Thank you, Mr.

Chairman.

1:19

Good evening, members of the committee.

1:24

He is our investment consultant with PFM asset management.

1:29

He is going to uh run the presentation of the quarterly investment report.

1:34

Umly thing I'd like to um start with um is just to advise the committee that I've reviewed the investment report.

1:42

Not a lot of change since last quarter.

1:45

Uh the only thing that really stuck out to me was a dip in the short end of the yield curve.

1:50

Um and and which means our existing investments um have earned a little bit in the form of um unrealized resturns, um, unrealized gains.

2:01

Um, but I will let Jeff elaborate on that and the other implications of that minor change in the yield curve, the rest of the yield curve looks almost identical to last quarter.

2:10

Um, and uh Jeff will also address um uh whether the recent changes in the investment policy have influenced changes in the portfolio.

2:20

Um I I don't want to give any spoilers, but um there weren't major changes as a result of that, which kind of demonstrates what we said last quarter with the changes was that the changes were to add flexibility and uh give BFM more tools, not that there were imminent changes required in the portfolio.

2:42

So with that, I'll turn it over to Jeff.

2:44

I'm gonna take a minute to um to share my screen and have Jeff run from there.

2:47

Thank you, Jeff.

Unassigned speaker

2:51

And

Speaker 1

2:52

Jeff, if you would on the loop did a similar introduction if you just introduced yourself, um, how long if you've been on this account.

3:00

Um and you you let us know whether you like questions during your um presentation or whether you would like them woven in whenever they whenever they come to someone's uh mine.

3:09

It's up is up to you.

Speaker 4

3:10

Sounds great.

3:11

Thank you.

3:11

Well, thanks again for having me here.

3:13

Uh Jeff Fasina with PFM Asset Management.

3:16

Uh, this is my third quarter working uh on this particular account.

3:20

I've been with PFM asset management for about a year and a half, almost two years.

3:24

Uh before that, I was at the company called DuPont Capital Management in a similar role for 15 years and then uh started my career at Delaware Investments uh in Philadelphia uh before

Unassigned speaker

3:36

that.

Speaker 4

3:37

Um feel free to ask questions at any time.

3:40

Happy to answer them, and then uh we can kind of jump into the uh the presentation.

3:48

So uh you know start with the the wordy page real quick and uh we'll talk a little bit about what happened uh in the economy uh for the quarter.

3:58

Feel free to not read this until bedtime uh when you want to go to sleep.

4:02

We'll really focus on the summary uh on the top left.

4:07

And there's a few things going on in the market right now that I think are really important.

4:11

First, um we have the Fed, which is right now balancing labor with inflation.

4:19

So during the quarter, the Fed uh lowered interest rates for the first time in 2025.

Unassigned speaker

4:24

Uh

Speaker 4

4:25

the reasoning behind that was a softening in the labor market uh that had become more important uh than the impacts of inflation.

4:33

Inflation kind of easing in around 3%, which is above the 2% mark that the the Fed's going for.

4:41

Uh, but they have a dual mandate and and staying on top of that labor market is important.

4:47

So the Fed lowered rate for the first time.

4:50

Uh it is likely that this week they're going to make another 25-point basis, 25 basis point cut.

Unassigned speaker

4:57

And it's also likely uh in December that there'll be one more cut.

Speaker 4

5:01

So price in the market right now is another 50 basis points of rates coming down.

5:08

So that really sets kind of the stage for where we are from an investment standpoint.

Finance and Audit Committee Meeting – October 27, 2025

The Finance and Audit Committee of the City of Milford met on October 27, 2025, with three committee members present. The meeting featured a quarterly investment report and a review of financial policies, including the long-term operating plan and cash reserve policies. No public comments were received.

Public Comments & Testimony

A 15-minute public comment period was held as required by state law, but no members of the public offered comments.

Discussion Items

Quarterly Investment Report (through September 30, 2025)
Senior Accountant Lou Batola introduced Jeff Fasina of PFM Asset Management, who presented the portfolio performance. Key highlights:

  • The Federal Reserve lowered interest rates for the first time in 2025; additional cuts of 50 basis points are anticipated.
  • The portfolio's market value is approximately $37.5 million.
  • Quarter return: 1.33% (benchmark: 1.15%). One-year return: 4.88% (benchmark: 3.91%). Returns are gross of fees.
  • Management fee is 15 basis points.
  • Discussion addressed the yield curve, unrealized gains, and cash flow needs for upcoming projects such as the Milford Corporate Center. A council member emphasized that while conservative stewardship is important, being overly conservative can fail to maximize returns for taxpayers.
  • Council members noted the strong performance net of fees and expressed support for the active management approach.

Financial Policies
Lou Batola reviewed two areas:

Long-Term Operating Plan: A 10-year financial forecast is a strategic goal not yet started. Batola proposed a phased approach: a two-year budget for FY27 (with council approving only the first year), followed by a five-year plan and eventually a ten-year plan. This effort would improve credit ratings and provide early warning of deficits. Council members supported the initiative and stressed its importance for planning and communication with the public.

Cash Reserve Policies: The existing policy, approved by council in July 2021, was discussed with proposed amendments. A key change is making the amount of Realty Transfer Tax (RTT) funds reserved for the General Fund dynamic, based on a five-year average of RTT receipts. No action was taken; the committee will review the red-lined changes and revisit the policies next quarter or the quarter after.

Key Outcomes

  • No votes or formal decisions were made.
  • Staff will continue developing the long-term operating plan and will bring updated reserve policies for further review.
  • The committee acknowledged the strong investment returns and the importance of proactive financial planning.
