, and uh I said a couple things I wanted to kind of present to you folks is uh the first one is we've been noticing that uh a lot of the developments in town are uh taking down the hills quite a bit.

Uh and one I'm thinking of in particular is uh outside of my neighborhood, and they're I find out that they're calling it uh majestic hills.

Mesquite City Council Regular Meeting – July 28, 2026

The Mesquite City Council met on Tuesday, July 28, 2026, at 5:00 PM in the City Council Chambers. Discussion Items

Bicycle and Micromobility Ordinance (B26-006): Discussion centered on mandatory helmet requirements for adults and the fine structure. Council members expressed varied views: Councilwoman Fielding and Gallow opposed mandatory helmets for adults; Councilman Ennis was indifferent; Chief Fields noted that helmets are already required for motorcycles over 50cc. The council amended the ordinance to require helmets only for those under 18, and set fines at $25 (first violation), $50 (second), and $150 (third). The ordinance was adopted.
Short-Term Rental Conditional Use Permits (CUP-25-007, -008, -010, CUP-26-008, -009): Five permits were considered. Each required a local contact and compliance with city code. Staff recommended approval for all, noting that they meet criteria. Public commenters repeatedly asked for better enforcement and density limits. Councilman Parrish stressed the need for local contact information before approval. Councilman Ennis argued that all criteria should be met prior to the CUP vote. Votes:
- CUP-25-007 (460 Cholla Way): Approved with a requirement for a solid wall. (Councilwoman Gallow voted no.)
- CUP-25-008 (80 Sage Way): Approved. (Councilwoman Gallow abstained initially but later voted yes.)

- CUP-26-009 (160 Quail Run): Tabled due to a civil dispute between co-owners, with council not wanting to become involved in the lawsuit.
Tentative Map TM 26-003 (Sierra Ridge Phase 2): Applicant presented a plan to create 35 single-family lots on the interior of an existing subdivision. Residents raised concerns about the adjacent wash, erosion, and building compatibility. The council approved the map with the condition that the wash issue be addressed by the city engineer separately. (Vote: 4-1? Not specified, but passed.)
Deputy City Attorney Salary Increase (5%): City Manager Rebecca recommended a 5% raise for Deputy City Attorney Kyle Wait. Councilwoman Fielding expressed concern about fairness given ongoing MPOA negotiations. The raise was approved.
Iron Cactus Sculpture Locations: Four proposed sites were discussed: the pickleball courts (near the rec center), the justice center, the cemetery, and the welcome center.
