The Miami-Dade Housing Committee met on July 8, 2025, at 2:00 PM (local time) in Commission Chambers, chaired by Commissioner Marleine Bastien. The committee considered a robust agenda of 12 items, including land conveyances, affordable housing development agreements, grant acceptance, and contract amendments. - Renita Holmes (Executive Founder, Wave of Women in Public Housing) raised concerns about unresolved environmental contamination, high cancer rates in the Liberty City area (specifically near Gwen Cherry Park), and the need for comprehensive remediation. She noted that one out of every three households in that area has been affected by cancer.
- Steve Clear (Southwest resident) alleged a discrepancy in how housing applications are processed in the Southwest, stating he was made homeless by the county and has been unable to secure housing for nearly a decade.
- Ken Kilpatrick (President, Brownsville Civic Neighborhood Association) spoke in support of the late item 3I (Annie Coleman 14 redevelopment with Integra Solutions LLC), highlighting the project’s commitment to preserving historic Brownsville culture and creating intergenerational community revenue.

- Item 2A – Poinciana Properties Conveyance (Commissioner Bastien): The committee discussed a resolution to direct due diligence on 20 county-owned parcels (19 near NW 79th Street and 22nd–27th Avenues, plus one on NW 71st Street) for conveyance to SG Poinciana Ventures, LLC, for a mixed-use development including affordable/workforce housing and a MedLog logistics center for Mediterranean Shipping Company. Commissioner Bastien offered an amendment to require a lease or agreement with Jesse Trice Community Health System for a medical facility on one parcel (Folio 30-3110-007-0300). The amendment was accepted. Chief Operating Officer Jimmy Morales requested 180 days for contracts, but the committee settled on 60 days, citing prior work since February 2025. The project is expected to deliver 750 housing units (155 for seniors, 600+ mixed-income at 30%–120% AMI) and over 500 jobs.
- Late Items 3I and 3J: Added to the agenda just before the meeting. Item 3I awards development rights to Integra Solutions LLC for Annie Coleman 14 (RAD program). Item 3J authorizes a Master Development Agreement with RUDG LLC for Claude Pepper Towers (estimated $682,145,127). Both were approved unanimously.
- Item 3F – Property Management Contract Amendment: A scrivener’s error was corrected: RAM has managed properties for over 14 years (not 7) and the total modified contract amount is $1,717,280 (not $4,717,280). The amendment was approved as corrected.
- Commissioner Regalado raised the need for water and sewer easements, particularly pump stations, for properties lacking connectivity. HCD staff agreed to coordinate with WASD.
Key Outcomes
- All agenda items (2A, 2B, 3A–3H, 3I, 3J) were moved and passed unanimously (4-0) with favorable recommendations to the BCC.
- Item 2A was amended to include a 60-day deadline for due diligence and contract negotiations, plus a directive to include a lease/agreement with Jesse Trice Community Health System.
- Item 3F was corrected and approved as amended.

A lot of our brothers and sisters lost loved ones. And then this prayer is for all of them. Dear God, unite our hearts, and reveal to us your great purpose. Help us, dear Lord, in all of our endeavors. Grant us to the strength, the courage, the wisdom, the compassion, and the love to serve. We know, dear Lord, that the people of Texas, including a lot of parents, mothers, fathers, aunts, sisters. They are going through some of the worst challenges in their lives. Dispel their collective grief by your bounty, your generosity, your love, your guidance. Lessen their pain, dear Lord, and banish their anguish through your sovereignty and your might. Oh you, thou lord. You are the Lord of all being, the overshadowers of all things visible and invisible. At a time when sours overwhelmed their hearts. Give them the strength to endure and send them your light, your wisdom, your compassion. For you are the all-knowing, the all-loving, the compassionate. We ask this the Lord, this Lord, dear Lord, in your name, as we all say, Amen. I pledge allegiance. And to the Republic, which it stands. One nation, under God, indivisible, with liberty and justice for all. And then we also have other young leaders from the different districts in the in the room. So I'd also would like you to recognize them. Please stand up, all of you, all of you, please stand up and be recognized. Oh, not all of them are here. Okay. All right. You're the only one here. Where's the rest of you guys? Oh, they're working. They go into different things. Okay, all right. Thank you so much, Mr. Attorney, Madam Attorney, Mr. Attorney. I think it's time to open the reasonable opportunity for the public to be heard. Right? Yes, um, Madam Chair, before you open the reasonable opportunity, I just wanted to make sure that uh the board has received the two additional items that are gonna be added to your agenda, item 3i and item 3J. If you've not um received them yet, then you haven't received them. Okay. All right, then um, Madam Chair, you can open the reasonable opportunity for all the items on your agenda, with the exception of the two that will be added on when um when they're brought to you, then uh then I guess you're gonna open up reasonable opportunity again on the two items. All right, thank you. Um, I'd like to find out why at this late hour, why why did we receive these items now? Can anyone answer to that? What happened? I would I would defer to the administration, perhaps I can ask. Is there anyone who can answer that question? I mean, I'm gonna include them, but we were um, I think we were working with Commissioner Hardman's office and for uh for sponsorship. We were trying to these items, um my understanding is required sponsorship, and we finally got that, I believe, yesterday, and um to be able to add them on.
