Good afternoon, everyone.

0:02

Welcome to the Tuesday, August 4th, 2026 technical review meeting.

0:06

It's 2 31.

0:07

We're going to get going with opening public comment.

0:25

Oh no, you're good.

0:26

Come on up.

0:28

Nick Alphonsetti, Mesquite, Mayor, Council.

0:33

First off, Travis, I want to thank him for uh stepping in and taking care of what had to be taken care of just over the weekend.

0:42

Uh with all the signs being popped up and that.

0:46

Uh you know, I guess some people just don't know what our ordinances are here, even though Clark County has their own ordinances.

0:54

So I think we sent a message to uh Mr.

0:58

Beaumont.

0:59

So uh that's number one.

1:02

Uh I guess is there gonna be comments on what's being in the workshop today?

1:09

Um well there'll be a public comment on the workshop in general.

1:12

Okay, so yeah.

1:15

Thank you very much for your time.

1:16

Okay, thanks, Nick.

1:19

Okay, seeing no one else come forward, go ahead and move on to number two, our work session.

1:24

Um have anything to add?

1:27

Subtract.

1:30

Okay, no.

1:31

Now, Nick, we're having public comment on the work session.

1:46

Mr.

1:46

Mayor, City Council, John Rosen.

1:49

Um the agenda has an item on it, item 5.4, which is an application for conditional use permit for a short-term rental.

2:03

I just wanted to make you aware that the master plan committee uh met yesterday to discuss uh a proposal that I had submitted.

2:12

The discussion was long, it was healthy, it was fruitful, uh, but we did not get far enough to actually reach a conclusion as to what kind of a recommendation, if any, we would present to the city council.

2:27

Uh we left with uh an action item for all of us to do additional research and meet and discuss it again at our next meeting.

2:35

Uh I'm bringing this to your attention because if the proposal that uh that I'm working on is accepted, it would have an impact on that particular item.

2:46

So I'm just uh suggesting to you that you might want to table that item uh pending the uh the outcome of our our decision.

2:54

I'm fairly confident that our decision one way or another will be made at the next faster plan committee.

2:59

Thank you.

3:00

Thanks, John.

3:16

I I'd even wear a helmet.

3:18

Nick Alfonsetti, uh Mesquite, Mayor, Council.

3:22

Uh on the short-term rental, the one that's coming up.

3:26

Uh I'd like to make a comment on that.

3:29

I understand that uh since the person had filed before the mandate or the uh uh what do you call it or the moratorium?

3:38

Moratorium, thank you.

3:39

Uh before the moratorium, uh they kind of got the impression that they would fall into everything that was before the changes in the ordinances.

3:50

Um that kind of reminds me of uh getting a coupon.

3:55

And just because you didn't cash in the coupon, you didn't fulfill the coupon.

3:59

You think you're still under the old coupon, even though it ran out of date and it's late.

4:06

So I just say uh consider it that way that they would apply and in the application since it wasn't signed from what I understand.

4:15

Uh now let's complete it thoroughly and fall into the new code.

4:21

Thank you.

4:22

Thanks, Nick.

4:31

Okay, seeing no one else come forward.

4:33

Um it must have been way too long.

4:38

Do we need to have a vote to accept the uh yeah?

4:40

So we'll put final public comment.

4:45

Seeing none, this meeting is adjourned.

Summary of Proceedings

Mesquite City Council Technical Review Meeting – August 4, 2026

The Mesquite City Council convened a Technical Review Meeting on Tuesday, August 4, 2026 at 2:30 PM. The agenda included a consent agenda, a presentation by Rise Development Group, several administrative items (tentative maps, conditional use permits, and a housing committee), and public comments. However, the meeting was brief and concluded without substantive discussion or action on any of the listed items beyond two public comments related to a short-term rental conditional use permit (Item 5.4).

Public Comments & Testimony

  • Nick Alphonsetti (resident/council member?) spoke during opening public comment to thank Councilman Travis for addressing unauthorized signage over the weekend, stating that a message was sent to "Mr. Beaumont" regarding ordinance violations.
  • John Rosen addressed the council during the work session public comment on Item 5.4 (Conditional Use Permit CUP-26-010 for a short-term vacation rental at 665 Palos Verdes Drive). He reported that the Master Plan Committee had met the previous day to discuss his proposal; the discussion was productive but inconclusive, and the committee will continue research at its next meeting. Rosen requested that the council table Item 5.4 pending the committee's recommendation, as his proposal could affect the permit.
  • Nick Alphonsetti then commented on Item 5.4, arguing that the applicant had filed before a moratorium but likely did not have a signed application; he analogized this to an expired coupon and suggested the application should be considered under the new code.

Discussion Items

  • No formal discussion by council members was recorded. The mayor acknowledged John Rosen's request to table Item 5.4 but did not take a vote. The mayor later asked if a vote was needed to "accept the work session," but the meeting proceeded directly to final public comment.

Key Outcomes

  • No motions, votes, or decisions were made. The consent agenda (approval of June 23, 2026 minutes and August 11, 2026 agenda) was not approved. No action was taken on the Rise Development presentation, tentative maps (TM-26-005 and TM-26-006), conditional use permits (CUP-26-011 and CUP-26-010), or the proposed housing committee. The meeting adjourned without any substantive resolutions.
