All right.

0:02

Welcome to the Tuesday, October 6th, 2026 for the City of Mesquite.

0:09

We're gonna start off with opening public comment.

Unassigned speaker

0:19

Hi,

Speaker 2

0:19

Bob Mazar, Mesquite resident.

0:22

I'd like to apologize for jumping the gun, but you guys all look so much alike.

0:30

It's hard to have a discussion within the confines of tech review.

0:35

So again, I'm gonna ask Adam to keep me there.

0:38

Um I'm here to request that the council add an item um to a city council agenda, either the upcoming agenda or some future agenda.

0:48

Um and that would be something akin to a discussion of and possible action to direct the city manager to research and prepare a draft ordinance to create a civilian police review board pursuant to Nevada revised statutes section 289.380.

1:06

Um the purpose of this request is to allow the city council uh to publicly discuss and consider the possibility of creating a civilian review board um and then to give directions to staff following that discussion, should they should they choose.

1:26

Um why am I doing this?

1:29

Um at the last council meeting.

1:31

I mean it's more than one council meeting, but at the last council meeting in particular, um things kind of boiled over um pretty much and um and got a little bit heated.

1:42

Um not to single him out, but uh council member Ennis um gave us two comments that I focused in on.

1:50

Uh one was I don't know what to do.

1:52

Uh we bring this up all the time.

1:54

And the other was if we have a problem, let's go out and find a freaking solution to that problem instead of just complaining and griping about

Unassigned speaker

2:02

it.

Speaker 2

2:03

This is me not just complaining and griping about

Unassigned speaker

2:06

it.

Speaker 2

2:06

Um the only way we can have a public discussion of this is if it gets placed on the agenda somehow.

2:13

And so that's what I'm asking.

2:15

I'm asking that you guys do

Unassigned speaker

2:16

that.

Speaker 2

2:17

And this is not a recommendation to do it, this is a request to talk about doing

Unassigned speaker

2:22

it.

Speaker 1

2:23

Thank you, Bob.

Unassigned speaker

2:34

Good

Speaker 3

2:35

afternoon, Mayor, City Council members of the public.

2:37

I just want to remind everyone we'd love to see the community this Saturday at Fire Station 2 for our community pancake breakfast.

2:45

Uh, this comes to the conclusion of fire prevention week.

2:48

Want to recognize our prevention team for the work they've done.

2:52

They put on some small skits, spent quite a bit of time with our children, pre-K up to the second grade at Virgin Valley Elementary, JL Bowler.

3:01

This morning they were at Mesquite Christian Academy and the Lutheran Academy, uh teaching our children about fire safety.

3:07

The topic for this year is charge into fire safety, has to do with what we charge our electronics with and using them safely.

3:16

But appreciate that.

3:18

Appreciate um our community and uh hope to see them uh Saturday morning, uh 8 to 10 o'clock at fire station two.

3:28

Any questions?

Unassigned speaker

3:30

Thank

Speaker 3

3:30

you.

Speaker 1

3:30

Thanks, Chief Anderson.

Unassigned speaker

3:35

Okay,

Speaker 1

3:36

seeing no one else come forward, we will start our work session.

3:41

Um councilwoman Fielding, you had something to

Unassigned speaker

3:43

add.

Speaker 4

3:44

I do, thank you, Mayor.

3:46

Um, I would like like to add an item for consideration of the agreement between the city of Mesquite and the Virgin Valley Water District for the placement and maintenance of the artwork on the Virgin Valley Water District Freeway Tank.

Speaker 1

4:04

Councilwoman Galloway.

4:05

Well, no,

Unassigned speaker

4:05

I've got that.

Speaker 1

4:06

Oh I

Unassigned speaker

4:06

was going after that.

Speaker 1

4:08

Okay.

4:09

Um any questions from council on

Unassigned speaker

4:12

that.

Speaker 1

4:13

So basically what we just talked about in the RDA, correct?

4:16

The Miro on the water tank, just adding that to the agenda.

Speaker 4

4:21

The agreement.

Speaker 1

4:22

The MOU, right?

Mesquite Technical Review Meeting: Agenda Setting for October 27, 2026 – October 6, 2026

The City of Mesquite held a Technical Review meeting on October 6, 2026, primarily structured as a work session to set the agenda for the next regular City Council meeting (October 27, 2026). The session included public comments, a fire prevention week announcement, and council discussion on adding items to the upcoming agenda.

Public Comments & Testimony

  • Bob Mazar, a Mesquite resident, formally requested that the council place an item on a future agenda to discuss and possibly create a civilian police review board under Nevada Revised Statutes 289.380. He urged the council to publicly deliberate the idea rather than simply defer it, quoting prior council comments about needing solutions. He specified he was not recommending immediate adoption but a public discussion.
  • Chief Anderson of the Mesquite Fire Department announced the community pancake breakfast on Saturday, October 8, at Fire Station 2, concluding Fire Prevention Week. He highlighted the prevention team's educational programs at local schools, with the theme “Charge into Fire Safety.”

Discussion Items

  • Addition of a Civilian Police Review Board Discussion to a Future Agenda: Bob Mazar’s request prompted extensive council discussion. Councilman Innis expressed support for a study session, Councilman Parish suggested a 30-day delay to allow staff to prepare materials, and Councilman VanderWoude emphasized proper selection of a representative civilian body. Councilwoman Gallow proposed targeting the October 27 regular meeting for the discussion. Council agreed to place the civilian review board discussion on the October 27 (or subsequent) regular council agenda, with staff to prepare background material.
  • Addition of a Mural Agreement Item: Councilwoman Fielding moved to add an item for consideration of an agreement between the city and Virgin Valley Water District regarding placement and maintenance of artwork on the freeway tank (a mural). Councilwoman Galloway seconded. The motion was approved.
  • Housing Committee Applications: Councilman Parish noted that applications for the housing committee remain open through the end of October. The council decided to announce the open application period during staff comments at the next regular meeting, rather than adding a separate agenda item.

Key Outcomes

  • The council voted to add the civilian police review board discussion to the October 27, 2026 (or a subsequent) City Council agenda, with staff to assemble supporting material in advance.
  • The mural agreement with Virgin Valley Water District was added to the October 27 agenda via motion by Councilwoman Fielding and second by Councilwoman Galloway, which carried.
  • The housing committee application period will be publicized during staff comments at the next regular meeting; no formal agenda item was added.
  • The pancake breakfast announcement was acknowledged.
  • No action was taken on the Consent Agenda items (minutes, bills, resolution R26-028) during this work session; they were presumably deferred to the regular meeting.
