The Miami-Dade County Safety and Health Committee met on May 13, 2025, at 11:00 a.m. (local time) in Commission Chambers. Chair Roberto J. Gonzalez presided. Commissioners present: Sen. René García, Marleine Bastien, Keon Hardemon. Commissioner Eileen Higgins was absent. The committee considered several resolutions and a special presentation, forwarding all items to the full County Commission with favorable recommendations.
Special Presentation
- Recognition of Deputy Joseph M. Vallejos: The committee presented a proclamation declaring May 13, 2025 as "Deputy Joseph M. Vallejos Day" in Miami-Dade County. Deputy Vallejos, a nine-year veteran of the Miami-Dade Sheriff's Office, was honored for his service and recovery from a January 8, 2025 accident. He has returned to light duty.

- Theophilus Williams (1391 NW 95th Street) urged the commission to address the closure of a mental health facility at 23rd Street and 7th Avenue, stating that taxpayer-funded facilities sit empty while people with mental health needs are not being treated. - Item 3C – EMS County Grant from FDOH: Resolution to accept and expend FY 2024-25 EMS grant funds for pre-hospital emergency medical services, including subawards to municipal fire departments. Approved 4-0.
- Item 3D – Communications Site Use Agreement with FDOT: Ten-year agreement (with two ten-year renewal options) at no cost to the county for public safety radio equipment. Approved 4-0.
- Item 3E – Misdemeanor Diversion Services Contract: Award of contract to Advocate Program, Inc. and Court Options, Inc. for five years (with three-year renewal option) with estimated cumulative revenue of $21,600,000 from offender-paid fees. Commissioner Hardeman raised concerns about only two vendors and proposed creating a scholarship endowment fund from an additional fee. After discussion with Assistant State Attorney Steven Talpins, the committee approved the item but directed staff and the state attorney's office to meet before the full commission to explore adding a scholarship fund for participants who complete the program. Commissioner Hardeman assumed prime sponsorship; Chair Gonzalez became co-sponsor. Approved 4-0.
Key Outcomes

Uh a presentation that we want to do real quick, I like the old thank you, bro. See, I couldn't make it. I want always opening after this meeting, come upstairs, and I got him signed too. All right, guys, good morning. Good afternoon. Or good afternoon. It's still morning. Good after morning. So today, before we get started, so this is the the uh safety and health committee. And before we get started, I wanted to take a moment to recognize somebody that's very very special to Miami Dade County in general. And I think that it I you know, I think he would get upset if I don't say this, but it's not just about him, right? And I'm talking about Joseph Vallejo specifically, but I think that with conversations that I've had with him, he would say it's not about him. It's about each and every police officer that puts their lives on the line every single day to make sure that we are safe. It's about all the great motormen that belong to the Miami Sheriff's Office team that go out there, and you know, when you're on a bike, I've heard the saying it's not about if you're gonna fall, it's when you're gonna fall. And with the way that folks drive in Miami Dade County, it's always a danger. But somebody has to be brave enough to go out there, right? And serve the community to make sure that we're all safe. And so if I can get if I can get Joseph to come down with his family, so Deputy Vejos has been with Miami Dade County Sheriff's Office for nine years, right, bro? Nine years serving this community, going above and beyond in his line of service because it's service. This man puts his life on the line every single day to make sure that my kids can go to school and not have to be in harm's way. Just like all of these folks that are that are sitting out in the crowd today. And he was hurt. And you know, Arnold Schwarzhittinger has a saying where he says that you don't measure a man's greatness when he's up. And he's been fighting to get back back on that bike, back in the line of duty, and back to serving this community. And I think that says a lot about his heart. And I think it says a lot about his family too. Because his family makes sacrifice every day, just like your families make a sacrifice every day that you go out there. So I don't want to keep rambling on, but this is really special. And so I want to give this proclamation to Joseph M. Vallejos. And I want to let everybody know that moving forward, May 13, 20, uh, starting May 13th, 2025 will always be Deputy Joseph M. Vallejos Day in Miami Dade County. Now, Joseph did tell me that he had a song that he wanted to sing for everybody. No, I didn't. No, I didn't. But can you say some words? Uh yeah. Good morning. Uh wasn't expecting to say anything, but uh, so I didn't plan anything. Uh, just want to say thank you for this time. Um, it's not me. It's them. Those guys are there. Those are my brothers, my wife, my mom. Um January eighth was the accident. Sorry, I'm getting emotional. Um four months in yesterday. I got to light duty. So I want to thank everybody for being here. Thank you.
