Good evening.

2:10

Tonight everybody is here for the first time regarding uh whatever violation you may have been cited for.

2:17

This is your first time here.

2:18

This is what they call it to be heard, or the or the uh first time you're here.

2:23

Um when your case is called, you're gonna come up to the podium, you're gonna state your name and your address.

2:29

The chair is gonna ask you whether you're guilty or not guilty.

2:33

What that means is whether at the time the violation was issued, whether the property was guilty or not guilty, not so much yourself, but the property.

2:41

If you plead guilty, the city will briefly uh through the assistant city attorney, uh explain to the board what's going on with your property.

2:50

The board will uh deliberate and determine how many days you need to come into compliance and a per diem uh fine if you don't come into compliance within the time provided.

3:00

If you don't come into compliance by the time provided, uh if you're a residential property, you can be fined up to 250 dollars per diem or a thousand dollars for non-residential commercial property, and if you're a repeat violator, it's five hundred dollars for residential and five up to five thousand for non-residential commercial.

3:20

If you don't if you run out of time to comply, up in this podium where you're gonna be standing, there is a piece of paper.

3:28

Please take it.

3:28

It it explains how you request additional time.

3:31

So for instance, if you have 20 days and it's day 18 and you're not gonna comply by the 20th day, you have to request an extension of time by the 18th.

3:42

If you request an extension of time before the 20th day comes and your 20 days don't expire, you don't your fines don't start running.

3:51

So that's very important, so your fines do not start to run.

3:54

So please take that paper after your case is is complete.

3:58

If you plead not guilty, the assistant city attorney will put on her case.

Miami-Dade Code Enforcement Board Meeting - March 11, 2026

The Miami-Dade County Code Enforcement Board convened on March 11, 2026, with a quorum present (Mr. John Caneil, Mr. Keon Williams, Ms. Yvonne Bayona, Mr. Rick Madon, Ms. Analfa Ramos, Mr. Javier Rodriguez; Mr. Juan Galan excused). The meeting addressed multiple code violation cases, including first-time hearings, abstentions, and absentee adjudications. The board heard public testimony, deliberated on each case, and imposed compliance deadlines and per diem fines.

Public Comments & Testimony

  • Andrew Bonsignor (homeowner, Buena Vista East Historic Board member) testified that many properties on the agenda have been neglected for nearly a decade, directly reducing neighborhood property values. He urged the board to ensure long-term compliance and preservation, noting that superficial fixes may mask ongoing decay. The chair advised persistence and communication with the city's historic preservation office.

Discussion Items

  • 490 Northwest 47th Street (City View mitigation): Attorney Paul Savage requested mitigation from a $433,750 lien to $2,500, citing recent purchase and rapid repairs. The board denied the mitigation, imposing a $10,000 fine (unanimous vote).
  • 44 Northeast 42nd Street: Respondent pleaded guilty to failure to maintain (windows boarded, needs painting). Inspector recommended 120 days; board imposed 120 days at $250 per diem.
  • 966 Northeast 80th Street: Owner Armand Gill pleaded guilty to fence without a permit. Inspector noted permit application in revision; board imposed 120 days at $150 per diem.
  • 1279 Northwest 29th Terrace: Attorney Hugo Benitez pleaded guilty to illegal units and work without permit; demolition permit obtained. Inspector recommended 120 days; board imposed 120 days at $250 per diem.
  • 163 Northeast 48th Street: Attorney Alex Wadibe pleaded guilty for facade and failure to register vacant structure in historic district. Inspector recommended 180 days; board imposed 180 days at $250 per diem.
  • 529 Northwest 46th Street: Abstention – property owners deceased, estate not opened; board continued case.
  • 1275 Northwest 55th Terrace: Representative Jorge Rojas pleaded guilty to failure to maintain exterior and overgrown lot. Inspector recommended 60 days; board imposed 60 days at $250 per diem.
  • 4400 Northeast First Avenue: Owner Robert Lemay pleaded guilty to boat in public view and need to paint. Inspector recommended 90 days; board imposed 90 days at $250 per diem.
  • 127 Northeast 11th Street: Attorney Mark Alliadoff pleaded guilty to operating a parking lot without a certificate of use (CU) or business tax receipt (BTR) since 2022. Board imposed 30 days at $500 per diem, with warning that extension is unlikely without progress.
  • 2810 Northwest 25th Avenue: Representative Melissa Garcia pleaded guilty for failure to maintain; permit inspections pending. Board imposed 120 days at $250 per diem.
  • 770 Northwest 55th Street: Pastor Salim Augustin pleaded guilty for failure to register vacant structure and exterior maintenance; demolition permit pending. Board imposed 120 days at $150 per diem.
  • 719 Northwest 79th Street: Tenant applied for CU/BTR; board imposed 120 days at $250 per diem.
  • Absentee cases (multiple): The board heard 15+ absentee cases with standard findings of guilt, 3 days to comply, and $250 per diem. Noteworthy: 3200 NW 3rd Ave (fence encroachment – neighbor testified), 8217 Biscayne Blvd (failure to register vacant), 1252 NW 33rd St (vacant lot debris), 1595 NW 60th St (fence dispute), 6955 NW 15th Ave (failure to register), 1513 NW 69th Terrace (outside storage), 437 NE 75th St (fence without COA in historic district), 453 NE 75th St (similar), 420 NW 45th St (overgrown lot), 2130 SW 27th St (illegal units), 232 NW 21st Terrace (walk-in cooler without permit), 151 NE 42nd St (facade), 1280 NW 60th St (parking lot striping), 6943 NW 15th Ave (complied), 1430 NW 59th St (debris and failure to register), 1700 SW 9th St (vacant, blighted, squatters reported), 3365 SW 37th Ave (failure to maintain lot).

Key Outcomes

  • Mitigation denied: $10,000 fine imposed on 490 NW 47th St (unanimous).
  • Guilty pleas: All pleaded guilty; board set compliance deadlines (30–180 days) with per diem fines ($150–$500).
  • Absentee rulings: Standard 3 days to comply, $250 per diem for each case.
  • Extension reminder: Board informed respondents of the process to request additional time before fines accrue.
  • Public input: Andrew Bonsignor’s testimony highlighted systemic neglect in Buena Vista East Historic District; board acknowledged and encouraged continued community engagement.
