The Miami-Dade Board of County Commissioners (BCC) convened a public hearing to consider two October 2023 cycle small-scale amendments to the Comprehensive Development Master Plan (CDMP), both with concurrent zoning applications. The meeting was chaired by Chairman Oliver G. Gilbert III, with seven commissioners present (a quorum). Commissioners Bastien and Cabrera were absent. Both applications received unanimous approval after discussions and conditions.

Item 3A – 585 NW 95 Ter, LLC (Application No. CDMP20230019)
- Location: Northeast corner of NW 6 Avenue and NW 95 Terrace.
- Proposal: Amending 0.48 acres (two parcels: 7,000 sq ft vacant and 14,000 sq ft with warehouse) from Low Density Residential (RU-3) to Business and Office (BU-1A) to construct a 3,650 sq ft office building for warehouse administrative offices, expected to create 10 entry-level jobs.
- Presentation: Applicant representative Maria Gralia (Stern, Weaver, Miller) presented the project, noting unanimous approval from the Community Council and the Planning Advisory Board (PAB).
- Commissioner Discussion: District Commissioner Keon Hardeman expressed concern about the buffer between the proposed office building and adjacent single-family homes. He requested a concrete wall (minimum 6 ft) with additional landscaping planted on the outer (east) side to provide a green buffer, with the landscaping approximately one foot shorter than the wall height, and designed to not impair the driveway. The applicant agreed.
- Vote: Motion to approve the CDMP amendment with the condition that the applicant submit a revised CDMP covenant incorporating the landscaping requirements within 10 days. Passed unanimously (10-0).
- Companion Zoning (Item 1C): Also approved unanimously after the CDMP decision.
Item 3B – Lennar Homes, LLC (Application No. CDMP20230024)
- Location: North side of SW 316 Street between SW 187 Avenue and SW 189 Avenue (21 acres).
- Proposal: Amend from Low Density Residential (6 units/acre) to Low Density with DI-1, with a covenant capping development at 150 units (a modest increase of ~1 unit/acre). The project is single-family homes for sale, and includes the preservation of the historic “Walker’s Castle” structure integrated into the clubhouse area.
- Presentation: Applicant representative Hugo Arza (Brickell Ave) noted 30 letters of support from community outreach, no opposition, and recommendations from staff and PAB. The CDMP covenant was fully executed and submitted.
- Commissioner Discussion: District Commissioner Danielle Cohen Higgins praised the modest density increase, inclusion of the historic structure, and community outreach. She moved to adopt with the proffered declaration of restrictions.
- Vote: Motion passed unanimously (10-0).
- Companion Zoning (Item 3C): Approved with a motion consistent with staff’s recommendations, including acceptance of the proffered covenant and a 30-day condition for the applicant.
Key Outcomes
- Both CDMP applications (3A and 3B) were adopted on second reading unanimously (10-0 each).
- Accompanying resolutions to transmit to the state land planning agency were withdrawn (per procedure for concurrent items).
