Okay, this is the public works committee uh meeting and

Unassigned speaker

0:05

I

Speaker 1

0:05

believe we have a 15 minute uh public comment period.

0:10

Um Rob

Speaker 2

0:17

at the beginning every city meeting there's a 15 minute public comment period.

0:21

Comments are limited to three minutes apiece.

0:23

Anyone online wish to make a comment, being there's nobody here in the audience.

Speaker 1

0:31

All right, we're gonna go ahead and close the public comment period.

0:35

It is November 10th, 2025.

0:38

Uh we have Laurie Connor and Nadi Isaac all online, and we'll go ahead and get this meeting started.

0:48

Um Mr.

0:50

Willis.

Speaker 3

0:52

Okay, thank you.

0:53

Good evening, um Public Works and Utility Committee.

Unassigned speaker

0:57

Uh

Speaker 3

0:57

tonight we'd like to discuss um a proposal to um uh eliminate the holiday refuse collection and um um kind of discuss how the city would um cover those collections and um and talk about our proposal.

1:16

Let me uh try to get up my PowerPoint

Unassigned speaker

1:18

here.

Speaker 1

1:24

Yeah,

Speaker 3

1:24

gotcha.

1:25

I think we got it.

Speaker 4

1:29

All right, thanks.

Unassigned speaker

1:32

So

Speaker 3

1:32

the city of Milford provides um holiday yard waste trash and recycling collection, and this requires um staff to work um on their holiday so they uh they get paid holiday pay and overtime pay.

1:48

Uh this practice cost in 2024 27,720.

1:58

Um sorry about that.

Speaker 1

2:02

I already went to that one

Speaker 3

2:03

too.

2:04

Apologize for that.

2:05

But the uh following municipalities, both uh Dover, Lewis, and Harrington, um, all three of those um um municipalities have eliminated their holiday collection um um service.

2:22

So again, we're proposing that um for holiday collections, for example, yard waste collections uh collected on Mondays.

2:32

So we are proposing that um the yard waste on holidays is picked up on a Tuesday, and um and then trash recycling.

2:43

Uh um if it's scheduled on a Tuesday, the following Wednesday we would or that next Wednesday we would pick up.

2:51

So just again, we're just looking to bump the collection um day forward one day.

3:00

Um, and then if it's a Friday schedule collection, we would uh collect on Saturday.

3:08

Um there's just a number of um ways we would inform the public through mailers and the utility newsletter and of course our website, and uh we were promoted on city during city council meetings and also social media.

3:26

Um the next one lays out the 2026 um holiday collection.

3:34

So for example,

Unassigned speaker

3:36

uh

Speaker 3

3:37

refuse and recycling would be scheduled at uh the scheduled holidays January 1, so we would pick it up on the 20s on the second, the following day, and that would be a cost savings of 2500.

3:50

Um the next um holiday would be the uh January 19th, which is Martin Luther King Day, and so then we would pick up on Tuesday, the 20th.

4:01

Um yard uh so again it just lays out the yard waste for president's day.

Unassigned speaker

4:08

Uh

Speaker 3

4:08

refuse and recycling would be in April.

4:11

We would bump it to the fourth.

4:13

Uh I want to go down to uh July 3rd.

4:17

Uh that is a um uh a misprint.

4:20

We would collect on July 3rd.

4:22

That is a Friday to allow our workers to work on or to be off on the fourth.

4:28

So again, there'd be no savings for that collection.

4:34

Anyhow, we think the annual the annual um savings could be 2500 for um every collection that we could defer except for when it falls on a Saturday, which then we would still have to pay over time.

4:51

So we estimate that we could probably save 17, uh 500 a year.

Unassigned speaker

5:00

And we would just like to have open discussion with the committee and then take it to council for approval.

Speaker 3

5:05

Um we're kind of um coming towards a uh important deadline.

5:10

We have to get our annual um schedule or f annual refuse schedule out um in December.

5:19

So we've kind of uh need to have a discussion and hopefully we can move forward on this proposal.

5:26

If not, then we will continue to collect on holidays and uh we'll revisit this next year, I hope.

5:32

So I open it up to any questions you might have about this proposal.

5:37

Um

Speaker 1

5:39

well, first of all, I it it I'm not sure if it's a question exactly,

Milford Public Works Committee Meeting Summary – November 10, 2025

The Milford Public Works Committee met on November 10, 2025, to discuss a proposal to modify the city's holiday refuse, recycling, and yard waste collection schedule. The proposal, initiated by the solid waste division staff, aims to eliminate collections on city holidays to give workers the day off, saving the city an estimated $17,500 annually while maintaining service by shifting collection to the following day.

Discussion Items

  • Proposal Overview: Staff member Willis presented the proposal, noting the current practice cost the city $27,720 in 2024. Comparable municipalities including Dover, Lewes, and Harrington have already eliminated holiday collection. The proposed plan would shift collection by one day (e.g., Monday yard waste to Tuesday, Friday trash to Saturday).
  • Staff Perspectives: Solid Waste Lead Dre Wilson spoke in support of the plan, stating that working on federal holidays creates childcare burdens and it is difficult for staff to get regular days off. Willis confirmed the proposal was initiated by the division, not management.
  • Committee Discussion: A committee member raised a concern about workers losing overtime and holiday pay, noting the savings represent money otherwise earned by staff. Willis and Wilson clarified that staff preferred the time off for work-life balance. Committee members Lori (Laurie Connor) and Nadia expressed strong support, calling the proposal a "no-brainer," "fiscally responsible," and a "win-win all around."

Key Outcomes

  • Committee Vote: A motion was made to recommend the proposal to the full City Council for a decision. The motion was seconded and passed unanimously.
  • Next Steps: The proposal will be forwarded to the City Council for approval. A final decision is needed by December to meet the deadline for the 2026 refuse collection schedule.
