Miami-Dade County Comprehensive Development Master Plan Meeting - January 24, 2024
The Miami-Dade County Board of County Commissioners convened on January 24, 2024, at 9:30 AM in the Commission Chambers to consider several Comprehensive Development Master Plan (CDMP) amendments. The meeting covered small-scale and standard amendments, with public hearings and votes on transmittal to the state land planning agency. One item was deferred to the next CDMP meeting.
Public Comments & Testimony
- Laura Reynolds (speaking on multiple items): Expressed support for transmitting applications to the state for information, requested additional workforce housing (40% on one project), and noted the need to recognize agricultural impacts and mitigation. On the Infinity Gardens application, she requested transmittal with no recommendation.
- Philip Maricini (resident since 1970, half-mile from TMC Naranja site): Spoke in favor of the TMC Naranja project, noting it would be within the smart corridor and urged the commission to consider moving the urban development boundary (UDB) line.
- Daniel Coro (Palmetto Bay resident, District 8): Supported the TMC Naranja project for local jobs and reduced commuting.
- Ileani Urkia (Homestead resident): Supported the TMC Naranja project for job creation and community growth.
Discussion Items
- Item 3B - October 2021 Cycle Small-Scale Application (South Dixie and 122 LLC): The applicant requested a one-month deferral to the February 22, 2024 CDMP meeting. The board approved the deferral unanimously.
- Item 4B - Infinity Gardens Apartments (CDMP20230010): The applicant proposed moving the UDB line for a 13-acre parcel bifurcated by the line, to develop 773 units (30% workforce housing) and 10,000 sq ft of retail. A text amendment that could apply to other parcels was also requested. Commissioner Higgins expressed comfort if the text amendment were removed, while Commissioner Regalado raised concerns about broader policy. After discussion, the applicant agreed to withdraw the text amendment, and the board transmitted the application with no recommendation (12-0).
- Item 4A - EIP IV FL Round Hammock Land Co. (CDMP20230008): The applicant requested redesignating 239 acres from agriculture to environmental protection for a mitigation bank. Staff and the applicant recommended transmittal. Commissioner McGee questioned the impact on agricultural land but noted the property was already designated for residential use. The board transmitted the application with acceptance of declaration of restrictions (11-0).
- Item 3A - Archimedes XXXIII LLC (CDMP20220019): The applicant requested a small-scale amendment to change land use from estate density residential to low density residential with a density increase (DI-1) on 40.6 acres. The proffered declaration limited density to 384 units and committed workforce housing. Staff and the Planning Advisory Board recommended approval. The board adopted the ordinance on final reading (12-0).
- Item 4C - TMC Naranja 66 Holdings (CDMP20230011): The applicant requested inclusion of 21.8 acres within the UDB to correct a bifurcation, proposing 43 townhomes and 587 multifamily units (20% workforce housing). The property is within a quarter-mile of the South Dade Transitway. Staff recommended transmittal. The board transmitted the application with staff's recommendations, incorporating a 5% rental discount for government employees (11-0).
