The matter went to interest arbitration. The arbitration panel, led by neutral arbitrator Mike Ricci, ruled on April 16, 2026, that the TA should be honored because the city had not provided persuasive reasons to reject a bargain made in good faith. Hodgson noted that the council’s statutory role is to approve funding, and that rejecting the award would trigger a review panel, but the contract expires in six weeks. He advised that the council could influence future negotiations through the mayor.

- Councilman Lafredo expressed concern that the TA’s changes to job classifications violated the existing contract language and that the council was bypassed in the process. Hodgson clarified that the city’s negotiating team proposed the changes, and the panel deferred to the TA.
- Councilwoman Salafia (online) noted that the contract prohibits upgrades or job description changes in the last year, yet the arbitration gave significant upgrades. She also questioned why the council clerk’s job description change (which was rejected by the clerk) was not included in the posted documents. Hodgson replied that the clerk’s issue was part of the TA but not agreed upon, and it was presented to the panel as part of the bargaining history.
- Councilwoman Blackwell asked about the timing of negotiations for the next contract. Hodgson confirmed that the current arbitration must be resolved before new negotiations can begin.
- Councilman Lafredo raised the issue of parity as a basis for reclassification, but Hodgson indicated the panel relied on the TA rather than the merits of the job changes.

Perfect, please. Thank you. Thank you for inviting me tonight. My name is Chris Hodgson. I'm a senior attorney um Bertram Moses in Milford. I've enjoyed uh working with um Middletown on this case. We uh go back to the uh collective bargaining agreement with UPSU, uh which is our white collar union, which expired June 30, 2025. Uh in May of 2025, the city and union had reached a tentative agreement concerning a one-year agreement that provided for 2.6 percent general wage increase, changes to retiree medical, including a new tier for uh new hires, and incentives in the pension and retiree medical for certain individuals to continue their employment. The TATA, uh also provided for a change in three job descriptions and increase in pay uh for those three positions, as well as eliminating language providing for a labor management committee. Um which reviewed job descriptions.
