Zoning official Tom reported difficulty contacting State’s Attorney Donna Parker for inspection of an adjacent building. The committee discussed having the mayor’s office follow up via contact information provided.
- 212 Cisco and 20 White (OGC - Citation): A citation hearing was held before the city’s citation hearing officer. A fine of approximately $6,300 was levied for blight violations at 20 White Street, and a blight lien with super priority has been filed. The property owner is working to remediate issues and is cooperating with Tom’s department. The property remains on the agenda pending further compliance.

All right, good morning, everybody. We are now being recorded. Um, I'm calling this morning's meeting of the mayor's code enforcement committee to order at 9 02 a.m. The first item on the agenda is to approve the minutes of the last time we had a meeting, which was December 11th, 2025. Um, do I have a motion to approve the minutes? James, I saw you. Do I have a second? Scott, saw you, thank you. Any discussion? Any changes to the minutes, discussion on it, anything like that. All right, seeing none, all in favor of approving the minutes, please unmute yourselves and so signify by saying aye. Aye. Any opposed? Any abstentions? Seeing none, motion passes unanimously at 9 02 a.m. All right. Next up, we have a public session, and I don't see any members of the public with us today, so I'm gonna close public session. All right, so under new business, we have the police department, uh, forbidden llama. Nick, yeah, just a yeah, quick update. There's the new owner, his name is Miguel Palacios. There's a new permittee, uh Alandra Barbosa. Uh there was a meeting on the 24th with PD fire marshals, um, some city officials, and uh uh Barbosa. Palacio, I guess got some uh correspondence from uh liquor commission because he wasn't at the meeting, but basically the meeting was just to set the ground rules, uh address all the issues that we've had with the previous owner and the concerns that the city and especially the police department has with the facility uh and the activities that go on there. They do have an open liquor referral investigation going on uh as a result of one of the many fights that they've had recently. So um they've been put on notice now, these new the new people that are running the show there, and then enforcement action going forward is gonna be taken. Uh we're gonna be we'll be on them now. Um like the the expectations are set now that it's a new regime. Hopefully things change there. Um but going forward, we'll just look to take enforcement action now. They've been put on notice. Okay, that's great. Um has any other department um heard anything or had any dealings? Tanil? No, excuse me, I'm a little worse today. Um is it a new owner for the forbidden law or for the building? Forbidden law. Oh, fun story. Okay, thank you. Yes. Chris, I'd like to have a chat with you at some point about what my rights are about their liquor permit if they come in for a new permit on restricting DJs and things like that, because if they come in with the same plan and they're open to the do the same kind of operation, what I can restrict and say no to on a liquor permit or not. Okay, have you reached out to the uh liquor commission on that yet? Um I have not had contact with the liquor commission. Okay, okay. Maybe I could reach out to Nick to see what contacts we have on this case. Yeah, I'll email you. It's Brendan Day, who I think you've been working with. Yeah, yeah, I remember that name. Yep, he's the one that was running the show, but I'll I'll uh I'll give you this contact info. Yeah, I'd like to just see what uh what I can restrict because if they're not if I could restrict the uh DJs and stuff like that, it might tone it down a bit into more of a restaurant setting than a club, which is not allowed. Can you just gonna say at night clubs not allowed under zoning, right?
