Miami-Dade BCC CDMP & Zoning Meeting – March 20, 2025
The Miami-Dade Board of County Commissioners held a Comprehensive Development Master Plan (CDMP) and Zoning public hearing on March 20, 2025. The meeting addressed three main items: a deferred zoning application, a small-scale CDMP amendment for a Lennar Homes project, and a small-scale CDMP amendment for a Shemesh Inc. warehouse expansion. All votes were unanimous (8-0).
Deferred Item (8A1) – Garcia Carrillo 56 Street Revocable Trust
- Item 8A1 (Z2022000118), located at 5979 SW 56 Street, was previously deferred on January 24, 2024, and came before the board again. Commissioner Raquel Regalado (District 7) explained that the application had changed and that the neighborhood association’s attorney had withdrawn a request for deferral. She urged residents to meet with the developer to understand options, noting that without the rezoning, the developer could build 16 duplex units as-of-right using a workforce housing bonus. The board voted to defer the item to May 22, 2025, to allow additional time for resident-developer dialogue. The motion passed 8-0.
Public Comments & Testimony
- Item 3A (Lennar Homes): One speaker, Patrick Burkhead (property owner adjacent to the site), opposed the application. He argued that the development is unnecessary, disruptive to the agrarian environment, and that traffic is unsustainable. He expressed concern that new housing would not serve existing residents.
- Item 3B (Shemesh Inc.): Two speakers opposed the zoning change. Estel Bar (Gladial HOA) stated the warehouse is an eyesore and that the community wants to keep the neighborhood clean. Robin Rowe (Glayview area) disapproved, citing trash, rodents, and traffic concerns. An unrelated speaker, Jorge Obando, spoke about a personal housing issue not related to the application.

Item 3A – Lennar Homes CDMP Application (CDMP20240002) & Zoning 8C2
- The application requested a change from EU1 to EUM zoning to allow up to 17 single-family units with workforce housing bonus. The property is located on the south side of SW 355 Street between SW 189 and SW 192 Avenues (District 9).
- Staff recommended adoption with a change: designating the land as Low-Medium Density with a DI1 density increase (rather than the requested Low-Medium Density at 13 units/acre) and including 7.75 abutting acres to the south as Low Density with DI1. Staff found the application would not trigger roadway mitigation despite some failing roadways.
- The applicant (represented by Hugo Arza) agreed to provide a proffered declaration of restrictions within 10 days; otherwise the application would be deemed withdrawn.
- Commissioner Kionne McGhee moved approval per staff recommendation, seconded by Commissioner Juan Carlos Bermudez. The motion passed 8-0.
Item 3B – Shemesh Inc. CDMP Application (CDMP20230014) & Zoning 8C1
- The application sought to rezone a 1-acre parcel (east of NW 32 Avenue between NW 68 and NW 69 Streets) for a kosher food distribution warehouse expansion. The site has been a warehouse since 1970.
- Staff recommended approval with conditions, including buffering and landscaping. The Planning Advisory Board (PAB) had recommended 9-0 approval.
- Commissioner Marleine Bastien (District 2) asked about beautification. The applicant (Miguel Diaz de la Portilla) stated the covenant requires buffering and landscaping on all sides, and that the project would clean up the blighted area.
- Commissioner Bastien moved approval per staff recommendation, seconded by Commissioner Danielle Cohen Higgins. The motion passed 8-0.
